This literature raises questions such as: how do nonhumans participate in politics as more than mere objects, and what implications might this suggest for normative concepts like justice? I explore this question by theorizing and analyzing the concept of spatial justice. The central claim of spatial justice is that the organization of space – a set of material and ideological relations that act on, yet are formed by, social relations – influences the fair ordering of human relations. As such, it provides one window onto the question of nonhumans and politics. I argue that spatial justice is best understood as an analytic lens that illuminates the ways in which “space” - a term denoting the location of things relative to each other – participates in the formation of justice claims. Spatial justice is a concept already deployed in geography and urban planning, yet it is most frequently understood as a normative evaluation: that any particular space is just or unjust. I argue that such an understanding of spatial justice simply adds a not-particularly helpful adjective to some well-worn justice claims – in other words, calling an injustice spatial merely states that it happens “in space.” I argue that when spatial justice is better instead understood as an analytic framework, it illuminates the representative effects of the urban planning process: spatial representations frame justice debates by making certain constituencies – both human and nonhuman – present in the political process. To make this argument, I engage authors in critical geography, political theory, and science and technology studies. vi I argue that critical environmental scholars and political theorists have much to gain by incorporating spatial justice into their analyses. I examine the controversy around the policy document Detroit Future City (DFC), which literally maps a future for Detroit in which the city’s widespread vacancy is transformed into sustainable uses. Against both critics and boosters of the plan, I argue that DFC’s most important effect is to represent the city in its numerous maps, surveys, and data tables, all of which have already become the subject of debate in the city. DFC visualizes a Detroit where low density neighborhoods are part of a more just city, a marked departure from dominant approaches to urban planning that posit population increase as the solution to Detroit’s planning problems. I argue that although DFC is unlikely to directly guide Detroit’s master plan, development, and investment strategy, it has already influenced policy and activist debates with data and maps that inscribe vacancy into the city. I analyze DFC and its surrounding controversy to argue that only by understanding spatial justice as an analytic lens can DFC be appreciated in this productive light. My theory of spatial justice informs new materialism by emphasizing the capacity for nonhumans to participate in politics. I differentiate this participatory approach from a tendency among new materialists to emphasize the innate capacities of nonhumans to transform human behavior. Against this latter analysis, in which nonhumans are said to disrupt humans’ ethical and political commitments, I argue that nonhumans like spatial relations transform the political alliances that represent them. Thus spatial justice provides a language for analyzing nonhumans' emergent political power. vii CHAPTER I Introduction In a 2017 Opinion piece for the New York Times, law professor Bernadette Atuahene observed a new form of what is by now a tragically familiar pattern for housing in Detroit: “African-Americans still face housing discrimination in the city and beyond. Another 50 years is too long to wait for Justice.” Atuahene argued that the city has for years levied unconstitutionally high property tax rates, which, in a city with a staggering proportion of residents living below the poverty line, led to widespread tax foreclosures in the city. In this context, rosy claims about Detroit’s economic comeback, as made by Detroit’s Mayor Mike Duggan and others, gloss over the geographically uneven character of redevelopment: “What this comeback story omits is that although Detroit is 143 square miles, only 7.2 square miles are part of the revival. The real story is a tale of two cities. In downtown and surrounding areas, developers receive tax breaks, incentives and subsidies to renovate the portion of the city inhabited by newcomers. Meanwhile, the neighborhoods peopled by the residents who have been holding the city together through its economic turmoil are subject to monumental tax inJustice.” (Atuahene 2017) While downtown and midtown see massive investment in sports arenas and transit infrastructure, “the neighborhoods” suffer an ongoing foreclosure crisis that forces many longtime Detroiters out of their homes. Similar critiques of concentrated development and its beneficiaries have occurred before in Detroit, and could easily be made about most other maJor urban centers in the country – the 1 fiery critique of gentrification in the San Francisco Bay Area, for example, elicits similar sentiments about geographically uneven development and its subsequent effects on residential patterns in that area. Beyond intra-city development, one might also encounter these sorts of claims along a rural-urban divide, as Kathy Cramer demonstrates in her study of rural Wisconsin politics (Cramer Walsh 2012). For the small-town residents of Cramer’s study, “Madison” and “Milwaukee” are understood as the undeserving

    Critical Planning Summer 2007 Editorial Note: Why Spatial Justice? This volume proceeds from the notion that justice is, and should be, a principal goal of urban planning in all its institutional and grassroots forms. Yet why speak of spatial justice instead of social justice? What do critical spatial thinking and practices contribute to the pursuit of justice? Over the past three decades, activists seeking a more fair distribution of the benefits and burdens of society have increasingly turned from conceptions of (economic) equality to broader coalitions of justice. This appeal for a “just” society has been a powerful rallying point for a wide range of social justice movements – economic justice, racial justice, environmental justice, etc. – that collectively frame justice in both material (re-distributive policies) and non-material terms (liberty, happiness, opportunity, security, etc.). John Rawls (1971) most clearly articulated this paradigm with his two principles of justice: 1) that everyone should have an equal right to have equal basic liberties within a total system that ensures liberty for all, and 2) that social and economic inequalities, where necessary, should be arranged to benefit the least advantaged among us. Indeed, most post-war western democracies through the early-to-mid 1970s pursued Keynesian economic policies that operated within these principles – shifting resources from “have” to “have not” regions in an attempt to ensure the least advantaged would have an equal opportunity to succeed. The economic crises of the 1970s, however, began to weaken these principles; global trade practices, the offloading of responsibilities to macro and micro-level institutions (the EU, WTO, World Bank, NAFTA, etc.

    “Toward a Theory of Spatial Justice” Paper presented at the Annual Meeting of the Western Political Science Association Los Angeles, CA “Theorizing Green Urban Communities” Panel Thursday, March 28, 2013 Justin Williams University of Michigan [email protected] Introduction The recent documentary Detropia picks up where so many stories of Detroit leave off. If the familiar story of Detroit tells its long slide into depopulation and dysfunction, then Detropia follows current residents in the city, trying to understand how they live their lives. During the film's arguably most tense scene, residents, gathered at a public meeting, denounce the mayor's plan to move city residents into neighborhoods of concentrated population. In another scene, three young men sit on a porch and joke about the pipe dream, often exposed in national media, of transforming Detroit's vacant land into viable agriculture. These two scenes evoke what has become a national debate: what should Detroit become? Urban agriculture's proliferation in Detroit, for instance, is a frequent source of exposés on the city's future (Runk 2010), and is just one demonstration of what has become a spatially strange city: urban farming in Detroit has proliferated, one can hypothesize, because of the extraordinarily high land vacancy rates in the city. This vacancy has invited not only ambitious farmers, but also wildlife and prairie grass. Strangely, the very heart of twentieth century American industrial growth and decline has become the poster child of a newly imaginable, sustainable city. What should Detroit become? How should state and local governments, developers, residents, activists, and ambitious social and business entrepreneurs rebuild Detroit? Should they rebuild Detroit? These questions about Detroit's redevelopment – about visions of the city to come – are already being answered by various actors in Detroit.

DOI: http://dx.doi.org/10.1080/24694452.2017.1365581 Abstract This article considers the challenges that follow from giving conceptual priority to injustice in the analysis of political life. Human geography, urban studies, and related fields of spatial theory meet this challenge halfway, in so far as expressions of injustice through social movement mobilizations are given primacy over philosophical elaborations of justice. However, the privileging of practice over theory reproduces a structure of thought in which justice continues to be understood as an egalitarian ideal against which injustice shows up as an absence or deviation. The practical primacy accorded to expressed claims of injustice inadvertently displaces a model of authoritative, monological reasoning about the meaning of justice from ideal theory onto explanatory accounts and ontologies of space. Basic assumptions about how spatial theory matters to questions of justice are disclosed by tracing the recurrent disavowal of “liberalism” in debates on social justice and the city, the just city, and spatial justice. Thinking about claims of injustice in a double sense - as involving demands on others that require vindication – calls into question the value of inherited ideals of the political significance of the “the city”, by drawing attention to the enactment of distributed public spaces of claims-making, reasoning, and accountable action.     B01 | EP9 | 2016 Seeking Spatial Justice – Edward Soja Filipa Ramalhete, Portugal _______________________________________________________________ Critical review In the beginning of his academic career Edward Soja (1940-2015), an American geographer, focused on African Studies, though he had already been a critic of urban and regional planning, in particular that of the city of Los Angeles. Having paid special attention to the need to provide Geography with new concepts and visions that included perspectives from other fields, Soja aimed to understand reality from a point of view that encompassed each space’s sociological and historical context. At theoretical level, he was highly influenced by reference French authors, such as Foucault and Lefebvre, whose concepts he applies to space and to contemporary challenges while never losing sight of the geographical and territorial perspective. In 2010, after having published several texts on this matter, Soja publishes Seeking Spatial Justice. In this book, he aims to further the theory on the relation between space, society and exclusion, which had already been discussed by classic authors such as David Harvey, Henry Lefebvre and Michel Foucault. He also draws on the opinions of more recent authors, such as Don Mitchell and Mustafa Dikeç, among others. Soja assumed that most theoretical urban analysis favours history or sociology-based approaches, which leads to studies focused on time rather than on space. According to him, and as Lefebvre advocated, space is a social product, with social and cultural texture and a crucial element to understand spatial phenomena. He thus advocates what he call spatial turn - a shift that allows for social-spatial dialectics able to consider that human activity is as understandable in time and its social interaction, such as in space.

Most of those indicators measure the degree to which land titling promotes the security of tenure. Based on the reviewed literature, it is admitted that land titling is not a panacea to land tenure security. Measuring the degree of land tenure security should not rely only on the legalisation of landownership. This paper makes a meta-analysis and conceptual modelling to connect spatial justice and land tenure security. It discusses the potential of inclusive urban development grounded on the claim that spatial justice enhances land tenure security. A comprehensive framework of indicators which can measure the degree of land tenure security from a spatial justice lens is thereafter derived. The meta-analysis and conceptual modelling were coupled with research synthesis to perform an in-depth review and qualitative content analysis of the literature on concepts of spatial justice, land tenure security, and urban (re)development processes. This study proposes 60 indicators which measure the degree of spatial justice and land tenure security along a continuum of spatial justice and land tenure security. Those indicators provide a more holistic approach for measuring land tenure security from a spatial justice lens than the separated sets of existing indicators.
