Jargon Buster

We use some technical and legal words in this booklet that you may not be familiar with. You should find them explained in this Jargon Buster, which is in alphabetical order. If there is anything you want us to explain more, please phone the Families Information Service on 020 7926 9558.

Academy: A school that is directly funded by central government and independent of direct control of local authorities. Additional needs: Any other needs that a child may have but not special educational needs for example the child may have a sibling or parent with a disability or other significant health needs. Admissions criteria: The criteria you and your child must satisfy to get a place in a school or childcare setting. Childcare on domestic premises: where four or more childminders and assistants are involved in caring for children in the home. Childminder: A person providing care for one or more children aged between birth and 18, to whom they are not related, for reward, in someone’s home – usually their own. They are registered by Ofsted. Up to three childminders and assistants may work together at any one time in the home. Childminder agency: An agency registered with Ofsted to register childminders and other providers of childcare on domestic premises (from September 2014). Education, Health and Care Plans (EHCP): Sets out all the child’s special needs and the provision to meet them. EYFS: Early Years Foundation Stage is the national framework for care, learning and development for children from 0-5 years old. EYT/EYP: Early Years Teacher/Early Years Professional (before September 2013). The EYT/EYP is a graduate level status for experienced and qualified early years practitioners. They lead high quality early years practice in their setting. EYPP: Early Years Pupil Premium is extra funding available for all early years providers that offer early years education for 3 and 4 year olds. Fine Motor Skills: These are movements that require a child to use their smaller muscle groups such as fingers or coordination with their hands. Free entitlement: The government gives funding to provide 15 hours free early learning for some 2 year olds, and all 3 and 4 year olds. Funding: Money given to an organisation to run it. Gross Motor Skills: These are movements that require a child to use their large muscles such as running and walking. Independent sector: An independent school or nursery funded exclusively by the fees paid by a child’s parents or carers for their education. Key Person: a named person at the setting who takes special responsibility for a child. Local Authority: The local council, Lambeth Council. Maintained (school or nursery): School or nursery funded by the local council. Non-maintained: School or nursery run by a private, voluntary or independent organisation. Nursery class: Learning for under 5s in a nursery class which is in a maintained or private primary school or an academy. Nursery school: Learning for under fives in a nursery school in the maintained sector. NVQ: National Vocational Qualification. Ofsted: The Office for Standards in Education - a government body that sets the standards for and inspects schools and childcare providers. Stay and Play One O’clock Clubs: Clubs that provide activities for pre-school children and parents on weekday afternoons (usually three days a week).

Out of school clubs: Clubs that provide education or childcare services before and after school times and during school holidays. Play scheme: Activity based "club" style childcare that runs during the holidays. Some concentrate on a certain sport: tennis or football, some are just a mixture of fun and games. Pre-school: Provide places for small groups of children aged from two to five. They are usually run by the voluntary sector on a not-for-profit. They are normally open for 3 - 5 hours per day. Private sector: A childcare organisation or service which is funded by the fees it charges to parents or carers for the service it offers. Provider: The person or organisation that provides the childcare or early learning service. PVI: Private, voluntary or independent sector setting. School Admissions Team: The council team deals with applications for maintained schools, reception class to year 11. Setting: Any provider of early years provision for children from 0-5 such as childminders, children’s centres, PVI nursery or pre-school. Special Educational Needs and Disability (SEND): Where a child has difficulties which impact on learning that need additional support. Statement: Sets out all the child’s special needs and the provision to meet them. These are being replaced by Education, Health and Care Plans (EHCP). Statutory: Required by law. Sure Start Children’s Centres: Services for under 5 year olds and and their families including health and family support services. Some may also provide childcare on site. Voluntary sector: A childcare organisation or service that is supported by volunteers, grant funding and donations and is ‘not for profit’. These organisations may offer subsidised services and many are registered with the Charity Commission.

All children under five years old need good quality care as they develop and learn. You may already have been using early learning services to support your child’s development because you are in work, training or want this help. This guide is to help you make the best choice for you and your child’s early learning and development when your child reaches the age of two or three years and becomes entitled to free early learning.

We know that high quality early learning provides children with a firm foundation for future achievement in life. Some families with two year olds may be entitled to a free early learning place if they meet the eligibility criteria (see page 4 for details).

All children aged between three and five are entitled to a free, part-time early learning place either in a maintained school or in a private or voluntary sector nursery, nursery school, pre-school, academy, independent school registered as a provider of free early learning places, or with a childminder.

This booklet brings together information about all these services to assist you, as a parent, in choosing the best early learning for your child in Lambeth.

1 How to choose early learning for your child Early learning gives children the best start in life. Through learning and playing with other children in a quality environment, they’ll have a head start when they begin school.

What is the free early learning offer for two year olds?

The two year old free early learning entitlement is part of the Government's agenda to support and improve outcomes for children through early access to high quality early provision. Eligible children are entitled to receive up to 15 hours of free, high quality early learning and childcare which is 570 hours per year. Children can take up places the term after their second birthday.

Who is eligible for a two year old place?

What is the free early learning entitlement for three and four year olds?

The Government gives funding to local councils to provide free, part-time early learning for all three and four year olds. Children can start in the term following their third birthday until they are of school age.

2 How to apply for an early learning place

Applying for places in the maintained sector

Step by step guide to applying

Step 1- Collect information You will probably want to find out as much information as possible about maintained nursery schools and classes before applying for a place. Here are some ways you can do this:

Read this booklet and use the list of nursery schools and classes included at the end. Phone or visit schools for a copy of their nursery admission criteria, prospectus and application form. Arrange to visit the school on a special open day or by appointment. Look at reports of school inspections by Ofsted at your library or on the internet at www.ofsted.gov.uk/reports

Step 2 - Apply for places You should apply directly to the nursery, primary school with nursery classes or academy when your child reaches the age of two. Each school has its own nursery admissions criteria and application form. Fill in the form and return it to the school.

You can apply to as many nursery schools and classes as you wish.

Step 3a - Offered a place? Each school will consider all the applications received by the closing date and will allocate up to its maximum number of places to the children with the highest priority under the admission criteria. The schools will write to tell you whether or not your child has been offered a place.

When you receive an offer, let the school know whether or not you want to accept it. If you are offered a place at more than one school, accept the one you prefer and tell the other school(s) that you no longer want a place so that it can be offered to someone else. You can accept only one offer.

Step 3b - Not offered a place at any school? Tell the schools you applied to that you want your child’s name to stay on their waiting list, in case a place becomes available later on.

There is no right of appeal for a nursery place.

Waiting lists Any children who are not offered places can be put on the waiting list. The list will be kept in the same order as the school’s order of priority. If a vacancy comes up, the school will offer the place to the child at the top of the list. You can also apply to nursery schools and classes in other boroughs but you should bear in mind that most of these will give priority to residents in their own area. Children who attend a nursery class in a primary school do not transfer automatically to reception class in the same school. Parents have to apply separately to the primary school via their home borough. For Lambeth residents this must be done using the Lambeth Common Application form. The form can be found in the book ‘Starting primary school in Lambeth’ or in the website www.lambeth.gov.uk/eadmissions. Alternatively parents can contact the Lambeth School Admissions team on 020 7926 9503. See page 18 for more information.

Applying for places in the the non-maintained sector

Each private, voluntary and independent nursery will have its own application system and most will have a waiting list; so the earlier you apply the more likely you are to get a place in the setting you prefer. If you are already using a nursery or pre-school and want your child to remain there, you should be able to claim your free learning entitlement from them.

Step by step guide to applying

Step 1- Find out as much as you can about local provision before applying for a place Phone the Families Information Service on 020 7926 9558 for an up to date list of settings that provide free early learning places. Ask the school or early learning setting for a brochure. Arrange to visit or attend open days (these may happen well before you need to apply). Read the inspection reports on the Ofsted website: www.ofsted.gov.uk/reports

Step 2 - Consider your child’s early learning needs, the services available in settings and their admission criteria and arrangements. You can use a maximum of two providers offering free early learning as long as you do not go above the total of 15 hours per week for 38 weeks per year. If the child attends more than the free hours per week, the parent will be expected to pay the difference to the provider.

Step 3 - Complete the application form for the setting of your choice. Some independent and private schools have long waiting lists, so you should complete the application form as early as possible. However, do not be put off by long waiting lists, as many parents will place their child’s name on several school lists. If your application is successful, the setting will write to you confirming your place.

Full time nursery place criteria for time nursery place criteria for three and four olds

Community school nurseries and nursery schools Admission criteria

Some schools in Lambeth offer a limited number of full time nursery places but it must be stressed that parents have no right to a full-time place. Schools must determine which children are eligible and who to offer places to, based on information gathered from parents, home visits or other sources. Parents have no right of appeal if they are not allocated a place.

Priority for full time places is given to children who meet the following criteria: 1 Children who are looked after or who have an allocated social worker who has provided written support of the need for a full-time place as part of the Child’s Plan at that school. 2 Children who are recommended for a full-time place by a Multi Agency Team (MAT), Early Help Team Locality or SEN Disability Panel. 3 Children in circumstances where the headteacher considers a full-time place should be provided. To ensure equity across the borough the following two criteria must be met before the school identifies their own specific criteria. These are: a children who are eligible for free school meals or newly arrived or asylum seeker and b evidence to demonstrate that home circumstances could significantly affect a child’s well-being.

The last criteria (3) allows for local factors, that are specific to that school’s catchment area, to be taken into account like children newly arrived, English as an additional language (EAL), severe material deprivation, single parents in full-time work or study etc.

3 How early learning will help your child develop and learn

What is best for your child?

Leaving your child in the care of another adult may be one of the most difficult things for you to do. It is recommended that you arrange to visit or to attend an open day before applying for a place. Here are some of the things to look out for:

Are you and your child made welcome? Will you be encouraged to stay with your child during the settling in stage? Are the children happily engaged in purposeful, playful activities? Are adults supporting children's play and helping them develop at their own pace? Do the children have opportunities to make choices? Do the adults listen and respond sensitively to each child? Does the setting show plans of how children will be encouraged to develop skills and learning? Is there a stimulating outside play area which can be used all year around? Is it used well? Are there plenty of books, activities and play equipment for the children? Do they take into account children's age, cultural background and special needs? Are the activities stimulating and varied? Are the children encouraged to think and talk? Is children's work displayed attractively? Do the adults help build the children's self confidence and independence? Does every child have someone who will take special responsibility for them (key person)? Does the setting promote positive behaviour? Will there be a regular time set aside for you to discuss the progress of your child and will you able to see any records about your child? Are the staff suitably qualified? (See EYFS section for more information on page 11). Does the setting have a safe and stimulating environment?

The Early Years Foundation Stage

Since September 2008 all eligible childcare providers working with children from 0 to five must be registered with the Office for Standards in Education (Ofsted) and inspected against the Early Years Foundation Stage. Settings are monitored by the local authority as well as regulated by Ofsted to provide high quality early learning. Independent schools have to be registered with the Department for Education (DfE).

What qualifications and training should staff have?

Staff training must include emergency procedures, safeguarding, child protection, the provider’s equality policy and health and safety issues. If required, staff training should also include the administration of medicines and food hygiene. In group settings, the manager must hold at least a full and relevant level 3 qualification and at least half of all other staff must hold at least a full and relevant level 2 qualification For children aged under two: at least half of all staff must have received training that specifically addresses the care of babies Childminders must have completed suitable training about the Early Years Foundation Stage before they can register with Ofsted or a childminder agency. Staff must have sufficient understanding and use of English to ensure the well-being of children in their care. At least one person who has a current paediatric first aid certificate must be on the premises and available at all times when children are present.

All practitioners in early years and play settings are encouraged to aim for at least a Level 3 qualification (equivalent to two A levels). Ideally, all daycare settings delivering the EYFS should have a Level 6 graduate leading practice.

The Early Years Foundation Stage (EYFS) for parents and carers

Why do I need to know about the EYFS? The EYFS sets the standards that all early years providers must meet to ensure that children learn and develop well and are kept healthy and safe. Children do best when parents and professionals work together. It is important to remember that you know more about your own child than anyone else. Practitioners should be asking you about your child’s progess, interests and needs. Understanding what your child is doing when they are with others will help you to notice how well they are developing and learning. The part you play in their learning and the choices you make will make a difference to their future.

What is the EYFS? The EYFS is a stage of children’s development from birth to the end of their first (reception) year in school. The EYFS Framework describes how early years practitioners should work with children and their families to support their development and learning. It describes how your child should be kept safe and cared for and how all concerned can make sure that your child achieves the most that they can in their earliest years of life. It is based on four important principles.

What are the EYFS principles?

Theme Principle Unique child Every child is a unique child, who is constantly learning and can be resilient, capable, confident and self assured. Positive Children learn to be strong and independent through positive relationships. Relationships Enabling Children learn and develop well in enabling environments, in which their Environments experiences respond to their individual needs and there is a strong partnership between practitioners and parents and/or carers. Learning and Children develop and learn in different ways and at different rates. The Development framework covers the education and care of all children in early provision, including children with special educational needs and disabilities.

Each principle applies to all children from birth. Each principle is supported by four commitments that describe how the principle can be put into practice. The principles underpin all that practitioners are required to do.

Birth to five years

Busy toddlers are actively exploring their environment. They need active play toys such as: Ride on toys. Tricycles, wagons, scooters. Balls. Sand tray and toys to use in it.

Toddlers begin to develop their imaginative play skills and need toys to reflect this, such as: Dolls and doll’s house furniture. Toy animals – farmyard, sea, jungle.

Toddlers also show a strong interest in problem-solving with objects, so they need to explore Crayons, pens, play dough. Instruments. Tape recorders. Picture books.

Pre-school age children begin to enjoy games such as: Dressing up clothes. Props for acting out games such as shopping, visiting the doctors, looking after the house or a café etc. Toys and accessories to create farmyards, jungles and under the sea worlds. Cars and garages.

They also enjoy making things such as: Beads and laces to make necklaces. Construction toys. Simple jigsaw puzzles. Pens and paints. Pens, paper, and things to decorate with so they can make cards and models. Story books and tapes to stimulate their imagination.

Encouraging parents’ and involvement Playing with your child to encourage them to be as creative as possible. Teaching your child how to care for their toys – so they last longer. Encouraging your child to share with others. Encouraging your child to tidy up when they have finished. Get involved in trips and become a voluntary helper. Share your observations.

The Families Information Service

The Families Information Service is a Council run service offering free information, guidance and support to families with children and young people aged 0 to 19 years old or 25 with disabilities. The Families Information Service can provide information on: Childcare funding and benefits Guidance on becoming a registered childminder or setting up an early learning provision Family support groups and services Education and family learning Health and wellbeing Parenting support Youth provision Sport and leisure activities and services Holidays activities

There is a list of maintained nursery schools, maintained nursery classes in primary schools, private, voluntary and independent providers at the back of the booklet. Childminders graded good or outstanding by Ofsted can offer funded places for two year olds.

Children with special educational needs and disability (SEND)

There are a number of specialist services that can support and help families with children with disabilities and special educational needs.

The Early Years Alliance The Early Years Alliance team is a specialist team for children under five years old that are either accessing three or more specialist health services or are waiting to be seen by the Lambeth Autism Related Disorders Team.

This team has close links with the health services in Lambeth. They work closely with the Lambeth Special Educational Needs service and children’s centres and can give support and advice about special educational needs process. They have good links with voluntary sector groups in Lambeth and work with agencies and families to ensure children are supported in their transitions from early years to school.

Lambeth Information Advice & Support Service (IASS) Lambeth IASS is a confidential, impartial service offering advice and support to the parents/carers of children and young people with special educational needs and also to children and young people with additional educational needs.

IASS can help: Parents /carers of children with special educational needs (with or without a statement of SEN or an Education, Health and Care plan (EHCP). Children and young people up to the age of 25 with special educational needs (with or without a statement of SEN or an Education, Health and Care plan (EHCP). Anyone who needs advice or has questions about the SEN framework in schools and colleges. Anyone who is worried about their or their child’s progress at school or college.

Lambeth IASS can advise on: Talking to schools about SEN concerns Talking to the local authority about SEN concerns Applying for an Education, Health and Care plan (EHCP). Converting a statement of special educational needs into an EHC plan The SEN Tribunal appeals process SEN transport issues Disability discrimination

Childcare: financial support and advice

Family and Childcare Trust This organisation gives information about the financial support available to help with childcare costs if parents are working, training, in education or at home. Pan-London Schools Admissions for reception class 2017/18

Under the Pan-London admissions procedure, if you live in Lambeth you must apply for a school places (except fee-paying schools) via Lambeth Council, whether you are applying to Lambeth schools or not, using a Common Application Form. If you reside in another borough, you must apply through that particular local authority even if you wish to apply for Lambeth schools.

You can apply online at www.lambeth.gov.uk/eadmissions and view the booklet ‘Starting primary school in Lambeth 2017/18’ (for children born between 01/09/12 and 31/08/13). Your Common Application Form must be submitted by 15 January 2017. Please also ensure that you also submit completed Supplementary Information Forms to the schools that require them by the same deadline. Details about which schools need these forms are listed in the aforementioned booklet. .
