Lake Mary Rd, Flagstaff, AZ 86001, 928-214-1253 Introduction As the human population grows in the Flagstaff region, we increase the impact of transportation corridors (such as roads and rails) and land use changes (such as urban and rural development) on wildlife populations. The frequent result of these activities is habitat fragmentation, which creates barriers to animal movement within previously unfragmented blocks of habitat. Promoting wildlife habitat connectivity will help: improve human safety by reducing vehicular collisions with wildlife; maintain the ability of animals to access necessary resources for survival and reproduction; allow for wildlife movement between populations; allow for seasonal migration; enable population movements in response to climate change; and prevent genetic isolation of wildlife populations. Loss of habitat connectivity is not inevitable, as long as the needs of wildlife are cooperatively addressed early in the transportation and development planning process. To that end, the City of Flagstaff and Coconino County requested wildlife corridor information from the Arizona Game and Fish Department to be evaluated as part of the Flagstaff Regional Land Use and Transportation Plan Updates, as well as the Zoning Code Update. The information provided includes a map and brief description of sustainable wildlife corridors as well as travel mitigation areas. Corridors and travel mitigation areas are described in terms of the habitats they connect or fragment (respectively), the species that need them, and the barriers that threaten them.

Chairman Murkowski, Ranking Member Manchin and distinguished members of the Committee, thank you for holding today’s hearing to examine deferred maintenance needs on our nation’s public lands and potential solutions, and for inviting me to testify on behalf of the National Association of Counties (NACo) and our nation’s 3,069 counties. My name is Elizabeth Archuleta. I am a fourth-generation resident of Flagstaff, Arizona and I am currently serving my sixth term on the Coconino County, Arizona Board of Supervisors. I have previously served as President of the County Supervisors Association of Arizona and as Chair of the NACo Public Lands Steering Committee, and currently serve as Vice Chair of the Steering Committee. Through my years of experience in local government, I know very well the challenges public lands counties face as we seek to provide our residents and public lands visitors with the first-class experience they deserve. Coconino County serves as a proud gateway community to some of the most important places in our nation’s public lands system, including Grand Canyon National Park, Glen Canyon National Recreation Area, the Coconino National Forest, which includes popular destinations like the Sedona Red Rock Ranger District, and the Kaibab National Forest. The county seat is in the city of Flagstaff, which is located about 140 miles north of Phoenix.

This important document provides strong recommendations on the transportation projects we need over the course of the next 20-25 years. The plan offers a balance of transportation projects that are in keeping with our adopted land use policies, economic aspirations and fiscal realities. It supports travel by all modes: walking, biking, automobile, bus and truck. As the FMPO, we work to fulfill our mandate to guide and authorize the spending of federal transportation dollars and our mission of delivering the finest transportation system for a community our size. Ultimately, the transportation projects built depend on decisions made by FMPO member agencies: The City of Flagstaff, Arizona Department of Transportation, Coconino County and NAIPTA, our regional transit agency. It also depends on future decisions made by our voters regarding sales taxes and other revenues supporting transportation investment. We believe the information in Blueprint 2040 is valuable in guiding those choices and fulfilling our purpose. As your representatives to the FMPO, we commit to continue the dialogue with you about the projects under the control of our respective agencies. Some of the “lines on the map” represent transportation solutions that may impact some neighborhoods and businesses. As those decisions arise, we will engage with you in project level decisions to protect the integrity of our neighborhoods. The Flagstaff Ranger District includes approximately 850,000 acres in Northern Arizona. There is a permanent staff of 92 employees (including two hotshot crews) responsible for managing complex and diverse programs including recreation, range, heritage, wildlife, timber, fire and fuels management. The Mogollon Rim Ranger District is located south of the Flagstaff District and is approximately 500,000 acres in size, with a permanent staff of 48 employees. The districts include expansive ponderosa pine forests, mixed conifer and spruce-fir forests, alpine tundra, canyons, lakes, pinyon-juniper woodlands, and grasslands. Humphrey’s Peak, the highest point in Arizona at 12,633 feet, and Mormon Lake, the largest natural lake in the state, are managed by the district. This area of the Coconino National Forest provides habitat for several threatened and endangered species, including the Mexican spotted owl and Little Colorado spinedace. ABOUT THE POSITION This is a zoned position that will work on both districts managing a heavy workload in coordination with biologists assigned solely to each district. The position requires the ability to efficiently complete analyses in support of other resource programs, while also pro- actively developing and implementing wildlife habitat improvement projects in cooperation with numerous partnering agencies and organizations. The position also supervises field crews conducting surveys and habitat improvement projects.
