These changes may be due to high rainfall and runoff, flooding, hurricanes and other extreme weather conditions, major spills, red tides, or the failure or inefficient operation of wastewater treatment facilities. Current status of shellfish harvesting areas may be obtained from your local Texas Parks and Wildlife Department office or by calling, toll-free, 1-800-685-0361. PROHIBITED AREAS: All areas not specifically designated as Restricted or Approved are classified as Prohibited and are closed for the harvesting of molluscan shellfish. RESTRICTED AREAS: (closed to the taking of shellfish) Chocolate Bay northwest of a line from Alligator Point to Intracoastal Waterway Channel Marker #23. That area southwest of the Galveston Island Causeway Railroad Bridge and east of a line beginning at the northeast side of Greens Lake Cut, toWest Bay Shellfish Marker D, southeast to West Bay Shellfish Marker C, to West Bay Shellfish Marker B, to West Bay Shellfish Marker A, to the end of the pier extending out from the last house at the west end of Sportman’s Road on Galveston Island, then extending to Hoecker’s Point on Galveston Island. All of the Intracoastal Waterway, Halls Lake, Cox Lake, Lost Lake, Lake Como, Oak Bayou, Cold Pass, Eckert Bayou, Bolivar Roads, the Lagoon, Salt Lake, Oyster Lake, Bastrop Bayou, Wolf Lake, Nick’s Lake, Greens Lake, Carancahua Lake, Sydnor Bayou, Sweetwater Lake, Hance Bayou, Austin Bayou, Tucker Bayou, Dalehite Cove, Lake Como to the entrance at Dana Cove, and Maggie’s Cove. All of Drum Bay following a line from Rattlesnake Point 162 degrees southeast to the marsh, then south and west to the Intracoastal Waterway. All areas within a 50 yard radius of recreational cabins and houseboats located on the bay. All residential subdivision channels and harbor areas up to a radius of 300 yards offshore from the shoreline where the channels become land bound. APPROVED AREAS: For current status, contact your local Texas Parks and Wildlife Department office, or call, toll-free, 1-800-685-0361. The approved area of West Bay is that area inside of a line beginning at the southwest shoreline at the San Luis Pass Bridge, following the shoreline up to Intracoastal Waterway Channel Marker #23, then along the Intracoastal Waterway to Alligator Point, then following the shoreline to the southeast side of Greens Lake Cut, then to the West Bay Shellfish Marker D, then to West Bay Shellfish Marker C, then to West Bay Shell fish Marker B, then to West Bay Shellfish Marker A, to end of the pier extending out from last house on the west end of Sportman’s Road, to Hoeckers Point on Galveston Island, then in a southwesterly direction to a point of land between Dalehite Cove and Dana Cove, continuing in a southwesterly direction along the Galveston Island Shoreline (excluding Dana Cove, Butterrowe Bayou, Carancahua Cove, Jumbile Cove, Ostermayer Bayou, Bird Island Cove, Maggies Cove, and Snake Island Cove), remaining 300 yards offshore from all residential subdivision channels and harbor areas where the channels become land bound, continuing along the shoreline to the northeast end of the San Luis Pass bridge and returning along the bridge pilings to the southwest shoreline of the San Luis Pass bridge. All areas of Christmas Bay and Bastrop Bay southeast of the Intracoastal Waterway are approved. Excluded from these areas are the restricted areas around cabins, houseboats, subdivision channels, and harbor areas described above. .

    Storm Surge and the Future of the Houston Ship Channel By Jim Blackburn, SSPEED Center, Rice University Excerpted from work-in-progress with Amy Jaffe, Council on Foreign Relations The Houston Ship Channel and Galveston Bay are home to eight major refineries and over 200 chemical plants producing a variety of plastics and other synthetic products. This industrial infrastructure provides about 12% of U.S. refining capacity, produces about 27% of the nation’s jet fuel and an even larger percentage of military-grade jet fuel, about 13% of the nation’s gasoline, and about 25% of the U.S. production of ethylene/propylene. This is a key region for U.S. national security as well as for the Texas and Houston-area economies. Unfortunately, this petrochemical complex is at significant risk of long- term catastrophic failure due to the potential impact of hurricane storm surge. Over the last 100 years, severe hurricanes with substantial surge have missed the Houston region. Galveston was destroyed by a major hurricane in 1900, about the time that oil and gas was discovered on the Texas coast. The major development of the Houston Ship Channel industrial complex lagged behind that oil discovery in Spindletop by at least two decades and experienced major growth and expansion before and after World War II. To date, the largest surge recorded up the Houston Ship Channel was from Hurricane Ike in 2008 and Hurricane Carla in 1961, and neither of those storms generated more than about thirteen to fourteen feet of surge up the channel, a level that can generally be accommodated by these industries.

Ebersole, Thomas W. Richardson and Robert W. Whalin Jackson State University Jackson, Mississippi Abstract The original Ike Dike concept was a coastal barrier, or “spine”, comprised of a continuous line of dike/wall sections that followed the coastline from Freeport, TX to Sabine Pass, TX, with storm surge gate systems at the two tidal passes, San Luis Pass and Bolivar Roads. The Ike Dike concept has evolved slightly to a shorter alignment, which turns inland at High Island and follows Texas State Highway 124 north to Winnie, TX. This latest alignment, referred to herein as Alignment 1a and comprised of western, middle and eastern dike sections, is shown in Figure 1. Figure 1 The Gulf Coast Community Protection and Recovery District (GCCPRD) conducted a Storm Surge Suppression Study; and, in their 2016 Phase 3 Report they recommended a different alignment for a coastal spine. The approximate alignment they recommended is shown in Figure 2, referred to here as Alignment 2. Their recommended alignment had only a middle section, without any eastern or western sections, and it had a storm surge gate system only at Bolivar Roads. The tidal inlet at San Luis Pass is left open in their recommended plan. The alignment shown in Figure 2 is approximate, in the sense that it is situated at the coastline; whereas, the actual alignment recommended by the GCCPRD is situated along the highways on both Galveston Island and Bolivar Peninsula.
