1 KDVR – Denver, CO This report covers the time period November 1, 2005 to October 31, 2007 (except where otherwise specifically noted). I. PROGRAMMING a. Local Newscasts: KDVR airs 32 hours of local news each week, at the following times: Monday – Friday, 5: a.m. – 10 a.m. Monday – Friday, 9 p.m. – 10 p.m. Saturday – Sunday: 5 p.m. – 5:30 p.m. Saturday – Sunday: 9 p.m. – 9:30p Provided below is a brief summary of important local news issues covered in local news broadcasts: • Public Safety: Stories were aired about increased gang activity in Greenwood and Boulder, and community action to remove graffiti often associated with gangs. KDVR devoted several segments to the dramatic increase in burglaries and car thefts, as well as the first Colorado conviction for a road rage-related homicide. • Weather: Coverage of inclement weather conditions, including an F3 tornado in the Town of Holly, heavy snowfalls resulting in road closures, and subsequent flooding. • Transportation: Stories about the rising cost of fuel, and proposals for alternative energy sources, including corn ethanol, solar power and wind power. • Environment: Segments aired about the destruction of trees by pine beetles, potential health risks associated with the construction of a uranium mine in the town of Nunn, and encroachment by wild animals (such as mountain lions and elk) into city neighborhoods. • Health: KDFW aired health segments about cancer research, autism, and the new smoking ban in Denver. • Children: Reports about increased vandalism in local schools, lead poisoning in buildings, and community protests against school closures due to falling attendance and poor standardized test results. • Homelessness: With Denver ranked as the eighth most expensive city in the U.S., a local survey revealed that homelessness was Denver’s biggest problem. Stories were aired about a proposal to ban the homeless from lying in the city streets, and the “Housing First” program to provide shelter to the homeless, especially during the cold and snowy winters. 2 • Consumer: Numerous stories were aired about the rising prices of food and gas. b. Breaking News: KDVR broke into and/or preempted regularly- scheduled programming at least 150 times during the period covered by this report in order to bring its viewers breaking news or disaster information. This coverage included extensive reports of severe weather conditions (e.g., tornadoes, blizzards), wildfires, emerging local news, and traffic information c. Local News: The station is committed to local journalism and covering local news. This includes the assignment of reporters to specific community-based beats. i. Coverage of local news stories include: • DFL Animals (“Dumb Friends League): Segment on morning news show, featuring animals for adoption at the local Humane Society shelter • Fox Files: A look at community issues effecting Coloradoans, including investigative pieces. ii. Many news stories aired were of particular importance to minority, disabled and other special interest groups in Denver, such as: • Impact on elections by Hispanic voters • Rally and march against Iraq War • Amendment 44 (legalizing marijuana) • Dragon Boat Festival, an event honoring the Asian- American/Pacific Island cultures • Cinco De Mayo A comprehensive list of local news stories is attached as Exhibit 1. d. Public Affairs Programming: The following program was produced by KDVR: • Colorado 2031: Weekly Sunday show that addresses today's issues that will impact life in Colorado in the future, including illegal immigration, transportation issues, the economy, and elections. A comprehensive list of issues covered in Colorado 2031 is attached as Exhibit 2. • Colorado's Most Wanted/Crimestoppers: Every week, KDVR collaborates with Crimestoppers to produce and air a story about an unsolved crime in the community. The station also produces a quarterly program, Colorado's Most Wanted, where it reviews unsolved crimes and asks viewers to phone in tips to a live phone bank manned at the station. 3 • On-Target Weather Specials: KDVR produces an "On-Target Weather Special" at the beginning of Spring, Summer, Fall and Winter, to viewers with tips and information about preparing for severe weather. • Zappolo's People: An in-studio produced public affairs special aired quarterly, with anchor Ron Zappolo interviewing leaders in the business, minority, political, philanthropy, entertainment and sports communities in Colorado and around the Nation. e. Political Programming KDVR has devoted extensive time to coverage of political issues important to its viewers; in fact, 102 minutes of airtime was used. During the time period covered by this report, for instance, there was significant coverage of legislation designed to legalize the use of marijuana, curb illegal immigration, and interviews with presidential candidates and foreign leaders. In addition to airing debates between candidates for local, state and national office and election results, KDVR also provided special coverage of the Colorado Governor’s inauguration. Awards and Recognition: • 2 Emmy Awards (2005) • 7 National Press Photographers Association (NPPA) Awards (2006) • 4 Emmy Awards (2007) • 5 NPPA Awards (2007) A complete list of nominations is attached as Exhibit 4, as well as a complete list of awards and recognition, as Exhibit 5. II. PUBLIC SERVICE ANNOUNCEMENTS (PSAS): In the Jan 8-21, 2007 report period, KDVR aired 138:35 minutes of PSAs, including the following subjects: • Army National Guard • V-Chip Ratings • Drunk driving prevention • Drug prevention • Tolerance In the June 11-24, 2007 report period, KDVR aired 154:55 minutes of PSAs on the following subjects: 4 • Health – diabetes • Education • Environment • Religious tolerance • Education • A comprehensive list of PSAs aired is attached as Exhibit 6. III. PARTICIPATION IN COMMUNITY KDVR's on-air newscasters and behind-the-scenes employees have made a commitment to participate in the Denver community. Station management, on-air talent and employees participate in numerous community organizations, such as Xcelente and the Dumb Friends League (local chapter of the Humane Society). Management, on-air talent and staff also attend quarterly ascertainment meetings held by the Colorado Broadcaster Association. Various community leaders are invited to voice their community concerns during those events. Station employees participate in many community activities, such as: • Emcee, Dragon Boat Festival • Guest speaker, Ralston Elementary • Bartender, Special Olympics fundraiser • Guest reader, Montebello Library • Participant, New West Festival KDVR management and on-air talent sit on the boards of local organizations, including the Adoption Exchange, Colorado Youth Symphony, Juvenile Diabetes Research Fund and Downtown Denver YMCA. Employees are members of many diverse organizations, such as the National Association of Black Journalists Attached as Exhibit 7 is a detailed list of ascertainment activities. IV. INTERNET MyFoxColorado.com provides around-the-clock coverage of local news, sports, business and entertainment news. The weather and traffic sections are also updated 24/7 with real-time traffic incident reports, weather radar and satellite imagery and hyper-local forecast information. The site also features a programming guide, business listings and civic information. MyFoxColorado.com has, arguably, the most robust blog and message board platform in the Denver local news market, allowing users to 5 exchange ideas and information, create profiles and upload photographs. While entire newscasts are not archived online, the station’s web staff posts numerous video segments from each newscast.
