Forks Executive Summary 20452045 GGRANDRAND FFORKSORKS LLANDAND USUSEE PLAN Executive Summary The 2045 Grand Forks Land Use Plan serves both the City and the Metropolitan Planning Organization (MPO) as a guide to future development and investment. It is based on a vision for the community that was developed with input from residents and local officials. The Plan sets forth not only a future land use plan, but also a series of goals and objectives to help the City and MPO reach the desired vision. This Plan serves as an update to the 2040 Grand Forks Land Use Plan, consistent with the City policy adopted after the 2035 Plan to update the Land Use Plan every five years. This update includes new population and land use projections, as well as some unique areas of focus for the City. What is included in the Plan The Plan is divided into 5 Sections or Chapters: 1. Goals and Objectives 2. Community Profile 3. Growth Tiers and Future Land Use 4. Livability and Ladders of Opportunity 5. Implementation This Plan is special in that it uses a “placemaking” lens to formulate its recommendations - an approach that capitalizes on the City’s many existing assets, and leverages them to support the development of memorable, prosperous, and active places and spaces that set the stage for a more connected and convivial city. As a part of this update, the City has included an in-depth study of three Pilot Areas in the Livability and Ladders of Opportunity chapter. The Pilot Sites serve as test areas to discover how the placemaking principles, when applied to a real site, reflect the goals of livability, sustainability and quality of life that are a foundation for the Plan. How the document will be used This Plan will be used by both the City and MPO to guide development and investment in the community. In the near future, the Plan will inform the MPO’s update to the region’s Long Range Transportation Plan. For the City, there are several implementation actions, including revisions to the Land Development Code, that are guided by this Plan. 3 Executive Summary | City of Grand Forks Summary of the Planning Process The process of developing the 2045 Land Use Plan included a series of Technical Memorandums, which are included in full in the Appendices of this document. Each Technical Memo built on the one before it, and formed the basis for the recommendations in the Plan. The prp ocess also included a robust public engagement process which offered a wide variety of opportunities to hear from residents and business owners. Those opportunities began with kick off visioning activities held in September, 2015 which included pop-up events at the annual French Fry Feed, Farmer’s Market and Rock the Block festivities. An on-line survey was also made available. Then, a series of hands-on design workshops were held in February to develop concepts for the pilot sites. Those concepts were made available for public review and comment on the project website as well as an Open House in June 2016. Input from the public was critical
