Risk assessments, threat and vulnerability assessments, cyber-vulnerability assessments, cybersecurity audits and security program development for public authorities and utilities. Mr. Baker also performed physical security design, engineering, and project management for security enhancement projects.

New York Power Authority, NERC CIP Cybersecurity Compliance – New York (Security Consultant and Security Engineer: 2008-2011) Cybersecurity Regulatory Compliance, Threat & Vulnerability Assessments During the contract, Mr. Baker conducted security assessments and security audits of multiple entities within NYPA including the Niagara Power Project, one of the nation’s largest hydroelectric power facilities. Mr. Baker was the lead security consultant and engineer for the SSSI project, a multi-year grant funded project designed to assess and develop a security and technology posture within the MassDOT and MBTA organizations. Mr. Baker worked with a team of consultants in developing initial security postures for the Authority and spent several years engineering and designing security network and system infrastructure as a consultant before being hired by the Authority to manage the security and technical aspects of the program.

Massachusetts Turnpike Authority, Project Wide Security Systems Assessment – Boston, MA (Security Systems Engineer: 2008) Assessment, Technical Support, and Training for the Turnpike Wide Security System Mr. Baker’s duties and responsibilities for this project involved detailed assessment, documentation, and recommendations for improvement of the Authorities integrated electronic security system and network. Select aspects of the system were evaluated as well as the service procedures associated with preventative maintenance and system repair. As a major aspect of this project, Mr. Baker provided hands on training to Massachusetts Turnpike Authority network technicians achieving excellent results.

Delaware River Port Authority/Port Authority Transit Corporation, Security Upgrades – Philadelphia, PA (Security Systems Engineer: 2008-2009) Transit Security Enhancements on the entire rail line and Benjamin Franklin Bridge The systems implemented on this project included the physical security at 27 of DRPA-PATCO’s rail-stations and maintenance facilities, as well as the Benjamin Franklin Bridge spanning the Delaware River from Philadelphia, PA to Camden, NJ. This system consists of the integration of new Video Surveillance Systems, Electronic Access Control Systems, Intrusion Detection Systems, Emergency Telephone Systems; as well as other command, control, communication, and intrusion detection systems. New York City Department of Transportation/US Army Corps of Engineers, Security Enhancements, and Blast Hardening Project – New York, NY (Security Systems Engineer: 2008-2010) Physical security & network design and engineering on the four major bridges connecting the island of Manhattan to the boroughs of New York City.
