Request for Expressions of Interest (REOI) One District Facilitator for Prasat District, Province (12 months from the contract start date)

1. The Royal Government of (RGC) through the Ministry of Economy and Finance has received a Credit from International Development Associate (IDA) to fund the Livelihood Enhancement and Association of the Poor (LEAP) Project. The project is a 5- year funded by the World Bank with IDA Credit number 5960-KH with the project code P153591. The project has a total budget of SDR 15,100,000, approximately USD 20,170,000 and became effective on May 26, 2017 and has a closing date of November 30, 2022. 2. There are One District Facilitator a above will be based in Prasat Bakong District, and responsible for coordinating, supporting and facilitating the work of Commune Facilitators (CFs) and other individuals and organizations engaged under the project. CFs will report to the DFs within their districts. An NGO will be contracted to mobilize and develop the capacity of community-based organizations, including self-help groups (SHGs), producer groups (PGs) and Agricultural Cooperatives (ACs). DFs and CFs will support this work and progressively take over responsibility for supporting these community groups from the contracted NGO with the support of other volunteer, community resource persons (CRPs), Commune Council members and staff and other stakeholders at the village, commune, district and provincial levels. 3. Minimum Key Qualifications: The minimum qualifications required for these post as follows: 1. At least an associate degree or degree in rural development related areas such as agriculture, veterinary, fisheries, pubic administration, economics, or similar degree; 2. Residence in the target district and willingness to support the project activities within the district. 3. At least two years of experience working with local government, NGOs and/or any other development projects. 4. Strong writing and numeracy skills, ability to prepare written reports in Khmer and to enter data into electronic devices such as tablets. 5. Experience using MS Word, MS Excel and MS Power-point. 6. Experience supporting and/or delivering training and awareness building activities is preferable, but not required.

The Ministry of Interior (MOI) invites expressions of interest from qualified and experienced candidates to undertake the above mentioned services which are further detailed in the Terms of Reference for the assignments. The Consultants will be selected in accordance with the World Bank’s Consultant Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, revised July 2014. 5.
