70% Complete Draft Recreation and Land-Use Resources Sections 70% Complete Draft PRELIMINARY APPLICATION DOCUMENT (PAD) Recreation and Land-Use Resources Sections • Recreation (Section 5.6) • Land-Use and Management (Section 5.7) BISHOP CREEK HYDROELECTRIC PROJECT FERC PROJECT NO. 1394 July 2018 5.6 RECREATION 5.6.1 Existing Recreation Facilities and Opportunities 5.6.1.1 Recreation Facilities and Opportunities in the Project Vicinity The Project is located within the South Fork Bishop Creek (HUC 180901020601), Middle Fork Bishop Creek (HUC 180901020602), Coyote Creek-Bishop Creek (HUC 180901020603), and McGee Creek (HUC 180901020402) sub-watersheds, collectively the Project watershed, along the North, Middle, and South Forks of Bishop Creek as they drain into Owens Valley. The FERC Project boundary and adjacent lands are primarily within the Inyo National Forest, a portion of which is also managed as a National Wilderness Area (John Muir Wilderness). The Project watershed is a heavily used recreational area and offers a diversity of recreational opportunities such as fishing, boating, camping, hiking, climbing, sightseeing, picnicking, horseback riding, mountain biking, off-highway vehicle (OHV) riding, and cross-country skiing. Below are summaries of the major recreation facilities and opportunities found in the Project watershed. Camping The White Mountain Ranger District of the Inyo National Forest provides most of the recreation facilities and opportunities within the project watershed. The Inyo National Forest provides 12 campgrounds with 258 camping units in the project watershed, two of which are group units accommodating up to 25 guests each (USFS 2018a). These sites range from 6,800 feet msl (Bitterbrush Campground) to 9,300 feet msl (North Lake Campground) in the upper project area and provide a variety of amenities, as summarized in Table 5-44 and depicted in Figure 5-22. Group Sites (max group size) Limit– Maximum stay allowed *camping allowed in winter; no water or trash service Source (USFS 2017a) JULY 2018 5-130 FIGURE 5-22 INYO NATIONAL FOREST CAMPGROUNDS IN PROJECT WATERSHED JULY 2018 5-131 Trails Within the Project watershed, there are approximately 87.5 miles of trails (8.5 minimally developed, 54.8 moderately developed, and 24.2 developed) maintained by the Inyo National Forest and within the immediate proximity of the Project (USFS 2018b). Many of these trails provide access for lake, pond, or river fishing; horse riding; or backpacking opportunity in the John Muir Wilderness. During the winter season, many of these trails offer ideal snowshoeing, cross country skiing and back country skiing opportunities. Five trailheads are found either partially within or adjacent to the FERC Project boundary – Lake Sabrina, South Lake, Tyee Lakes, Longley Lake, and Little Egypt Trailheads. Lake Sabrina and South Lake Trailheads, offer access to the John Muir Wilderness and nearly 40 miles of trails and over 300 mountain lakes of varying sizes within the Bishop Creek watershed alone. Some of these trails extend over the Sierra Nevada crest and into the Sequoia-Kings Canyon Wilderness, meeting up with the John Muir Trail. The Tyee Lakes Trailhead is located along South Lake Road, and the trail itself traverses 3.1 miles to Tyee Lakes and continues around Table Mountain another 3.6 miles to eventually connect with Lake Sabrina and associated trails. The Longley Lake Trailhead is located just outside of the FERC Project boundary near the McGee Creek Diversion and provides access to a trail leading 2.3 miles through the John Muir Wilderness to Longley Lake. The Little Egypt Trail leads to the Little Egypt climbing area and further to Little Egypt Creek for a total of 1.7 miles. Trail users currently use parking facilities at Plant 3 and access the trail by crossing a footbridge just downstream of the plant. Climbing The Bishop area is home to many popular rock climbing and bouldering areas, including Owens River Gorge, Alabama Hills, Pine Creek Crags, Happy and Sad Boulders, and Buttermilk Country. According to MountainProject.com (2018), the Bishop Area is host to approximately 345 trad, 786 sport, 23 top rope, and 1,255 bouldering problems. Many climbing opportunities can be found adjacent to the Project as well. Little Egypt Trail provides access from Plant 3 to the Little Egypt climbing area, offering 24 trad, 24 sport, and 1 bouldering problem. Off Highway 168 and just below Lake Sabrina are Sheepherder Buttress (2 trad, 4 sport) and Cardinal Pinnacle (14 trad). Off South Lake Road and below JULY 2018 5-132 South Lake are Parcher’s Bluff (5 trad, 1 top rope), Bridge Crag (2 trad, 1 top rope), and Wild Rose Buttress (4 trad, 1 sport). The peaks north of Bishop Pass and south of Piute Pass form the Bishop (accessible from South Lake Trailhead) and Evolution (accessible from Lake Sabrina Trailhead) groups, featuring 32 alpine, 30 trad, and 5 ice problems. Fishing The CDFW tracks approximately six backcountry fishing locations within the FERC Project boundary and a total of 97 tracked fishing locations in the project watershed (CDFW 2018a). Locations range from 7,900 feet msl (Intake 2) to 12,219 feet msl (Thompson Lake) along numerous stream and lake habitat, filled with a variety of fish species (brook trout, rainbow trout, brown trout, golden trout, and hatchery trout). Many sites can be easily accessed by vehicle and have additional amenities such as restrooms, boat ramps, or wheelchair accessibility. Additionally, the opportunity for more remote, backcountry fishing is plentiful, and a large majority of these fishing locations can be accessed by the approximately 87.5 miles of trails maintained by the Inyo National Forest within the Project watershed (USFS 2018b). Of the six backcountry fishing locations tracked by the CDFW within the FERC Project boundary, four are located on Project reservoirs, South Lake, Lake Sabrina, Intake 2, Longley Lake and two are along the free-flowing portions of the Middle (between Lake Sabrina and Intake 2) and South (between South Lake and South Fork Diversion) forks of Bishop Creek. CDFW actively stocks hatchery trout at five of these six Project locations, excluding only Longley Lake (CDFW 2018a). Additionally, the Inyo National Forest operates boating sites at Lake Sabrina and South Lake, both of which offer a launching ramp, marina, boat rental service, restroom and tackle shop. Table 5-45 provides a summary of CDFW’s fishing location data, and Figure 5-23 shows both fishing and stocking locations as well as Inyo National Forest access trails to those sites. North Lake is located outside of Bishop in the Lake Sabrina area. The trail leads to Piute Pass and the Distance: Humphreys Basin Backcountry. 7.5 mi 1-way The Hike Map: The trail to Piute Pass starts in a forested area and works it's way westward and uphill for the first 1.4 miles. When you reach the first switchbacks you will be Elevation Profile 1: exposed to the sun for much of the rest of the way. After passing Loch Leven Lake on the left, the trail climbs gradually to Piute Lake. This is a good place to rest and find some shade if you plan on hiking over Piute Pass. From Piute Lake, the hike up to Piute Pass is easy and the rest is downhill into the Humphreys Basin. We chose to Gallery: camp at Piute Lake and day hike into Tomahawk Lake. Tomahawk Lake has many campsites available if you choose to say there.
