Congratulations on a highly successful 2008! From rescues in the Bering Sea, to multiple hurricanes in the Gulf, and highly successful out of hemisphere deployments both east and west, you should be proud of what you have accomplished. At the same time we have moved forward to modernize our Service. Executing operations and making significant organizational changes at the same time requires a dedicated and committed workforce. I thank each and every one of you for your contribution. We are entering an incredibly exciting time in our Nation’s history and the Coast Guard will continue to play a vital role in the safety, security and stewardship of our oceans and our country.
As we enter 2009, I will work with our leadership team to provide you with the right capabilities and authorities to execute our missions. We will leverage our partnerships in government, the private sector, and the international community to strengthen our operations. We will continue to modernize our organizational structure to improve our service to the public. The Coast Guard provides great value to the Nation. Our unique nature and mix of competencies enable us to safeguard America’s maritime needs in the heartland, in the ports and along the coasts, and around the world. While we still face many challenges, I am confident we are on the right trackline.

2009 will be a year of unprecedented change for the U.S. Coast Guard. It is important that we understand that the primary goals of the Modernization Effort are to improve interoper- ability, standardize operational and business practices, increase readiness, and eliminate redundancies. In short, they will make us more agile, flexible, and responsive to the dynamic challenges we face today.
In order for our Modernization to be successful, I am asking everyone in the Coast Guard to embrace what we are doing; learn why we are doing it, and understand how it relates to their specific mission. As a former multiple tour Officer in Charge ashore and afloat, I- be lieve the single largest factor that will decide our Service’s overall success with these efforts will be the extent of active participation from all hands.
The people of this Nation rely on the Coast Guard more than ever today. The Modernization Effort will position America’s Coast Guard to answer the call, to remain al- ways ready, and to execute the mission.
I am honored to be taking part in this historic effort with you.
