    SRI LANKA PROSPECTS FOR PEACE ASSOCIATION OF TAMIL AMERICANS Newburgh New York 10 June 2001 SRI LANKA Prospects for Peace Introduction. Despite increasing pressure for peace from several fronts, both domestic and international, the war in Sri Lanka is continuing. The intensity of the battles waxes and wanes, but the war itself is ongoing. There is no direct dialogue between the warring parties. However, there is an intensified effort by the government of Norway to get the parties to talk. Current Situation. Norway was officially inducted as a facilitator in December of 1999, with the acceptance by President Chandrika Kumaratunge. Up to that point Sri Lanka government had been vigor- ously resisting any foreign assistance in resolv- ing the conflict1. This acquiescence came with mounting interna- tional criticism over human rights violations, Eric Solheim and the multiple defeats in the battlefront suf- fered by the Sri Lankan army. Criticisms centered on the Chem- mani mass graves (found in July 1998) and the subsequent 14- month attempt at concealment, the regular aerial bombardments with large-scale Tamil civilian casualties, and the widely publi- cized prison massacre of Tamil inmates, etc. The Sri Lankan military losses, which culminated in the fall of the Elephant Pass army camp2, were an added compulsion. The LTTE, which had been pushing for peace talks, with a third party involvement, for sev- eral years3, had previously accepted Norway as facilitator/mediator. Since the establishment of the Working Group in 1980, 12,258 cases of disappearance alleged to have occurred in Sri Lanka have been reported to the Working Group. The cases occurred in the context of two major sources of conflict in that country: the confrontation of Tamil separatist militants and government forces in the north and north-east of the country, and the confrontation between the People’s Liberation Front (JVP) and the government forces in the south. The cases reported to have occurred between 1987 and 1990 (145 cases in 1987; 182 cases in 1988; 5,027 cases in 1989 and 4,777 in 1990) took place mostly in the Southern and Central Provinces of the country, during a period in which both security forces and the JVP resorted to the use of extreme violence in the contest for State power.
