The Violations Documentation Center for Syria (VDC) prepared this report based on the information collected by its data collection team. The VDC recorded over 342 violations of Resolution 2401 between the 9th of February 2019 and the 11th of March 2019.
The figures and data contained in this report are not final and are subject to regular updates based on available verified data. Victim registration is dependent on the completion of data verification standards and requirements. Therefore, this summary may not accurately reflect the scale of casualties.

Military actions in the towns and cities of the governorates of Idlib and Hama increased in February 2019. The escalation by the Syrian government forces and allied militias reached its peak on the 9th of February. Although the targeted areas were part of the de-escalation zones, the government forces did not abide by the agreement.

By the second week of the campaign launched by the government forces on Idlib and Hama, the VDC team had documented 96 casualties.
Between the 9th of February and the 11th of March 2019, the VDC documented over 342 breaches by government forces and allied militias, most of which were committed in the suburbs of the governorates of Idlib and Hama.
Syrian and Russian forces continued to shell the governorates and suburbs of Hama and Idlib on a daily basis. The use of incendiary munition (phosphorous) and cluster munition
2 was recorded in multiple incidents in the towns of Hubeit, Skeik, Tal Sakhr, Bsieda, Khan Sheikhoun, Hish, Naqir, Shariaa, Ziara, Tamanaa, Lattamna, Kafrzita, Sayad, Bab al-Taqa, al- Hamra, al-Hweijeh, al-Tweina, al-Hawiz, Hasraya, al-Qahira, al-Janabza, Kafr Sajna and al- Arbaeen.
The latest figures recorded by the center’s data collectors in the Northern suburbs of Hama and Southern suburbs of Idlib indicate active and regular displacement from the towns and areas witnessing heavy shelling. The total number of displaced families reached about 7,526, according to the Syrian Response Coordinators.
