MATTERS DISCUSSED AT THE MEETING: 1. Welcome and Introductions Following introductions, Cllr Ward welcomed everyone to the meeting. 2. Notice of Recording – noted by all present. 3. News/Updates from Your Councillor/ Police Cllr Ward’s Updates - Brownmead School – site meeting took place with the District Engineer and representatives from the school. Several measures had been agreed – these included Keep Clear Markings /Double Yellow Lines and the installation of bollards by the second exit. The designs for the scheme could be obtained from Alan Porter, District Engineer. The school had also signed up to the Modeshift Stars Initiative and Bikeability training for the pupils.

- A New Deal for Social Housing Consultation Paper –residents were briefly advised of consultation currently being carried by central government seeking residents’ views on the future vision for social housing - copies of the Green Paper Executive Summary were circulated at the meeting. Comments and suggestions could be submitted online via the government website www.gov.uk/government/consultation/a-new- deal-for-social-housing or to the Community Governance Team.

Residents were also advised of the lifting of the restrictions on the use of Right to Buy receipts from the sale of council housing. This would enable Councils to borrow money if required/necessary to build social housing.

- All Saints Square – the management company (LCP) had agreed to carry out repairs however this had been poorly done and had not complied with the Planning Consent. Further robust discussions to be had with LCP regarding the repairs.

- Ward Action Plan – residents were reminded to submit their areas of concerns so that a ward plan/plan of action could be developed to see how these priorities could be addressed over a period of time. It was agreed that February’s Ward meeting would be the Ward Planning Meeting. Copies of the Ward Priorities Template were available from the Community Governance Team.

- Budget Consultation 2019+: the formal consultation process would begin on 13th November through to 31 December 2018. All residents were actively encouraged to have their say on the budget proposals. It was agreed that the budget consultation would be included on the agenda for the next meeting.

Shard Fest 2018 – a petition was submitted to the meeting with residents’ concerns over future Shard Fest events and the appropriateness of the current location as a suitable venue. A representative from the Shard Fest organising committee was present at the meeting and advised that comments/feedback from residents had been taken on-board and discussions were ongoing regarding the future arrangements of the event, and agreed to discuss the matter further with Cllr Ward at the end of the meeting.

Policing Issues Sgt Turnbull briefly advised of the following:- - Kitson Road – ongoing ASB issues currently being dealt with against the individuals involved. Residents would continue to be kept informed.

- Vehicle thefts had increased across the ward, with Vauxhall Corsa models in particular being targeted. Vehicle break-ins had also increased. Residents were reminded to ensure vehicles were securely locked and all valuables removed from the car/hidden out of sight. - House burglaries had also increased slightly – in some cases, doors and windows had been left open/unlocked. - Dog Fouling – reports of an increase in dog fouling in the park. The Dog Wardens across the city were looking to do some joint working with the local policing team to carry out visits to areas where there were concerns relating to dogs, including nuisance, strays etc. in both privately owned and social housing properties as well as open spaces. Residents to let Cllr Ward/local policing team know of any concerns/ hotspot areas that could be targeted.

Residents were reminded to remain vigilant and to report any suspicious activities to the local policing team.

Community Updates Shard End Communities Neighbourhood Forum - Christmas Event to take place in All Saints Square on Friday 30th November -all welcome to attend. - Monthly Forum meetings – 1st Tuesday of the Month, The Shard Library

Volunteers/helpers needed to help support the work of the Neighbourhood Forum. Interested residents should contact Roger Leek, Chairman.

4. Waste Collection Service Michael Chipman, Service Manager, Waste Collection Services gave details of the changes to the working arrangements/patterns for the Waste Collection Services Collection Teams which had been introduced from w/c 14th September 2018. Crews were now required to work 5 days per week instead of 4 and that each crew had the same amount of properties; collection rounds had been altered/amended to ensure that the daily collection rounds were proportionate to the working day of 7:30 hours; The rounds started at 5:30 am which meant that collection times would inevitably change throughout the rounds. The collection days across the ward would remain unchanged. As expected, a few problems had been experienced by residents and the collection crews with a number of missed collections reported, however it was anticipated that these would be resolved as the crews settled into their new working arrangements.

Residents advised of the following:- - Hartshill Road/Close – non collection of recycling for a number of weeks - Hernefield Road , Old Croft Lane and Longmeadow Crescent – recycling remained uncollected for a number of weeks despite several calls and reports to the Contact Centre - Recycling collection across the ward remained a problem; the service was ‘hit and miss ’ in many roads, which left residents frustrated and uncertain when their bins would be collected, especially as many residents were elderly and not able to travel to the HRC (household recycling centre) - There was a lack of clarity regarding what types of plastics were recyclable. The non- collection of side waste was also a cause for concern as paper/cardboard waste often had to be removed from the recycling bin as the inner pods did not allow enough space for paper/cardboard collection and mixed recyclables –i.e. plastics, bottles, glass and tins. - Spillage caused by the crew was very rarely collected

Mr Chipman agreed to investigate the concerns raised urgently and to arrange for the missed recycling to be collected. He also advised that one crew member had additional responsibilities in the role of Waste Reduction & Collection Officer for increasing recycling. Overfilled residual waste bins would be checked and advice/information given to the householder regarding recycling/reducing the amount of waste disposed. Larger bins were also available for residents who needed them. Residents were advised that most plastic items except black plastic and polystyrene containers were recyclable.

Action: Update to be Noted.

5. Any Other Business - Amey Highways Update Residents advised that several roads in the ward were in need of attention/resurfacing – these included Longmeadow Crescent, Heath Way and Shard End Crescent. Lucy O’Grady, Amey explained that every road was inspected on a 6 monthly basis by the Highway Stewards and a detailed visual inspection carried out every 2 years by an independent company. The surface condition of Shard End Crescent was currently being monitored by the Highway Steward on a regular basis. The Street Lighting and Tree Maintenance programme for the ward had been agreed; a copy would be sent to Cllr Ward. The programme of road works for the ward was still to be finalised and would also be sent to Cllr Ward as soon as it was available.
