Accident Black Spots Identification and Rectification Programme Punjab 1.1. Introduction “Accident Black Spot Identification & Rectification Program on Various Highway/Roads of Punjab- 2019”, initiated under Mission Tandrust Punjab as per the direction of Chief Minister Office Punjab. This project is a joint initiative of Punjab Police, Punjab PWD, Transport Department and Punjab Vision Zero (PVZ) team under “Mission Tandrust Punjab” covering all 22 districts of Punjab. Punjab state has 22 Administrative Districts and State has 24 Police Districts and 3 Police Commissionorates. To improve the road safety in the state, on 15th March 2019, “Project Vision Zero” was initiated under “Mission Tandrust Punjab” covering first 12 police districts and 3 police commissionorates. The detailed analysis for this report is carried out by Team Vision Zero along with the concerned Police Commissionerate and district police. A total of 391 accidental black spots are identified in 14 police districts of Punjab. Punjab adopted this definition for the entire state of Punjab covering all Highways and undertaken this task of identification and rectification of accidental black spots in the state of Punjab. Definition of Black spot (MoRTH): According to Ministry of Road Transport & Highways (MoRTH), Government of India, road accident black spot on National Highways is a road stretch of about 500m in length in which either 5 road accidents (involving fatalities/grievous injuries) took place during last three calendar years or 10 fatalities took place during last three calendar years. Ministry of Road Transport and Highways, GoI, hazardous locations are evaluated based on Accidents severity index (ASI). Hazardous spots with Accidents Severity Index (ASI) more than the Threshold value (Average Severity + 1.5 x Standard Deviation) will be treated as Black spot. For estimation of ASI, the weight to fatal accident will be assigned as 7 and to grievous injury accident as 3, was considered based on NHAI's criteria. The threshold value computation formula for first order, second order, third order, fourth and fifth-order priority black spots are given in Table 2. Table 2: Threshold value of priority black spots. Summary A total of 391 black spots have been identified in Punjab based on MoRTH's definition and prioritized based on district-wise ASI value of black spots. Out of total 391 black spots found, 264 Black spots are on National Highways, 64 black spots are on State Highways/ ODR/MDR, 6 black spots are on Link roads, 54 black spots are on Municipal roads and 3 black Spots on other roads. For each of the police district, the list of 1st order, 2nd order, 3rd order, 4th order and 5th order black spots identified as part of scientific study "Accident Black Spot Identification & Rectification Program on Various Highways/Roads of Punjab” conducted by Punjab Vision Zero team and Office of Traffic Advisor Punjab has been incorporated in the list. Malwa region has been taken as a case study. During 1991-2001, the urban growth has been shown in Malwa region of Punjab. The large number of new towns has emerged in this region during 1991-2001 periods. Urban growth of Malwa region as well as distribution of urban centres is closely related to accessibility and modality factors. The large urban centres are located along major arteries. International border with an unfriendly neighbour hinders urban growth. It indicates that secondary activities have positive correlation with urban growth. More than 90% of urban population of Malwa region lives in large and medium towns of Punjab. More than 50% lives in large towns. Malwa region is agriculturally very prosperous area. So Mandi towns are well distributed throughout the region. Keywords: Growth, Urban, Population, Development. I. INTRODUCTION The distribution of urban population and its growth reflect the economic structure of population as well as economic growth of the region. The urban centers have different socio economic value systems, degree of socio-economic awakening than the rural areas. Although Urbanisation is an inescapable process and is related to the economic growth of the region but regional imbalances in urbanization creates problems for Planners so urban growth need to be channelized in planned manner and desired direction.

The river is included by the Central Pollution Control Board (CPCB) in 351 polluted river stretches of the country in priority – I category, which is a category of highest pollution, having BOD more than 30 mg/l as against the prescribed standard of 3mg/l. The issue of control of pollution in all the said 351 river stretches is also being dealt with generally by this Tribunal in O.A. No. 673/2018. The present matter however involves a specific polluted river stretch. 1 Background of the Proceedings 2.
