Minutes of the Parish Council Meeting held on Tuesday 16 th March 2010 at the Village Hall, Stondon Massey. The meeting began at 7.30pm.

Present : Cllr Mann (Vice-Chairman), Cllr Woodburn, Cllr West, Cllr Cllr Paul Bonnett six parishioners attended.

Also present were the Clerk, Mrs Heidi Angove, Dr A Naylor, ECC Councillor and Ward Councillor Keeble

01/10. Apologies for Absence

Apologies were received from, Cllr Pratt (Chairman), Cllr Henwood

02/10. Approval of Minutes of Meeting held on 16 th February 2010

These were agreed by all and signed by the Vice Chairman.

03/10. Declarations of Interest

None received.

04/10. Public Participation/Open Meeting

Councillor Keeble confirmed that he had spoken to Brentwood Borough Council regarding lorries at Clapgate and there is an ongoing investigation. Councillor Blackmore stated she had received a phone call from a parishioner reporting an argument between a lorry driver and a Clapgate resident. It was reported that lorries had stopped parking on the bend, at present. Councillor Keeble voiced concerns regarding the Government Scrappage Scheme which ends on 31 st March 2010.

A parishioner voiced concerns regarding Hallsford Bridge Industrial Site being a potential Traveller’s site after reading a report in the Brentwood Gazette. Councillor Mann commented that Chairman Pratt had spoken to Paul Ainsworth, Brentwood Gazette Reporter, the outcome would be known and further discussed at the next meeting.

05/10. County and Borough Councillor’s Report

Councillor Keeble stated he had attended a Blackmore Parish Council meeting to discuss the reduction in next year’s precept. A letter had been drafted to Louise McKinley, Head of Brentwood Borough Council and the response would be reported in the next meeting.

07/10. Correspondence

Brentwood Borough Council regarding a Local Wildlife Sites Project which aims to advise landowners of sites in their ownership.

Peter Jefferson Chairman of Friends of Wallace Kennels asking for help towards the upkeep of the kennels, a decision would be reached at the next meeting. Clerk to find out whether a budget is available for charitable donations, a decision will be reached at the next meeting.

E mail from Liam Nye regarding his resignation, the Clerk informed the Council she had sent a letter to Carol Davis, Brentwood Borough Council for notice of vacancy.

EALC County Update No. 74

08/10. Village Clear up Day

The Council thanked all the parishioners for their help on the clear up day which was very successful. Approximately ten people helped. Particular thanks to Gary Middlehurst who took over twenty bags to the recycling centre.

09/10. Decision on Best Kept Village Competition.

Councillor West stated she was keen for the village to enter Best Kept Village. The deadline for entries was Wednesday 7 th April 2010. Clerk to e mail entry forms to Councillors.

10/10. Decision on Spring Flowers for Planter

The Clerk reported that usually approximately £50.00 was spent on Spring flowers for the six planters in the village. It was decided that Councillor Blackmore and the Clerk would be responsible for buying and planting them.

11/10. Update of Village Green posts

The Chairman is going to contact the lady concerned to find out her position before informing the insurance company. An approximate quote has been obtained of £200.00 to put the posts back securely.

12/10. Signs for Burial Ground and Pond

The Clerk reported that two new signs needed to be ordered giving the correct name and address for contact information for the burial ground and the pond. A quote had been received from Morgan Signs in Brentwood of £98.90 including VAT. Two other quotes were being sourced. The Clerk asked the Council whether they required a deep water sign for the pond. The Council approved expenditure for the change of contact signs on the pond and burial ground but asked the Clerk to investigate cost of lifebuoy for pond, as opposed to deep water signage. Councillor Naylor informed the Clerk that Blackmore Council had purchased a lifebuoy.

13/10. Street Lighting Arrangments

The Clerk reported that she had spoken to Shane Cooley who is the Essex County Council Lighting Engineer responsible for Stondon Massey. All street lights in Essex have photo electric 3

cells which reacts to light, no plans as yet to use part night scheme, although it is being trialled in Maldon.

14/10. Training for Councillors

The Clerk asked the Council if they would be interested in the EALC coming to train the Councillors at a cost of £54.00 per delegate on an Advanced Training Day. The Clerk had been advised that the training may be beneficial to the Council, all Councillors agreed and asked the Clerk to enquire further.

15/10. Highways Localism

The Clerk advised that she had arranged a meeting with the local Highway Inspector, Martin Ennifer and Joanne Woolford of Brentwood Borough Council to look at road repairs in the Parish.

16/10. Update on Parish Magazine and Youth Council

Mr Pay produced the colour magazine which had gone to the printers with an approximate ten day turnaround. Approximately 360 magazines had been printed. Advertiser’s contribution had covered the cost of the magazine. The area distribution list for the magazine needs to be revised and the Clerk will arrange this.

Mr Pay stated that he needed to invoice Stondon Massey Parish Council for two advertisements for two suppliers that had been involved in work for the Council, this was agreed, Mr Pay to invoice Stondon Massey Parish Council.

17/10. Update on Fete

£200.00 worth stall bookings have been received. Sponsorship still needed from individuals and companies. Security for the site will cost £230.00.

18/10. Presentation of Accounts

The following accounts were presented for payment:

1. Brentwood Borough Council 6 x playground inspections £150.00 2. Brentwood Borough Council supply and install dog bin £287.50 3. Aimi Middlehurst for the desk and chair supplied to the £100.00 new Clerk 4. R Oliver – works to playing field silt area £600.00

19/10. Matters for the Next Meeting

Councillor Bonnet questioned the frequency of playground inspections and if training could be obtained in order for the Council to in-house these inspections. Clerk to speak to Brentwood Borough Council and SMPC insurance company. Councillor Naylor informed the Clerk of a contact at Essex County Council for Community Initiatives Fund (CIF) which deal with, amongst other things, replacement of playground equipment.
