The implementation progress has improved with some contracts completed such as (a) office complex for Kenya Civil Aviation Authority and the access road; (b) supply and installation of air navigation equipment, thus enhancing the safety of the Kenyan airspace; (c) emergency activities at JKIA including international passenger arrival terminal facility at Jomo Kenyatta International Airport (JKIA), Nairobi; lounges for airlines and acquisition of fire tenders, streamlining the management arrangements for all players at airports; and (d) Webuye-Kitale road section (60km), except for the additional works (two interchanges). 2 . All the twelve road related civil works contracts are either completed or nearing completion or execution is advancing. The contracts include: (i) reconstruction of Kisumu-Kakamega (47 km) road section; (ii) Webuye-Kitale (60km); (iii) reconstruction of Bachuma Gate-Maji ya Chumvi (53km) road section; (iv) construction of new two-lane carriageway along the Athi River-Machakos turnoff (21km) road section; (v) expansion into a dual carriageway Kisumu Boys-Mamboleo junction road section (4.5km); (vi) reconstruction of Kakamega-Webuye road section (40km); (vii) construction of five interchanges at major junctions at Nakuru-Njoro, Nakuru-Nyahururu, Mau Summit-Kericho, Kericho-Kisumu, and Ahero-Kericho; and (viii) constructing an office block for Kenya National Highways Authority and other road sub-sector entities. These works are expected to be completed by December 31, 2018, the closing date of the credit. 3 . All the feasibility studies and detailed engineering designs of the selected five road sections are expected to be completed in the next six months. 4 . Bank cleared the technical evaluation report for provision of consulting services for the reconstruction of the runaway at Moi International Airport, Mombasa. Focus is on accelerating execution since all major contracts have been awarded.     KENYA TRANSPORT SECTOR SUPPORT PROJECT (P124109) AND ITS ADDITIONAL FINANCING (P146630) UPDATE ON MANAGEMENT ACTIONS September 30, 2019 1. Management is providing this update to its Response to the Request for Inspection to inform the Board and Panel of the most recent developments regarding the actions to which Bank Management committed in its Response (paragraphs 59-60). 2. Management has supervised the implementation of the actions agreed closely with the Borrower. The Task Team, including safeguard team members, intensified supervision of the project with specific attention to contracts with incomplete works, such as the Webuye Interchange, by fielding site visits each month from January through June 2019 and again in August 2019. The Transport Global Practice Manager and Program Leader also visited the Webuye Interchange in January, February and March 2019. A. Status of Webuye Action Plan Items 3. Most of the impacts raised in the Request ceased with completion of works or were being addressed through the Webuye Interchange Action Plan that was already in place prior to the Request. Outstanding items at the time of the Request and their current status are discussed below. Annex 1 provides the status of all the actions in more detail. Construction Works • Completed - Provision of permanent security lights around the interchange. • Completed - Completion of drainage to manage storm water near the interchange. • Completed/Additional - Provision of access to homes / business premises (slabs across drainage): new demands from the community continued to be received beyond the scope of works and project area; eighteen (18) such requests were reviewed and approved by the Resident Engineer and Kenya National Highways Authority (KeNHA) on a case-by-case basis and the access was provided.

Telephone: +254 722 140 614 Introduction The Webuye HDSS was established in 2007 as one of the activities of Moi University VLIR- UOS Health Sciences Project. The WHDSS site is a natural progression of Moi University’s Community Based Education and Service (COBES) programme in which the students learn in the community while providing service. The site is used for teaching and research by the College of Health Sciences. The Health & Demographic Surveillance Area (HDSA) is located in Webuye Division in Bungoma East District, Western province. The area lies between latitude 0045’0”N and 0030’0” N of the Equator and longitude 34040’0” E and 34045’0”E of the Greenwich meridian. The area covers approximately 120Km2. It includes both rural and semi-urban areas. The area has a population of 73,000 individuals in approximately 13,000 households in 6 sub-locations.

We were told that several of them had to flee Trans Mara because of increased cases of livestock theft, personal attacks and arson although it was not as widespread as was the case in 1997. Earlier, in 1989, the then provincial commissioner ordered the eviction of the Kuria, but this was not limited to the Kuria only. Other non-Maasai tribes, except the Kipsigis, were also affected. A contingent of over 200 Administration policemen was used to evict not only the Kuria, but all the non-Maasai except the Kipsigis, in the area.
