Our Organisation Our constitution was designed over a quarter of a century ago, it is out of date and not fit for purpose; our committee structure is unfathomable and secretive and there is little real diversity at the top of our party. The Changes we need We need clarity and openness in our decision making and lines of authority and we need to end the vested interests that exist in our national committees. Above all we need our committees to reflect our members and supporters. Five key changes to the party We need to: Ÿ Make joining the party easy and relevant; Ÿ Make complete the switch to one member one vote; Ÿ End the vested interest seats in our committees; Ÿ Make our committees accountable; and Ÿ Secure real diversity around the top table. Diversity is not just about the colour of your skin, or your sex, it is about your sexuality and your upbringing, your background and your experience. Abuse must not be tolerated Abuse (mental or physical) must never again be tolerated in our party. I will stand firm against anyone who attempts to use their position to abuse or bully others and ensure the FE does its job in empowering itself to challenge and stop such abuse. There are only two ways to end such abuse - retraining where it is possible and expulsion where it is not. Decisions must be open Once a decision is taken it must be made clear to members and, where appropriate, the public. We must end the secret enclaves and need to know attitudes and make this party open to both scrutiny and criticism. It is the only way to restore public trust in our politics. The task ahead Our task between now and the General Election is clearly to get as many Liberal Democrat MPs and councillors elected as possible; but the day after the General Election we need to begin to completely overhaul our constitution and structures to make them fit for the 21st Century. Why am I standing again?

1. Our party must improve as an organisation. With a ‘can do’ approach I have already headed up the group which put forward the successful proposals for One Member One Vote and there is much more that FE needs to do more effectively. We have two challenging years ahead supporting our Council Candidates as well as Parliamentary Candidates

2. To continue debating with our members what we do, and what we should be doing; as I already do on Facebook and LibDem Voice

3. To continue working with other committees such as FCC to get the best outcome for the party

4. Not afraid of making tough decisions to focus on campaigns and support to our candidates

5. Worked at all levels of the party (deliverer, conference steward, MP and more!)

The next two years will bring many challenges with the General Election and Key Council elections. Changes to government in England, and Wales will need to see us changing as a party too. I’m ready for those challenges.

’m unarguably guilty on the first two counts…but ? I don’t think so! Although, of course, Ithat’s for colleagues to decide. I’ve just bounced back from prostrate cancer and that takes lots of energy. In between treatments I produced the 25-recommendations FE report on Membership, served on the SAO Review Group and, as we all did, suffered the May 22 agonies. I also launched the network which morphed into the Membership report. As a former PPC and Euro warrior, I’ve been a member of the PCA since the dark ages and reached the dizzy heights of chair (2002-05 and again in 2013), I’ve also served as treasurer, recruiting officer, vice-president and currently, secretary. I was elected to the FE in 2010-2012. During that time I was responsible for the strategy motion overwhelmingly passed by the Conference which called for our ministers to demonstrate greater independence of thought and action on matters both inside and outside the coalition agreement by • identifying which coalition polices derived from Lib Dem polices – which we have done • identifying which coalition policies derive from the Tories and which we would not support were it not for the coalition - something which we have not done very well • identifying those polices suggested by the Tories which we have blocked – we are doing this but started way too late

I also argued that the decisions on the existence and content of any future coalition agreements should not be left to prospective ministers on the negotiating team and the leader to decide alone and then simply put as a take or leave it package to a special conference. I argued that there should be an oversight group comprised of those elected within the party’s democratic systems. I then worked successfully to achieve this.

I did not stand for FE in 2012-2014 instead being elected to the Federal Conference Committee on a specific platform of avoiding a repeat of the denial of a conference vote on the disastrous Health and Social Care Act. This problem did not recur while I was on the FCC.

My priorities for the FE >>>

1) The Federal executive is clearly not working very well, given the motion of censure at the last conference and its withdrawal of some of its own motions. The FE needs to get a grip. 2) More transparency of its agenda & decision-making will assist, as any local councillor knows! 3) Internal party matters need to be handled better in terms of process at the outset 4) Ensuring that elected party committees are not by-passed in the event of any negotiations for a future coalition or “confidence and supply” arrangements 5) I support one member, one vote for conference policy decision-making – because we have to make our conference bigger. But we need to ensure the proposals for the election of party committees do not simply favour those who have “name recognition” among the membership (like me!) at the expense of those activists who work hard to serve the party at a local or national level.

At the election we need the public to know that we have no preference for the Conservatives if a coalition or “confidence and supply” arrangement is needed. Any post-election partnership working should be based purely on the arithmetic and on manifesto “overlap” or commonalities. Our manifesto should be derived totally independently of the views of our coalition partners.

Candy Piercy is best known in the Lib Dems as a trainer, mentor and campaigner. But many influential members believe her work behind the scenes is even more important. She began her career in the Lib Dems as Deputy Director of Campaigns, winning elections at all levels as a very successful agent. Over the last decade her focus has been on helping women and other under represented groups to get into parliament, onto local councils and elected to party committees. Candy is one of the most widely respected trainers in the Party. She helped found the Campaign for Gender Balance (then called GBTF) and still runs it today on behalf of Lib Dem Women. She is the President of the Agents and Organisers Association and has trained political activists in over 30 new democracies around the world, for agencies such as the UN. A member of the FE over a number of years, Candy often leads the way in challenging the Party Leadership and management. She wants to reform the way the FE works to make it more representative, more transparent and more responsive to members. She says “We need to use the internet and social media to keep members involved and properly informed about what the FE is doing, and to find out what they think about Party strategy and management.” After the dreadful Local and Euro Election results Candy ran an informal consultation on Facebook to find out what Party members thought should happen next.
