Attachment A Report Prepared by External Planning Consultant 3 Recommendation It is resolved that consent be granted to Development Application D/2017/1652, subject to the following: (A) the variation sought to Clause 6.19 Overshadowing of certain public places in accordance with Clause 4.6 'Exceptions to development standards' of the Sydney Local Environmental Plan 2012 be supported in this instance; and (B) the requirement under Clause 6.21 of the Sydney Local Environmental Plan 2012 requiring a competitive design process be waived in this instance; and (C) the requirement under Clause 7.20 of the Sydney Local Environmental Plan 2012 requiring the preparation of a development control plan be waived in this instance; Reasons for Recommendation The reasons for the recommendation are as follows: (A) The proposal, subject to recommended conditions, is consistent with the objectives of the planning controls for the site and is compatible with the character of the area into which it will be inserted. It will provide a new unique element in the public domain which has been specifically designed to highlight Sydney’s main boulevard and the important civic precinct of Town Hall and the Queen Victoria Building. (B) The proposed artwork is permissible on the subject land and complies with all relevant planning controls with the exception of overshadowing of Sydney Town Hall steps. While the proposal will result in some additional shadowing of the steps this impact will be minor and is outweighed by the positive impacts of the proposal. (C) The proposal is of a nature compatible with the overall function of the locality as a civic precinct in the heart of the Sydney CBD. -

Journal and Proceedings of The Royal Society of New South Wales Volume 118 Parts 3 and 4 [Issued March, 1986] pp.181-193 Return to CONTENTS The Architecture of Scientific Sydney Joan Kerr [Paper given at the “Scientific Sydney” Seminar on 18 May, 1985, at History House, Macquarie St., Sydney.] A special building for pure science in Sydney certainly preceded any building for the arts – or even for religious worship – if we allow that Lieutenant William Dawes‟ observatory erected in 1788, a special building and that its purpose was pure science.[1] As might be expected, being erected in the first year of European settlement it was not a particularly impressive edifice. It was made of wood and canvas and consisted of an octagonal quadrant room with a white conical canvas revolving roof nailed to poles containing a shutter for Dawes‟ telescope. The adjacent wooden building, which served as accommodation for Dawes when he stayed there overnight to make evening observations, was used to store the rest of the instruments. It also had a shutter in the roof. A tent-observatory was a common portable building for eighteenth century scientific travellers; indeed, the English portable observatory Dawes was known to have used at Rio on the First Fleet voyage that brought him to Sydney was probably cannibalised for this primitive pioneer structure. The location of Dawes‟ observatory on the firm rock bed at the northern end of Sydney Cove was more impressive. It is now called Dawes Point after our pioneer scientist, but Dawes himself more properly called it „Point Maskelyne‟, after the Astronomer Royal. -

In September 2015 he succeeded Pinchas Zukerman as Music Director of Canada’s National Arts Centre Orchestra. The ensemble has since been praised as “an orchestra transformed … hungry, bold, and unleashed” (Ottawa Citizen). -
Adam David Morton: Spatial Political Economy
SPATIAL POLITICAL ECONOMY Adam David Morton In 2000, it was David Harvey in an interview who commented with some lamentation that although The Limits to Capital ‘was a text that could be built on’ it was, sadly in his view, not taken up in that spirit (see Harvey, 1982; Harvey, 2000: 84). The tangible melancholy in this comment seems somewhat incredulous in the years before and since, given the rightly justified centrality of David Harvey’s agenda-setting work in advancing historical-geographical materialism. For many, Harvey delivers the ‘hard excavatory work’ in providing three cuts to understanding 1) the origin of crises embedded in production; 2) the financial and monetary aspects of the credit system and crisis; and 3) a theory of the geography of uneven development and crises in capitalism. The result, in and beyond The Limits to Capital, is a reading of Marx that offers a spatio-temporal lens on uneven geographical development. Put differently, a combined focus on space and time together reveals the spatiality of power and the command over space as a force in shaping capitalism and the conditions of class struggle. Closer to what is now home, it was Frank Stilwell in Understanding Cities & Regions who crafted the term spatial political economy as a way of approaching the concerns of political economy in relation to cities and regions, space and place (Stilwell, 1992). The exhortation here was to give political economy a spatial twist: to develop a spatial political economy able to grapple with the relationship between social processes and spatial form. Moreover, the approach of spatial political economy aims to do so in such a way that would have both a spatial and temporal dimension. -

–Winter 2018 Vanessa Berry goes underground Message Since I last wrote to you, the Library has lost one of its greatest friends and supporters. You can read more about Michael Crouch’s life in this issue. For my part, I salute a friend, a man of many parts, and a philanthropist in the truest sense of the word — a lover of humanity. Together with John B Fairfax, Sam Meers, Rob Thomas, Kim Williams and many others, he has been the enabling force behind the transformation currently underway at the Library. Roll on October, when we can show you what the fuss is about. Our great Library, as it stands today, is the result of nearly 200 years of public and private partnerships. It is one of the NSW Government’s most precious assets, but much of what we do today would be impossible without additional private support. The new galleries in the Mitchell Building are only one example of this. Our Foundation is currently supporting many other projects, including Caroline Baum’s inaugural Readership in Residence, our DX Lab Fellow Thomas Wing-Evans’ ground-breaking work, the Far Out! educational outreach program, the National Biography Award, the Sydney Harbour Bridge online exhibition (currently in preparation), not to mention the preservation and preparation of our oil paintings for the major hang later this year. All successful institutions need to have a clear idea of what they stand for if they are to continue to attract support from both government and private benefactors. At the first ‘Dinner with the State Librarian’ on 12 April, I addressed an audience of more than 100 supporters about the Library in its long-term historical context — stressing the importance of preserving both oral and written traditions in our collections and touching on the history we share with museums. -
Art Deco Napier, I Have Focused on Three Principal Themes
6. Comparative analysis 6.1 Introduction When determining what the unique or, at least, special qualities of Napier’s Art Deco precinct are, it is useful to make comparisons with other cities possessing similar concentrations of buildings from a comparable period. Because World Heritage, by definition, transcends the value attached to heritage at a purely national level, it is essential to assess a site such as Napier against comparable international examples. In selecting comparative sites to assist in defining the significance of Art Deco Napier, I have focused on three principal themes. These are, in order of importance: 1. Unified urban environments constructed in the third and fourth decades of the 20th century that possess significant numbers of buildings in the Art Deco, Moderne, Spanish Colonial Revival or related styles. 2. Urban environments that possess groups of Art Deco buildings of outstanding architectural quality. 3. Unified urban environments, irrespective of the period in which they were constructed, that resulted from reconstruction following a catastrophic earthquake. In the past, Napier has been compared with other cities possessing unified townscapes. The most often quoted comparison is that made by Sir Neil Cossons, former head of English Heritage, who stated in 1985 that ‘Napier represents the most complete and significant group of Art Deco buildings in the world, and is comparable with Bath as an example of a planned townscape in a coherent style. Napier is, without doubt, unique’ (DOC 2006: 17). I have not chosen to follow Sir Neil’s lead because I do not feel the comparison with Bath is helpful in defining the distinctive characteristics of Napier. -

Situated on one of the world's most striking harbors, where the twin icons of the Sydney Opera House and Harbour Bridge steal the limelight, the relaxed Australian city is surprisingly close to nature. Within minutes you can be riding the waves on Bondi Beach, bushwalking in Manly, or gazing out across Botany Bay, where the first salt-encrusted Europeans arrived in the 18th century.
