Staff Report Consultant Contract for Rush Creek Linear Design, Project No. PKPL-16004 City Council Meeting Date: 8-22-17 Action Being Considered: Minute Order

RECOMMENDATION Authorizing the City Manager or his designee to execute a consultant services contract with TranSystems Corporation Consultants of Fort Worth, for design documents for Rush Creek Linear Trail in the amount not to exceed $180,646.

PRIOR BOARD OR COUNCIL ACTION On December 15, 2015, Mayor and Council approved Minute Order # 12152015-007 authorizing a consultant services contract with TransSystems Corporation Consultants for a trail feasibility study along Village and Rush Creeks.

ANALYSIS Based on the findings of the Feasibility Study conducted on the Village/Rush Creek corridor it was determined that the first phase of development would focus on a connection between Veterans and Kelley . The project site is located on a parcel of land in Rush Creek Linear Park south of Lane. The trail will provide a critical link for the proposed study area bound by Veterans Park and Village Creek Historical Area, ultimately linking into River Legacy Park via trail along Green Oaks Boulevard.

The project includes the design of approximately 1 mile of 12 foot-wide concrete trail, retaining walls, signage and one below grade crossing under Arkansas Lane. In addition to connectivity, the new concrete trail will provide a multi-purpose surface for a variety of recreational activities such as walking, jogging and biking. This section of trail was identified as a major north/south connection in the Hike and Bike Plan adopted by Council in 2011.

The proposed contract with TransSystems will include professional planning, surveying, engineering, and landscape architectural services for design, construction documents, bidding, and construction administration for development of the Rush Creek Linear Park Trail.

FINANCIAL IMPACT Funding for this contract, in the amount of $180,646 is available in Park Bond Account No. 508503-52680599-61043. There will be no General Fund operating budget impact associated with this phase of work.
