HISTORIC PRESERVATION REVIEW BOARD Historic District Case No. 14-12 George Washington/Old West End Historic District Meeting Date: October 2, 2014 Applicant: DC Historic Preservation Office Affected ANC: ANC 2A Staff Reviewer: Kim Williams After careful consideration, the Historic Preservation Office recommends that the Board designate the George Washington/Old West End Historic District to the D.C. Inventory of Historic Sites. It is further recommended that the historic district nomination be forwarded to the National Register of Historic Places for listing at the local level of significance under Criteria A and C with a Period of Significance from 1800 to 1951, inclusive. Preservation Background In 2006, The George Washington University prepared a campus plan document called the Foggy Bottom Campus Plan 2006-2025. This campus plan includes an historic preservation component that provides for the identification and designation of Historic Landmarks and a National Register-listed Historic District; the development of design guidelines for the historic district; and design and maintenance guidelines for the University-owned Historic Landmarks and buildings within the Historic District. The University has completed the nomination of the five historic landmarks under its ownership, but was not envisioned as the sponsor of the historic district nomination. Since publication of the plan, the DC HPO has worked with the University and other property owners while developing a historic district nomination, along with historic district guidelines. The DC HPO is the applicant for the district nomination and in the interim, has been working with the University on its development projects within the proposed historic district boundaries. -

EXHIBITW Architectural & Historical Resources The Foggy Bottom Campus Plan: 2006 - 2025 demonstrates a commitment to maintaining architectural and historic resources on the Foggy Bottom campus. A number of buildings on the campus are formally registered with the a tiona) Register of Historic Places or as DC Historic Sites. As a result, the existing built environment of the campus provides a diverse composition of old and new structures of varying scale. In an effort to maintain and preserve the unique character of the campus through the twenty-year term of this Campus Plan, GW worked dosdy with historic preservation consultants and the Office of Planning to identify additional buildings of significant historical and architectural value, in addition to those already formally designated. GW will cdntinue its work with the Office ofPlanning to develop an architectural and historic resources designation plan for the Foggy Bottom campus in conjunction with the Foggy Bottom Campus Plan: 2006-2025. Specifically, the proposed development plan reflects the removal of previously identified development sites along G and F Streets that included buildings, that while not listed on the National Register or DC Historic Sites lists, were identified as historically and/ or architecturally significant. In addition, certain development sites (77A and 77D) have been specifically modified to include the adaptive reuse of rdevant buildings (including The West End building at 2124 I Street, Crawford Hall at 2119 H Street, Schenley Hall at 2121 H Street, and Lafayette Hall at 2100 I Street). A list of National Register of Historic Places and DC Inventory of Historic Sites on the Foggy Bottom Campus follows, as well as an inventory of the architectural and historic resources recognized by GW through the planning effort associated with the Foggy Bottom Campus Plan: 2006 - 2025. -

EXHIBIT W Architectural & Historical Resources The University has worked closely with Office of Planning historic preservation staff to develop a comprehensive Historic Preservation Plan for the Foggy Bottom Campus. This collaborative and coordinated approach to preservation and planning is a fundamental component of the Foggy Bottom Campus Plan: 2006-2025, and is aimed at ensuring that appropriate campus resources are identified, preserved, and maintained while accommodating the University’s forecasted academic and student housing space needs on the balance of campus. Specifically, the Historic Preservation Plan proposes the landmark designation of seven additional campus buildings (beyond those already listed on the National and DC Historic Site registers) as well as the creation of a potential historic district on the Foggy Bottom campus.
