A SENATE RESOLUTION
Respectfully requesting the Commonwealth Development Authority and banking and lending institutions within the Commonwealth of the Northern Mariana Islands to provide humanitarian aid in the form of deferring payments for all affected residents on the island of Rota due to Typhoon Dolphin's wrath.
1 WHEREAS, the People and the Municipality of Rota were recently battered by the 2 destructive winds and heavy rains of Typhoon Dolphin on May 15, 2015 which continued 3 with its ominous winds and rain until Saturday, May 16,2015; and 4 WHEREAS, on Saturday, May 16,2015 at 8:30 pm, Typhoon Dolphin 07W Bulletin 5 No. 012, released by Homeland Security and Emergency Management, stated that the eye of 6 Typhoon Dolphin was moving into the Rota Channel, which is about 20 miles South- 7 Southeast of Rota; and 8 WHEREAS, Typhoon Dolphin's maximum sustained winds were at 110 MPH and 9 typhoon force winds extended outward up to 35 miles from the center and tropical force winds 10 extended outward up to 150 miles in the northern semicircle and up to 110 miles elsewhere; 11 and 12 WHEREAS, the Governor and Lt. Governor's Office, officials of the CNMI 13 Homeland Security and Emergency Management Office, Congressman Gregorio C. Sablan 14 (Kilili), the Department of Fire and Emergency Management Services, the Department of 15 Public Safety, Red Cross, the Federal Emergency Management Assistance along with other 16 essential government agencies flew to Rota on Sunday to conduct an assessment and to 17 determine the extent of damage Typhoon Dolphin caused on Rota; and SENATE RESOLUTION NO. 19-12, Dl
------ ------ ----_.._---------- WHEREAS, the report has yet to be completed, but the Governor's PIO Mr. Blanco 2 said the team reported significant damage to homes, livestock and agricultural crops on Rota; 3 and 4 WHEREAS, Governor Eloy S. Inos has issued a localized state of emergency for 5 public assistance to help the people of Rota which experienced severe damages as a result of 6 Typhoon Dolphin; and 7 WHEREAS, countless families on the island of Rota have suffered significant 8 damage to their homes, livestock and agricultural crops and will need extra time and 9 assistance to start rebuilding their lives in the aftermath of Typhoon Dolphin; and 10 WHEREAS, the people of Rota are struggling to overcome the fury of Typhoon 11 Dolphin coupled with the soaring cost of food and utilities and more recently the dwindling 12 supply of commodities such as rice, butane and canned goods will soon be depleted and the 13 weather is still unfavorable with high surf and rough seas that makes it nearly impossible for 14 ships to dock and deliver much needed resources; and 15 WHEREAS, current circumstances have crippled the financial capability of most 16 families on Rota to purchase basic necessities as well as pay loans, mortgages and other debts 17 they may owe; and 18 WHEREAS, it is the intent of the Senate, Nineteenth Northern Marianas 19 Commonwealth Legislature, to respectfully request the Commonwealth Development 20 Authority and lending institutions within the Commonwealth of the Northern Mariana Islands 21 to provide humanitarian aid in the form of deferring payments for all affected residents on the 22 island of Rota due to Typhoon Dolphin's wrath; 23 NOW, THEREFORE, BE IT RESOLVED, by the Senate of the Nineteenth 24 Northern Marianas Commonwealth Legislature, that the Senate hereby respectfully requests 25 banking and lending institutions within the Commonwealth of the Northern Mariana Islands 26 to provide humanitarian aid in the form of deferring payments for all affected residents on the 27 island of Rota due to Typhoon Dolphin's wrath; 28 BE IT FURTHER RESOLVED, that the President of the Senate shall certify, and the 29 Senate Legislative Secretary shall attest to the adoption of this Resolution and thereafter the 30 Senate Clerk shall transmit certified copies to Mr. Diego M.
