EXECUTIVE SUMMARY

As outlined in the ’ 2018 – 2021 Capital Plan, the division faces two main accommodation challenges:

1. CAPACITY FOR THE GROWING STUDENT POPULATION

Rocky View Schools (RVS) population has increased by 1000+ students, greater than 5%, annually. That is the equivalent of growing by two schools every year. RVS opened three schools in 2016 and will be opening two schools and an addition in 2017, which will accommodate the current population of RVS students; however, new schools will be needed for the expected increase in student population. Student enrolments in the division are expected to increase by more than 1000 students every year with most of the growth being in the municipalities of Airdrie, Cochrane, Chestermere, and Langdon. New school construction approvals are required to keep pace with the increasing student enrolments.

The three sectors in RVS that experience the most growth include:

2. UP-TO-DATE FACILITIES FOR THE 21ST CENTURY LEARNER

RVS is a division with 49 school facilities that range from rural wood frame buildings built in the earlier 1950’s to high schools requiring modernization to fit the CTS needs of 21st century learners. There are small schools by necessity located in rural areas that not only teach children but are the hub of the entire community; it is the school that brings people together. Many of these old rural schools are in need of modernizing or replacing, which will continue to be a priority for RVS. As well, all the high school in RVS, with the exception of the new W.H. Croxford School are in need of either a modernization, replacement, or addition as in most cases the CTS areas are lacking what is crucial for 21st century learning. These challenges are important and the solution is through capital spending.

SYNOPSIS

Rocky View Schools continues to experience a great deal of student population growth, over 5% annually (1000+ students), which is the equivalent two schools. Additionally, RVS is a division of varied facilities, from schools built during the early 1950’s in rural communities to school buildings which are brand new and opening in 2017 in the growing urban areas. This dichotomy of facility needs and challenges puts RVS in a unique situation as the division balances the facility needs of all students. Working in partnership with the Government of , Rocky View Schools, will continue to fulfill the RVS mission of "engaging all learners through meaningful and challenging experiences, preparing them to understand, adapt and successfully contribute to our changing global community.”

As of September 2016 the regular school buildings in Rocky View include: . 20 core schools built since 1990 and generally located in the major growth centres of Cochrane, Airdrie, Chestermere, and Langdon. . 8 core schools built in the 1970’s and 1980’s. These are generally in original condition except for portables and maintenance. . 11 schools with significant renovations or additions, several where the original building dates to the 1950’s. . 1 school older than 1960 in original condition . over 290 portable or modular classrooms dating from 1979 to present . the Prince of Peace Christian program located in a privately owned facility built in the mid- 1990’s

POPULATION & GROWTH

Rocky View School Division serves a large geographic area including all of Rocky View County and the municipalities of Cochrane, Chestermere, and Airdrie. The area has been a popular location for young families as there is a wide range of housing options and it’s close to Calgary where many work, but still retains the small city/town character.

Families in the area served by RVS have a high percentage of school age and younger residents. • 16.9% of the people in Canada are between the ages of 5 and 19 • 17.9 % of the people in Alberta are between the ages of 5 and 19 • 17.2% of the people in Calgary Metro area are between the ages of 5 and 19 • 21.34% of the people in the communities RVS serves are between the ages of 5 and 19 o 76% of these students will attend RVS schools, 22% will attend Catholic Schools and 2% attend other schools or are home schooled

The area which Rocky View Schools serves, has 10% of the population of the Calgary Metropolitan Area; yet, 19.8% of people moving to the Calgary Metropolitan Area choose to live in the RVS District.

In their 2016 municipal census, the RVS major municipalities have been trending down in their rate of growth over the last couple of years, yet relative to most centres in Alberta, the communities continue to show a very high rate of growth.

o Airdrie grew by 5.37% to a population of 61,842 o Cochrane grew by 8% to a population of 25,122 o Chestermere grew by 6.54% to a population of 19,712

Most of the student growth in RVS is due to the number of preschool children entering school. The number of students entering is much larger than grade 12 students

HISTORICAL ENROLMENT AND GROWTH

RVS increases by just over 1,000 students or 5% annually. RVS’ percentage of growth is double that of the growth of larger school districts in Calgary; partly due to families with school age children moving into RVS communities and due to natural growth. The number of kindergarten students entering RVS’ schools is over 600 students greater than the number of students graduating. The below chart shows this very clearly with 1953 students entering kindergarten in 2016 and 1285 students leaving RVS schools after high school – difference of 688 students.

Most student growth is in the municipalities of Airdrie, Cochrane and Chestermere. The smaller centers, such as Beiseker or Indus have remained relatively stable. The below table shows the growth in the different areas of RVS over the past four years.

The need for more school capacity to accommodate student growth is critical for RVS.

Two new schools are needed every year in RVS to accommodate student growth. o Airdrie needs a new school every year to accommodate student growth. o Cochrane needs a new school every 2-3 years to accommodate student growth o Chestermere needs a new school every 2-3 years to accommodate student growth.

CAPACITY & UTILIZATION

RVS will be opening two new schools and one addition by Fall 2017. These projects will add an additional, 1800 core spaces and 200 modular spaces, for a total capacity of 2100 student spaces to the entire RVS capacity. The new schools are located in municipalities where there was a backlog of student accommodation needs – Airdrie and Cochrane.

The utilization rate of RVS, will continue to increase from the 85% in 2017 to 95% in 2020, this includes the additional capacity of the K-9 Hillcrest School. New capacity is needed to accommodate this student growth.

Portables/Modular Unit Summary The below chart shows information about how RVS accommodates students. • 808 classrooms across RVS are permanent classrooms. • The 42 fixed portables are on cement pads and could not support a move, therefore are ‘fixed portables’. • 278 classrooms are ‘typical portables’ and are attached to schools and function as part of the school. • This September, there will be 8 freestanding portables in RVS, which is substantially down from the 21 freestanding portables in 2016 – this due to the new schools opening in Cochrane and Airdrie. There continues to be schools in the RVS district that have an ‘over-loaded’ core school, due to the number of portables on the school being over design capacity; there are 14 schools in which this is occurring using 45 portables.

AIRDRIE SECTOR

Airdrie consists of 15 schools; a variety of K-4, K-8, Gr5-8, with the three senior highs accommodating Gr9- 12 students. • The 2016 population in Airdrie is 61,842, a growth of 5.37% from last year. • Student population in Airdrie RVS’ schools has been increasing by about 600 students annually; equivalent to a new school every year. • Over the last 10 years, RVS having received inconsistent funding for new schools to accommodate growth, managed by adding large amounts of freestanding modular classrooms to schools and funding the construction of a school (Herons Crossing), and coping with over utilized schools. • Recently, RVS has received funding for three new schools, and one addition to accommodate this over-utilization: • 2016 openings: Cooper’s Crossing (K-4), Heloise Lorimer (K-8), • 2017 openings: Windsong Heights (K-8), Herons Crossing addition (Gr5-8) • By September 2017 Airdrie will have six K-4, four grade 5(6)-8, three K-8 and three grade 9- 12 schools. • The Airdrie sector, which accounts for 41% of RVS students, will be needing a school every year just to keep pace with Airdrie’ s RVS student population. • SHORT-TERM CHALLENGES AND SOLUTIONS I. The most significant facility challenge in this sector is ensuring school capacity continues to keep pace with student population growth.

Preferred Solution: Construction of a new school in southeast Airdrie as soon as possible to accommodate students. - Priority 2. Additional school construction will be required as student population in Airdrie is expected to keep increasing by 600+ students yearly: • Bayview and Midtown communities in Airdrie are developing with many families moving into the area. A kindergarten-grade 4 school will be necessary to accommodate this growth; the grade 5-8 students will attend existing RVS schools in Airdrie – Priority 4 • Also, as school will be needed in the Southwinds community – Priority 13.

AIRDRIE SECTOR

Alternative Solutions: If new schools are not built to accommodate the increasing student population, RVS will again be required to place freestanding portables next to existing schools in playfields and parking lots. By 2020-21 no capacity will be available in Airdrie Schools.

Alternatively, one of the high schools will have some space for the next 4 years that could accommodate K-6 students; this is not ideal for a variety of reasons and not a recommended solution. A preferred solution is to modernize this high school while enrolments in the school dip, allowing RVS to prepare for the inevitable increase in high school student population.

II. Meeting the needs of the 21st century high school learner is a challenge RVS is aspiring to meet.

Preferred Solution: George McDougall School, originally constructed in 1962, is in need of modernizing the CTS area in order to meet the needs of learners. The plan is to coordinate the programs in George McDougall with those offered in the other two Airdrie High Schools. Modernizing the school will maintain a program equity with other schools in the Division and across the Province.

Alternative Solutions: Alternatively, the school can remain as it is currently. Students who attend the school will continue to learn in a CTS area which lacks the needs of the 21st century learner and does not meet the provincial standards. Students will continue to be bused to the other two high schools in Airdrie in order to get a full complement of CTS programming.

LONG-TERM CHALLENGES AND SOLUTIONS Ensuring an adequate amount of school sites are available and ‘ready’ for school construction are long-term challenges RVS is faces in Airdrie. This is a challenge RVS takes very seriously. RVS considers a strong Joint Use Agreement (JUA) to be the long-term solution to this problem and is determined to proceed with a JUA with the City of Airdrie and the other two school boards. Though RVS has been working very closely with the Airdrie administration and the development industry, highlighting the need for adequate and timely school sites, it continues to be a challenge to have sites ‘ready’ when requesting approval for new school construction.

RVS student population in Airdrie is expected to increase annually by 600+ students. As can be seen on the chart. If all Airdrie new school construction projects in the capital plan are approved and open by 2022, the total capacity of Airdrie schools will be over 16,000 student spaces, which will be sufficient for the 13,000+ students expected by 2022 (approval by 2019).

If all Airdrie’s new school construction projects are approved and open by 2022 utilization rates will be 81%.

CHESTERMERE/LANGDON/INDUS SECTOR

• This sector consists of the City of Chestermere, the Hamlet of Langdon, the Hamlet of Indus, as well a large number of rural students.

• The 2016 population in Chestermere is 19,715 (6.6% growth in one year). Chestermere is expected to continue with strong growth, as there are 2000 acres planned for development around Chestermere, tripling the size of the city.

• Student population in Chestermere sector is increasing by 200-300 students annually. This means a new school is required every 2-3 years.

There are 9 schools in this sector: Chestermere Langdon Indus Prairie Waters K-Gr5 Langdon K-Gr9 Indus K-Gr9 Rainbow Creek K-Gr5 Sarah Thompson K-Gr5 East Lake K-Gr9 Prince of Peace K-Gr9 Chestermere Lake Gr6-9 Chestermere High Gr10-12

• Conrich and Langdon are regional growth centres with build-out populations of over 10,000. These communities are directed to schools in the Chestermere / Langdon sector. • Langdon is a region where RVS is expecting substantial student growth, as the community almost doubled in size from 2006 to 2013, additionally there are 500 acres of development currently in the planning stage of development. • Indus is a hamlet of less than 100 people. The school accommodates the students that live in the rural area surrounding the hamlet. • This sector accounts for 21% of RVS students. • The amount of student population growth reduced from 2015 to 2016, compared to the two years previous, from a growth of 300 students to 200 students annually. RVS is not expecting this conservative growth trend to continue; when the economy strengthens, development and growth in Chestermere will be as strong, or stronger than it was prior to the economic slowdown.

CHESTERMERE/LANGDON/INDUS SECTOR

SHORT-TERM CHALLENGES AND SOLUTIONS I. The most significant challenge in this sector is the need for more capacity for the current and future student population.

Preferred Solution: RVS considers the approval and construction of new school facilities to be the best solution to the challenge of increasing student population. Therefore, constructing a new school in Chestermere as soon as possible - Priority 1.

Additional new school construction is also required in future years – Priorities 7, 9, 11, 14.

Alternative Solutions: There are two options for the Chestermere sector if the preferred solution is not realized.

1. All schools in this sector from kindergarten to grade 12 become over-utilized. Every space possible in the schools will be used for classrooms; learning commons, music rooms, and gymnasiums will no longer be available to students as they will be needed for ‘regular classrooms’.

2. Modular schools will be constructed on the play fields or parking lots of current schools, thereby ‘over-loading’ current schools.

II. Another significant facility issue in this sector is the location, age, and condition of the senior high school.

Preferred Solution: Construct a replacement school in the City of Chestermere, on a site that will be available to RVS in 2018. The current location of the high school is outside of the city’s boundary and students use Highway 1 to access the school. o The location of the suggested replacement school is more central and within walking distance for more students. o The current high school facility is in need of continuous repair just to keep it maintained at a safe level, exhausting a great deal of IMR funds.

Alternative Solutions: The high school remains in its current location and students continue to drive Highway 1 to access the school and RVS continues to spend 10-15% of its IMR budget on this school alone.

CHESTERMERE/LANGDON/INDUS SECTOR

LONG-TERM CHALLENGES AND SOLUTIONS Ensuring an adequate number and readiness of school sites is one of the greatest challenges RVS is facing in the Chestermere area. There are two solutions to this challenge: 1. The short-term solution is working collaboratively with the organizations responsible for ensuring schools and sites are available – City of Chestermere, Government of Alberta and developers. By working together and understanding possibilities and limitations, a new school for Chestermere students is attainable. 2. Over the long-term, the City of Chestermere and RVS are working toward ensuring adequate sites are available in new developments. There are nine RVS school sites planned in the new development on the west side of Chestermere. The utilization rate of the Chestermere sector will reach 100% in 2020; therefore, new school buildings in this sector are necessary. Priority 1 (new K-9) school is absolutely necessary to ensure capacity is greater than student enrolment. Priorities 7, 11, and 14 will ensure that the needed capacity is available for the growing student population. If all the capital planning new school construction projects for this sector are approved and open by 2021 the utilization rate of this sector, at its lowest point, will be 76% (not far from the desired 80%), then quickly increasing.

COCHRANE/BEARSPAW/WESTBROOK SECTOR

• Cochrane’s 2016 population was 25,122 (8% growth in one year), projection is to grow to 31,000 by 2020. • Not only is the Town of Cochrane continuing to grow strongly, so is the surrounding area, including Cochrane Lakes, a regional growth center in Rocky View County, which has a build-out population of over 10,000. These residents will be directed to schools in the Cochrane Sector until student population increases to a point when a school is built. • Cochrane sector accounts for 22% of RVS students. • A new school is needed in Cochrane every 2-3 years. • The student population in Cochrane increases by about 200-300 students annually.

SHORT-TERM CHALLENGES AND SOLUTIONS I. The most significant facility challenge in this sector is ensuring capacity continues to keep pace with student population growth.

Preferred Solution: Construction of a new school in Cochrane as soon as possible to accommodate increasing student population - Priority 3. A new school opening in 2020-21will alleviate the capacity pressures that will occur in Cochrane, as by 2020 the utilization rate of the Cochrane sector is expected to be 91%. Additional new school construction is also required in future years – Priorities 12 and 16.

Alternative Solutions: Additional portables will need to be placed onto playfields and parking lots of current schools to accommodate the growing enrolment in Cochrane; programming needs of students will be very difficult to meet.

II. Another significant facility issue in this sector is ensuring Westbrook School, a small school by necessity, is replaced to meet the needs of students and the community.

Preferred Solution: Construct a building to replace this wood framed school originally built in 1953. A replacement school would be a flexible building for both students and community.

Alternative Solutions: RVS does not consider leaving Westbrook school untouched to be an option. A review by an independent architectural company is being completed for this school to determine if it is a more prudent use of funds to replace or modernize the facility. The other option that RVS would consider is using IMR monies to replace the school, though this is not the desired option.

LONG-TERM CHALLENGES AND SOLUTIONS A challenge in the Cochrane area is ensuring the sites are available where and when a school is required. • Like Airdrie and Chestermere, the ability to obtain sites in Cochrane has been difficult. In the case of Cochrane, four sites will be available to RVS over the next 5 years as they are currently approved for subdivision or in the land use planning stage, unfortunately, none of these site are considered to have ‘site readiness’ at this date. • RVS is working closely with the Town of Cochrane and the development industry to ensure a site or sites will be available by summer of 2018.

The utilization rate of the Cochrane sector is expected to be at 80% in September 2017, once all new schools are constructed and open. Within two years, this sector will again begin to feel accommodation pressures, reaching 86% utilization by 2019. In order to keep utilization at slightly below 85%, two new schools will need to open in the Cochrane sector by 2022 (approval by 2019).

There are 2 schools in this sector: Crossfield Elem K-Gr5 W.G. Murdoch Gr6-12

• The Town of Crossfield, located 17 km north of Airdrie, has a population of 3,000 people. • This community continues to provide affordable housing in a location convenient to Calgary and along the Calgary – Edmonton corridor. • There are three quarter sections of proposed development in Crossfield. Although the timing of the development is undetermined, RVS is ensuring there are adequate school sites located in these communities allowing for new schools to be built to accommodate the expected increase of student population. • Crossfield sector accounts for 2.7% of RVS students.

There are 3 quarter-sections of proposed development in Crossfield. RVS is ensuring there are adequate school sites.

SHORT-TERM AND LONG-TERM CHALLENGES AND SOLUTIONS RVS is expecting an increase in the student population in Crossfield once the proposed developments start to build out. The two schools in Crossfield will not be able to accommodate the proposed growth over the long- term and new school buildings will need to be constructed.

Preferred Solutions: Construction of a new elementary school to accommodate the growth of student population expected from the new developments - Priority 17.

Alternative Solution: Continue to expand Crossfield Elementary and W.G. Murdoch junior/senior high school with portables. This solution can only be a short-term solution as the new developments, once built out, will triple the population in Crossfield.

• This sector of RVS is rural with a many farms and three hamlets: Irricana, Beiseker, and Kathyrn. • Kathyrn, a hamlet within Rocky View County, has land use approval for 500 homes. • Student population in this sector has remained relatively stable; though, it is projected to increase as the Hamlet of Irricana is likely to see a population increase. • Kathyrn / Beiseker sector accounts for 2.2% of RVS.

SHORT-TERM AND LONG-TERM CHALLENGES AND SOLUTIONS: Once development occurs in Irricana and/or Kathyrn, student population will increase and additional capacity will be required. Preferred Solutions: Construction of a new elementary school to accommodate the growth of student population expected from new developments - Priority 21. Alternative Solution: Continue to expand Kathyrn School and Beiseker School with modular classrooms.

There are 4 schools in this sector: Banded Peak K-Gr8 Elbow Valley K-Gr4 Springbank Middle Gr5-8 Springbank High Gr9-12

• The Bragg Creek / Springbank sector includes approximately 12,550 residents in Bragg Creek, Redwood Meadows and numerous acreage developments. • The Harmony community plan, located west of Calgary and north of the Trans Canada Highway, was approved by Rocky View County in 2008. Homes have started selling in this development with an expected build out population of 10,000 residents. Residents will be directed to schools in the Springbank area. Selling of homes began in Harmony in the fall of 2016 with growth of the community expected to be quite strong. • Springbank / Bragg Creek sector accounts for 10% of RVS student population.

SHORT-TERM CHALLENGES AND SOLUTIONS The most significant facility challenge in this area is ensuring a school building to accommodate the growth in student population expected from the Harmony development.

Preferred Solution: Construction of a new school in Harmony - Priority 5. • The schools in this sector can continue to accommodate the expected growth in Harmony for only the next few years. RVS preferred plan is to provide a school in Harmony before needing to ‘overfill’ the other Springbank schools with students. The Springbank schools are expected to be 100% utilized by 2022. • RVS has been working closely with the developers of the Harmony development. A site in Harmony is expected to be complete by fall of 2017.

Alternative Solution: In the event that a school is not approved as needed to accommodate the students, there are two alternative solutions. • First, a ‘modular school’ would be built on the site in Harmony community to accommodate the youngest students. • Alternatively, additional modular classrooms will be placed on school fields adjacent to the current schools, and the student population of these schools will swell well beyond 100% utilization and programming needs of students will be difficult to meet.

LONG-TERM CHALLENGES AND SOLUTIONS Schools in the Springbank area were built 40+ years ago and are in need of modernizing to meet the needs of the 21st century learner. These challenges are addressed with a proposed replacement of Elbow Valley school and modernization of Springbank High - Priorities 8 and 21.

CHALLENGE

Student population in Chestermere will be increasing by 200-300 students annually. A new school is required every 2-3 years just to accommodate this growth. A K-9 school is required as soon as possible, as every RVS school in Chestermere will be accommodating a greater student population than there is capacity by 2020. A site will be serviced and ready for a new school by the end of the 2017 construction season.

SOLUTIONS

Preferred Solution: Construct a new facility. This is the only feasible option for Chestermere. The student population is so large that RVS is nearing an accommodation crisis.

Alternative Solutions: 1. Build a pod of portables next to East Lake School. Advantage: Students will have a place to learn. Disadvantage: The addition of portables can only provide temporary accommodation given the constant population growth expected. Additional portables will be ‘over-loading’ the core school. 2. Construct an addition to an existing school: Disadvantage: There are no facilities with adequate site area for an addition that would accommodate the students from the communities that this new school will serve. 3. Bus students to adjacent schools or sectors: Disadvantage: There are no adjacent facilities with the capacity to receive students.

Ensuring adequate sites in Chestermere and area continues to be a priority to RVS. As such, RVS works collaboratively with the City of Chestermere and Rockyview County establishing location and size of sites at the initial stages of planning and communicating the need for sites to be initial phase of community development.

Shorter-term Challenges and Solutions: The short-term solution for ensuring schools are built and sites are ready when required, involves working collaboratively with the City of Chestermere, Government of Alberta, and the development industry. By working together and understanding possibilities and limitations, a new school for Chestermere students is attainable.

By 2020 RVS schools in the City of Chestermere will be well beyond 100% utilized.

• Bussing students across Yankee Boulevard to RJ Hawkey and Meadowbrook will have room for about 200 students. This is not a preferred option, as it is only a short-term solution and does not meet the needs of the community over the long-term. Also, increases the cost of the transportation.

Students residing in SE Airdrie will attend schools that are very much over the capacity, in which they were built; spaces such as Learning Commons, CTS areas, computer labs, and possibly gymnasiums will need to be used as general classrooms.

Unfortunately, the agreement cannot solve the challenge of lack of available sites for RVS today. RVS is supportive of working with all levels of government to ensure elementary/junior high sites, as well as, high school sites are available for needed school facilities.

Preferred Solution: Construct a new K-GR9 facility in the Heritage Hills community in the NW part of Cochrane. It will allow the of K-9 school transfer of students out of RancheView School, alleviating capacity pressure at that school.

Alternative Solutions: All schools in Cochrane will be at capacity by 2020. The only other option is to build a portable addition to an existing school, though no school has the core facilities to appropriately accommodate additional portables.

Students residing in Cochrane will need to attend schools that are very much over the capacity, in which they were built; spaces such as Learning Commons, CTS areas, computer labs, and possibly gymnasiums will need to be used as general classrooms.

One of the largest challenges RVS may face in Cochrane is ensuring sites are available when schools are required. RVS is working with the developers and Town to expedite the ‘site readiness’ of this site and other sites in Cochrane.

In the vicinity of Bayview there are three Rocky View Schools: CW Perry (GR5-8), Ralph McCall(K-4) and Nose Creek Elem(K-4). Enrolments at Nose Creek and Ralph McCall schools are currently at capacity. • Even though Nose Creek School is at capacity today, it will be able to accommodate the continued student growth in Baysprings and Bayside. This is because of the opening of Windsong Heights School (opening in 2017), as it will decant some of the students currently attending the Nose Creek school. • Ralph McCall student population is expected to stay very high as the school continues to

accommodate students within in the school’s boundary (south of Veterans Blvd, west of the railway tracks, north of Bayview). • Students from Midtown (currently in Ralph McCall’s boundary) will unlikely ‘fit’ into Ralph McCall in about 5 years-time, as that community continues to develop. • There is no other school space to accommodate Bayview students - all elementary schools west of the highway are fully utilized and no space is available to accommodate the extra 150-200 students/grade expected from Bayview and Midtown unless a new school is built in the Bayview community. • The older students (grade 5-8) from Midtown and Bayview will be accommodated between CW Perry and Muriel Clayton.

Alternative Solutions: • In order to accommodate an extra 150- Veterans Blvd 200 student per grade in Ralph McCall K-4 CW Perry 5-8 Airdrie, the options are very minimal. • Options such as Midtown rearranging grade structure Development or adding portables have been considered but cannot accommodate the 600+ students that will be expected from these two communities of Bayview and Bayview Yankee Valley Midtown. SOLUTIONS

Preferred Solution: Construct a new K-GR9 facility: This is the only feasible option as the developing community of Harmony and expected swelling student growth will require an additional facility in the Springbank area.

Alternative Solutions: 1. Add portables to the existing schools (Elbow Valley K - grade 4, Springbank grades 5-8). • The addition of portables can provide temporary accommodation for some of the student growth; however, given the student population growth expected in this area it cannot be considered a long-term solution. • Additionally, the existing schools do not have the core capacity to accommodate any more portables • Long term and continued busing would be required for students from the new development. LONG RANG CHALLENGE AND SOLUTION

RVS has been working closely with the developer and the County of Rockyview to ensure a site will be ready when new a school is to be constructed. The details of the site are in the process of being finalized and the site is expected to have services and RVS ownership by summer of 2018. There has been much discussion about opportunity of partnering with different organizations to enhance the use of this school for students and the greater community.

would be complementary not overlapping.

CHALLENGE

George McDougall High School, one of three high schools in Airdrie, is in need of a modernization in order to meet the needs of the 21st century learner. • This modernization will allow specific CTS programs to be offered at exploratory, specialized and certificated levels. • This project will develop specialized and certificated programming in George McDougall. • This project will also provide touch-down spaces for support service and career learning partners (Alberta Health, Human Services, Enterprise and Advanced Education, Bow Valley College and other post-secondary institutions) to meet the needs of the students and the community.

Enrolments at George McDougall School are expected to have a decline over the next 5 years, as the relatively new W.H. Croxford accommodates more students. By 2020, George McDougall will again see an increase in enrolments. It is during this ‘dip’ in enrolments that RVS would like to modernize the school, so student learning is minimally impacted. The above chart shows the number of GR10-12 students expected in both the hamlet of Langdon and the city of Chestermere. The number of high school students increases by 50-100 students/grade over the next few years. Langdon High School could open in 2020 with about 400 students.

SOLUTIONS

Preferred Solution: Construct a new high school of 600 student spaces with potential to expand. The school will be built on the site located on the west side of the hamlet, which will be ready serviced and ready for a building in the fall of 2017. A new high school will provide Langdon, a hamlet of over 5,000 people, with a community high school and allow some ‘breathing room’ at Chestermere High School.

This facility would be constructed as a joint use facility with the County and include regional recreation facilities, wrap around services, and career learning facilities for students and residents of Langdon and Indus.

Alternative Solutions: Modernize/Replace the existing Chestermere High facility: Replacing Chestermere High School and building a larger facility on the west side of Chestermere to accommodate up to 1500 students. Advantage: An updated facility in the City of Chestermere that could provide a wide range of programming for students. This would be a solution that would work for about 5 years, as both high schools will be needed in the long-term to accommodate student growth. Disadvantage: Langdon, a Hamlet of over 5,000 people, will not be provided with a community high school. Students will continue busing to City of Chestermere for Grade 10- 12. Continue to add students to current Chestermere High School: Portables could be added to the site and over-utilize the core school. Chestermere High is already an amalgamation of two school buildings and continuing to add more portables will add strain to the core programming and CTS programs.

Chestermere High School is going to be accommodating more students than the capacity of the school. If the preferred solution or alternative solution are not approved to go forward, then more portables will be added to Chestermere High, thereby adding more strain to the core programming and CTS programs. Chestermere High School is an amalgamation of a high school and a middle school connected by a hallway and cannot accommodate much more student population.

LONG RANGE CHALLENGES AND SOLUTIONS

The long-range challenge for this area is ensuring that Langdon receives appropriate local schools for a community of its size. Additionally, adequate school capacity is provided to accommodate the growth of the hamlet. Unlike other areas that RVS serves, school sites will not be a concern for the high school facility, as the site will be ready for building construction fall of 2017.

RVS has built partnerships with various Langdon community organizations to be included in the high school.
