Annual Listing of Federally Obligated Projects

Introduction

Federal law, Title 23 CFR Section 450.334, requires the publication of an annual listing of projects for which federal funds have been obligated in the previous year for public review. Obligation is defined as the federal government’s legal commitment to pay or reimburse states or other local government agencies for the federal share of a transportation improvement project’s eligible costs. Thus, an obligated project is one that has been approved by the federal government for reimbursement.

This report lists federally funded transportation investments in Southern Nevada that were obligated in Federal Fiscal Year 2020 (October 1, 2019 through September 30, 2020) for projects and programs administered through the Regional Transportation Commission of Southern Nevada (RTC) and the Nevada Department of Transportation (NDOT).

The Regional Transportation Commission of Southern Nevada

As the designated Metropolitan Planning Organization (MPO) for the metropolitan area, the RTC is responsible for planning, programming, and coordinating federal transportation improvement investments throughout Clark County. To achieve this objective of regional transportation planning, the RTC has developed important partnerships with the State of Nevada, Clark County, and local governments within Clark County, including the cities of Las Vegas, Henderson, North Las Vegas, Mesquite, and Boulder City. The RTC coordinates its regional planning efforts with the NDOT, the Clark County Department of Air Quality (DAQ), Clark County Department of Aviation, the U.S. Environmental Protection Agency (EPA), the Federal Highway Administration (FHWA), and the Federal Transit Administration (FTA).

The Regional Transportation Plan

At least every four years, the RTC develops a 20-year regional transportation plan (RTP). The RTP serves as a guiding document for how the transportation system in Clark County is envisioned to evolve over the next 20 years to meet the needs of this growing region. The current adopted RTP (Access 2050) was in place starting in FFY 2021.

While in essence a visionary and guiding document, the RTP is also required by federal law to be fiscally constrained, meaning it must identify reasonably available financial resources to fund the projects it identifies in its planning program over the 20-year planning period. Federal law also requires that the program of transportation improvement projects developed in the RTP be consistent (or found to be in ‘conformity’) with state and federal air quality mandates to receive federal approval. 3

Annual Listing of Federally Obligated Projects Projects must be included in the fiscally constrained portion of an adopted conforming RTP before they can be selected and scheduled for funding in the four-year Transportation Improvement Program (TIP).

The Transportation Improvement Program

The Transportation Improvement Program (TIP) is the adopted list of highway, transit, bicycle, pedestrian, and air quality improvement projects that are scheduled to receive federal transportation funds over the next four years in the Southern Nevada region. The TIP schedules, funds, and implements projects developed in the RTP. Federal regulations require that the TIP cover at least four years and be updated every four years. The projects referenced in this report were included in the 2021- 2024 TIP, which was approved by the US Department of Transportation on September 24, 2020.

Public Involvement

The RTC strives to proactively engage the public in the regional transportation planning process and fully implements federal requirements that the MPO provide the public with timely information and notice, full access to key decisions, and early and continuing involvement in developing the RTP, TIP, and other regional planning documents. Some of the public involvement strategies implemented by the RTC include presenting transportation planning information through local media and in public meetings, soliciting public input, ensuring transparency and unimpeded information flow between the public and regional decision makers, and considering and responding to public comments and concerns.

The process used to engage the public are identified in the Public Participation Plan. The annual listing of obligated projects shall be made available in accordance with the MPO’s public participation criteria for the TIP. This document is available online:

From January to July 2016, the Regional Transportation Commission of Southern Nevada conducted an online survey of our region’s transportation priorities.

Participants ranked priorities, selected trade-off preferences, and identified broad investment strategies. With nearly 7,000 people participating, the Regional Transportation Commission Vision Survey is the largest-ever review of Southern Nevadans’ attitudes about transportation. It is available here:

Summary of Projects Obligated in Federal Fiscal Year 2020

The RTC is the responsible transit agency for administering FTA grants in Southern Nevada. In its role as regional MPO, the RTC is also responsible for administering the Congestion Mitigation/Air Quality Improvement (CMAQ) and Surface Transportation Program-Urban (STP-Clark) programs of FHWA, and Transportation Alternative Program (TAP). The remaining federal funding programs identified in this report are administered through the NDOT.

A total of $261,752,958 in federal funds was obligated in Federal Fiscal Year 2020 on 33 transportation improvement project grants in Southern Nevada. Of this, 18 project grants totaling of $74,624,747 (29%) were obligated on highway projects; 15 grants totaling $187,128,211 (71%) were obligated on transit projects. The highway projects also include ITS projects and bike/pedestrian projects. Some highway projects may also include transit elements, such as turnouts and funding for RTC’s Club Ride program.

This report is organized by project type, highway and transit. The TIP identification number (TIP ID), location, project description, and the total obligation amount are shown. The obligation amounts for each of the projects are added up to show the overall amount of total federal funds obligated.
