Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:
“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

WHEREAS the consolidation of Aurora and Newmarket fire services into Central York Fire Service has resulted in efficiencies through enhanced levels of fire service and cost efficiencies;
WHEREAS a Regional Fire Service may achieve further operating efficiencies, improved department structure, increased service level(s), and cost avoidance opportunities;
BE IT RESOLVED THAT the Regional Clerk share this motion with local municipal Councils requesting a resolution by May 29, 2020 indicating whether they support proceeding with a study on the potential creation of a Regional Fire Service.

L.1 COVID-19 Update
Regional Chair Emmerson provided an update and thanked Dr. Kurji and his staff for the efforts of Public Health to monitor the outbreak of the COVID-19 virus. At this time there have been no reported cases in York Region.
Public Health continues to be proactive and comprehensive in communications with Council and the public. Members of Council and residents are encouraged to visit york.ca/covid19 as the most trusted source of information.

L.2 Climate Wise Mayors’ Challenge and Electric Bus Demonstration
Regional Chair Emmerson announced the Climate Wise Mayors’ Challenge was launched this morning. This friendly competition, championed by Mayor Taylor and the Windfall Ecology Centre, is a unique opportunity for everyone to do their part to address climate change.
Following the Mayors’ Challenge, Members of Council had the opportunity to tour one of the Region’s new electric buses. Exploring the use of electric vehicles is one of the ways the Region is working to reduce its carbon footprint and achieve our goal of zero greenhouse gas emissions by 2051.
L.3 Intelligent Community Forum
The Regional Chair announced that the Intelligent Community Forum has ranked York Region as 12th in the world for its sustainability efforts.
Sustainability remains a key pillar in many of the Region’s guiding documents including Vision 2051, the Regional Official Plan and Corporate Strategic Plan. Guided by these strategic documents, the Region is reducing greenhouse gas emissions, increasing waste diversion, protecting our natural resources and improving the quality of life for residents.

Whereas:
1. Carefirst Seniors & Community Services Association (Carefirst) has owned 9893 Leslie Street since 2005, which is located within an Employment Area of the City of Richmond Hill and currently operates an Adult Day Centre, providing health-related services out of the existing building on site, with a complement of 20 staff, which includes, nurses, social workers, dietitians, physio and recreation therapist, and personal support workers, etc.

2. Carefirst is funded by the Ministry of Health & Long-Term Care (MOHLTC) and the Local Health Integration Network (LHIN) to provide various services to its clients. The Long Term Care (LTC) home is an institutional care facility that will be 100% funded by the Ministry of Long Term Care as a publicly funded operation.
3. The Regional Municipality of York, on April 19, 2018, adopted the following recommendations contained in the report dated March 23, 2018, from the Commissioner of Community and Health Services:
1. The Regional Chair write to the Ministers of Health and Long-Term Care and Seniors Affairs to:
a) Advocate and support the need for more Long-Term Care beds across York Region
b) Request that the methodology for projecting demand for Long-Term Care beds be revised to include factors such as the increasing prevalence of complex medical conditions that require long-term care, shifting demographics and waitlists
c) State its position that municipalities should not be responsible for health care costs
d) By 2026, the greatest need for Long-Term Care beds will be in the Richmond Hill and Markham areas
4. As of February 9, 2018, the Central Local Health Integration Network (CLHIN) advised that the Long-Term Care homes in its western (Richmond Hill and area) and eastern (Markham and area) sub-region planning areas had the greatest number of people on their waitlists. The CLHIN projects that by 2026, Richmond Hill will need another 1,004 beds, while Markham will need an additional 818 beds.
5. Carefirst is intent on submitting an application to the Ministry of Long Term Care in early March 2020, to create 100 Long-Term Care beds at 9893 Leslie Street. The deadline is end of March. The MOLTC expectation is to have the beds available by end of 2023.
6. The proposed Long-Term Care facility will employ approximately 117.5 full- time equivalent persons of various clinical and non-clinical backgrounds in 3 shifts around the clock (24hrs/7days), not including the staff establishment of the medical centre (Family Heath Team). The number and ratios of positions and staff complement are mandated by the Long Term Care Home Act.

7. The proposal will result in the total employment levels on site to increase from 20 to approximately 150 employees due to the new development as well as introducing the needed Long-Term Care beds on site.
8. 9893 Leslie Street is located on a section of the road where the current land uses are predominantly “institutional” in nature.
Be it resolved that:
1. York Region supports the conversion of 9893 Leslie Street, Richmond Hill, from Employment to Employment / Institutional uses, to permit the proposed community hub office space and Long Term Care facility.
2. York Region supports the position to exempt the site at 9893 Leslie Street from further Regional Municipal Comprehensive Review (MCR) process.
3. York Region advise the City of Richmond Hill that Carefirst can initiate all required planning applications needed at the local level, to facilitate the planning application review process.
4. Staff be directed to work in concert with local Richmond Hill staff to ensure the planning process is coordinated, but that the Richmond Hill planning review process is not delayed by the Regional MCR process.
5. The Regional Clerk forward this resolution to the Premier of Ontario, the Provincial Minister of Health, Minister of Long Term Care, and York Region MPPs.

RE: WHITCHURCH-STOUFFVILLE HIGHWAY 48 CORRIDOR UPDATE
Dear Mr. Clark;
This will confirm that at a meeting held on March 10, 2020, the Council of the City of Markham adopted the following resolution:
Whereas the Province of Ontario has made it a priority to address the housing crisis with various measures including streamlining of development approvals; and,
Whereas the Province has approved the 2019 Growth Plan which allows for 40 ha urban boundary expansions outside the Municipal Comprehensive Review process subject to Regional approval; and,
Whereas the Town of Whitchurch-Stouffville has initiated a visioning exercise anticipating development for its lands within the Highway 48 corridor including lands within Markham at the City/Town boundary; and,
Whereas Flato Developments Inc. has submitted a request for a Minister’s Zoning Order (“MZO”) pursuant to section 47 of the Planning Act for 11.89 ha of its lands at the Town of Whitchurch-Stouffville and City of Markham boundary at Highway 48; and,
Whereas the Ministry of Municipal Affairs and Housing has requested input from the City of Markham on the MZO request by Flato Developments Inc. to facilitate a proposed residential development located on part of Lots 31 and 32, Concession 7, located along the Highway 48 corridor, split between the Town of Whitchurch- Stouffville (8.39 ha) and City of Markham (3.5 ha); and,
Whereas the Town of Whitchurch-Stouffville is supportive of the MZO request; and,
Whereas the Flato Developments Inc. lands subject to the requested MZO within the City of Markham consists of a 3.5 ha parcel proposal for a minimum of 120 to a maximum

of 500 purpose built rental seniors units and 34 market ownership townhouse units with accessible ground floor secondary suites; and,
Whereas the Flato Developments Inc. proposal would bring benefits to the City of Markham including rental and seniors housing.
Now therefore be it resolved:
1. That Council supports the request by Flato Developments Inc. for a MZO on the basis that the Order require a minimum of 120 to a maximum of 500 purpose built rental seniors units and 34 market ownership townhouse units with accessible ground floor secondary suites; and, 2. That should the MZO be approved, the developer be required to obtain draft plan of subdivision and site plan approval and submit payment of all development application fees, including Official Plan Amendment and Zoning By-law Amendment fees; and, 3. That the Minister be requested to provide that the MZO be deemed for all purposes to be and to always have been a by-law passed by Markham Council pursuant to subsection 47(4) of the Planning Act, and, 4. That the applicant be requested to work with the City of Markham to incorporate various housing types included but not limited to bungalofts, duplexes, bungalow townhouses, etc, and further examine opportunities available through the Federal and Provincial programs that assist with geared to income housing, and, 5. That the Minister be requested to direct in the Order that all elements related to the residential development required by the municipality, including but not limited to parkland, amenity space, section 37 contributions, and servicing to Dickson Hill, be referred to Markham Council for approval as part of the development process; and further, 6. That this Resolution be forwarded to the Minister of Municipal Affairs and Housing, the Town of Whitchurch-Stouffville, and York Region.

Regional Chair Emmerson announced the passing of Jeffrey Holec, former Mayor of the Town of Georgina from 2000 to 2003. On behalf of York Region, Regional Chair Emmerson extended his deepest condolences to former Mayor Holec’s family and loved ones.
K.2 International Women's Day
Regional Chair Emmerson announced that March 8, 2020 was International Women's Day and acknowledged all of the women that help make York Region a great place to live, work and play.

Regional Chair Emmerson advised that the provincial government announced 21 new appointees to the Order of Ontario, which recognizes individuals whose exceptional contributions have left a lasting legacy in the province, in Canada and beyond.

2019 Statement of Remuneration and Expenses for Members of Council and Local Board Appointees

2. Summary
This report is a statement, required by the Municipal Act, 2001, of the remuneration and expenses paid in 2019 to:
Each member of Regional Council, in respect of his or her services as a member of Regional Council or local board Each person, other than a member of Regional Council, appointed by the Council to serve as a member of a local board
3. Background
The Municipal Act, 2001, requires an annual statement of remuneration and expenses
Section 284(1) of the Municipal Act, 2001, requires the Regional Treasurer to provide an annual statement of remuneration and expenses to Council, on or before March 31, of amounts paid to members of Regional Council and appointees to local boards
Regional Councillor remuneration is established under the authority of Bylaw No. A-215-96- 132 and Bylaw No. A-215(a)-2000-001.
1 35 4. Analysis
Remuneration and expenses for members of Regional Council were paid from the operating budget
Attachment 1 summarizes the 2019 amounts paid to each member of Council in respect of his or her services as a member of Council.
Local municipalities pay the members of Regional Council and are reimbursed by the Region
Under the single payer agreement, salary and benefits are paid by the local municipalities to their respective members of Regional Council and reimbursed by the Region.
The differences in remuneration among Councillors are due to variations in pay periods and benefits coverage amongst local municipalities.
The Region pays severance remuneration
The Statement of Remuneration includes severance payments made in 2019 for former members of Regional Council. Outgoing members of Council are entitled to receive severance remuneration in accordance with Section 3 of Bylaw A-214-96-109.
Payments from local boards and authorities to Regional Councillors and appointees are included
Regional Councillors and other individuals are appointed to external organizations as representatives of the Region.
Attachment 2 summarizes the payments to Regional Councillors and appointees as these amounts are not included in Attachment 1.
Expense reimbursements to Regional Councillors on the York Regional Police Services Board are reported in Attachment 3.
5. Financial
Funding for remuneration and expenses for members of Council is included in the annual operating budget.
6. Local Impact
The single-payer arrangement between the Region and the local municipalities does not result in any increased costs to the local municipalities. Local municipalities invoice the
2019 Statement of Remuneration and Expenses for Members of Council and Local Board Appointees 2 36 Region for the Region’s portion of salary and benefits based on payments to their respective Regional Councillors.
7. Conclusion
This report provides a statement, required by legislation, of the remuneration and expenses paid in 2019 to members of Council and appointees for services as a member of Council and/or member of a local board or authority.

BYLAW NO. 2020-10 A bylaw to implement a Severance Recognition Policy for Members of Council
WHEREAS Regional Council has authorized the payment of severance remuneration to current and future members of Council upon the term and conditions set forth in this bylaw;
The Council of The Regional Municipality of York hereby enacts as follows:
1. In this bylaw:
“annual remuneration of the member” means the annual amount of remuneration paid to the member for the discharge of all duties as a member of Regional Council, including both the tax exempt and taxable portions, calculated as at the date of severance;
“member” means any person who is or becomes a member of Regional Council on or after the 8th day of December, 1994;
“service” means continuous, unbroken service as a member; and
“severance remuneration” means the amount of money calculated in accordance with Section 5 of this bylaw.
2. Upon written application by the member or his or her personal representative, a member is entitled to receive severance remuneration upon ceasing to be a member by reason of:
(a) election defeat; (b) resignation; (c) leaving office; or

(d) dying while in office if the member is sixty-five (65) years of age or over and not eligible to receive benefits under the Region’s group life insurance program.
3. Despite Section 2 of this bylaw, no member shall be entitled to receive severance remuneration who ceases to be a member by reason of removal from office by judicial process or a conviction under the Criminal Code, including but not limited to breach of trust, municipal corruption or accepting secret commissions; or resignation from office which is a result of or given in anticipation of such removal.
4. A member will be entitled to receive severance remuneration if and when any charge referred to in Section 3 of this bylaw is withdrawn or the member is acquitted.
5. Severance remuneration shall be equal to the sum of:
(a) one-twelfth (1/12) of the annual remuneration of the member, multiplied by the number of years' service of the member to a maximum of twelve (12) years, prorated for part years of service; and (b) three fifty-seconds (3/52) of the annual remuneration of the member, multiplied by the number of years' service of the member in excess of twelve years (12) prorated for part years of service, to a maximum of eighteen (18) months' remuneration.
6. A written application for severance remuneration must be received by the Regional Clerk within six (6) calendar months of the member ceasing to be a member, otherwise any entitlement to severance remuneration shall be forfeited.
7. Bylaw Nos. A-214-96-109, A-214(a)-2000-002 and 2009-54 are hereby repealed.

A Bylaw to confirm the proceedings of Council at its Meetings held on April 2, 2020
THE REGIONAL MUNICIPALITY OF YORK HEREBY ENACTS AS FOLLOWS:
1. The action of Council in respect of each motion, resolution and other action passed and taken by the Council at its meetings of April 2, 2020, is, except where the prior approval of the Local Planning Appeal Tribunal is required, hereby adopted, ratified and confirmed.
2. The Regional Chair and the proper officers of the Municipality are hereby authorized and directed to do all things necessary to give effect to Council’s action or to obtain approvals where required, and, except where otherwise provided, the Regional Chair, or another Member of Regional Council designated by the Regional Chair, and the Regional Clerk are hereby directed to execute all documents necessary in that behalf, and the Regional Clerk is hereby authorized and directed to affix the corporate seal of the Municipality to all of these documents.
