Section I PSA26AAA Emergency Action Plan

Introduction The Emergency Action Plan for the Area Agency on Aging of Lake & Mendocino Counties (PSA26AAA) is designed to address the needs of older adults, family caregivers, and other associated populations in the event of a natural, technological, or man-made emergency or disaster. The primary purpose of this plan is to maintain a continuity of service in the event of a disaster. The main themes of the plan are prevention, preparation, response, and recovery. The plan is positioned to be used in conjunction with already established emergency systems of response and practice including the following: Office of Emergency Services (OES) - the primary mission of the Office of Emergency Services is to coordinate response, relief and initial recovery operations during multiple jurisdictional and/or multiple agency emergencies or disasters. Standardized Emergency Management System (SEMS)-SEMS is intended to standardize response to emergencies involving multiple jurisdictions and/or multiple agencies. SEMS requires emergency response agencies use basic principles and components or emergency management including the Incident Command System (ICS), multi-agency or inter-agency coordination, the operation area concept, and the established mutual aid systems. National Incident Management System (NIMS)- integrates effective practices in emergency preparedness and response into a comprehensive national framework for incident management. The NIMS enables responders at all levels to work together more effectively to manage domestic incidents no matter what the cause, size, or complexity. CAL EOC Office of Emergency Services Emergency Operation Center– Cal EOC is the Cal OES web system for reporting disaster information and requesting resources from the State. RIMS was previously used for this reporting. Emergency Operations Center (EOC) - The location in which the County Office of Emergency Services coordinates response during multiple jurisdictional and/or multiple agency disasters is called the Emergency Operations Center. During disasters the EOC activates various governmental agencies and organizations within the operation area. The core functions of an EOC include coordination, communica- tion, resource allocation and tracking, and information collection, analysis and dissemination related to a specific incident. EOC’s facilitate the sharing of all- hazards operational information and other subject matter expertise in support of incident management and response activities.

Emergency Action Plan Continuity of Service

Responsibilities for Emergency Planning and Response

An overriding principal of the PSA26AAA Emergency Action Plan is to maintain a Continuity of Service at a minimum level for older adult and family caregivers in Lake and Mendocino Counties. Special consideration will be placed on senior nutrition and information and assistance which are a vital part of response and recovery. In addition, efforts will be made to identify and map vulnerable populations.

PSA26AAA recognizes that the responsibility for coordinating emergency preparedness rests with the Office of Emergency Services (OES) through local government. PSA26AAA however, is responsible as an Area Agency on Aging to ensure the needs of older adults are considered and addressed in time of natural and man-made disasters.

PSA26AAA’s first priority after a disaster is to ensure that services to its clients and contract agencies continue or are restored as soon as possible. Senior nutrition programs are a vital part of response and recovery for the well-being of older adults. In order to help contract agencies receive assistance needed to continue operations, PSA26AAA staff will conduct an assessment of the status of provider staff and clients, facilities and needs as soon as possible after a disaster. PSA26AAA staff will provide links to community resources to provide needed assistance.

After addressing the needs of PSA26AAA’s clients and programs, PSA26AAA staff may assist local emergency operations with specific emphasis on older adults and family caregivers.

Emergency Action Plan Continuity of Service

Prevention/Preparation

As a California state-designated area agency on aging, PSA26AAA will participate in local disaster planning efforts to ensure the needs of older adults and family caregivers are considered in the planning phase. In addition, PSA26AAA will provide opportunities for education and training for older adults, and family caregivers on how to prepare for disasters, including information on evacuation planning, mass sheltering, sheltering in place (up to 72 hours), supplies (food, water, medications, flashlights, batteries), care management, and transportation. In order to facilitate prevention and preparedness efforts, PSA26AAA will: 1) Become part of local emergency operations plans by assuming the role of supporting the needs of older adults and family caregivers. 2) Annually, revise, assign specific responsibilities, and update the PSA26AAA Emergency Action Plan. This includes providing any changes to PSA26AAA Disaster Coordinator to CDA Disaster Coordinator. 3) Support California Department of Aging (CDA) standards of emergency preparedness for PSA26AAA and all of its contract agencies. 4) Encourage training for all staff and contractor staff concerning agency expectations, standards, and methods of developing agency and site emergency plans. 5) Conduct routine assessments of contractor’s Emergency Operation Plan and staff training to ensure compliance.

Emergency Action Plan Continuity of Service

Response

When applicable and in conjunction with local government efforts, PSA26AAA staff will participate in the local Internal Standardized Emergency Management System (SEMS) and the Emergency Operations Center (EOC) during a disaster. Specific action steps will be taken to ensure continuity of services including Information and Assistance, senior nutrition, legal services, care management, caregiver support, and Long –Term Care Ombudsman. 1) Conduct the Service Provider Disaster Assessment of each contract agency to ensure the continuation of needed services. 2) Appropriately staff PSA26AAA office and respond to clients’ needs during disaster or emergency. 3) Provide information, as it becomes available, to contract agencies and community based organizations for the purpose of assisting the needs of older adults, family caregivers, and those that serve them.

Recovery

PSA26AAA staff will work with the local community and individual clients to support the needs of older adults and family caregivers. 1) Assist contract agencies with resources needed to provide full restoration of senior services. 2) Assist contract agencies in learning how to process financial reimbursement for emergency response and repair. 3) Assist older adults and family caregivers with resources needed to maintain self- determination. 4) Assist older adults and family caregivers in the community to address their needs as a result of the disaster.

Emergency Action Plan Communication

Communication

During and following a disaster, PSA26AAA staff, volunteers and provider employees may be asked to utilize community communication systems to the extent that they can provide needed services (Appendix 1. Emergency Communications). When and if these systems cannot provide reliable services, the PSA26AAA will be given a means to share information among PSA26AAA staff, with established Emergency Operations Centers and emergency response agencies (Appendix 2. Emergency Response Agencies). Attention will be given to keeping the general public, particularly the elderly, disabled, and their caregivers, aware of the extent that the disaster will possibly affect them and the resources available to help them to recover from the emergencies caused by the disaster. Emergency Communication Systems (Appendix 1). The primary standby system will be that which is provided by the Emergency Operations Center in the two counties. Emergency Contact Organizations. In order for the PSA26AAA to best serve its clients during and following a disaster it will be necessary to maintain communications with a wide range of public and private agencies responding to the disaster and its consequences. The elderly, disabled, and their caregivers will look to the PSA26AAA service providers for the latest and most accurate information regarding the disaster. (See Emergency Response Agencies Appendix 2 and Natural Disaster Response Agencies Appendix 3.) In order to meet these needs, the PSA26AAA has developed a comprehensive list of agencies with resources that may be used to assist those looking to the PSA26AAA for information and directions. For the purposes of this plan, use the Lake and Mendocino Counties Resource Directory for Older Adults. A current hard copy of this guide should be maintained by the PSA26AAA representative to the EOC, Local Assistance Center and all contractors. Program Protocols Local Long-Term Care Ombudsman Program Guidelines for Contacting Staff & Volunteers in Case of Disaster and Related Emergency Activities.

In the event of a man-made or natural disaster PSA26AAA staff may be required to volunteer for disaster-related services that match their skills and abilities.

A. Preparation 1) Create a Disaster Preparedness Binder, including emergency and disaster information sheet, staff contacts, and protocols. 2) All current and new staff and volunteers will be encouraged to complete appropriate disaster preparedness training.

B. Response 1) Depending on the nature of the event and the time it occurs, Ombudsman Coordinator or Program Coordinator will contact Ombudsman staff and volunteers by phone, if possible. The phone call will be made for the purpose of providing information on safety, information or work location changes and appointment changes or cancellations. 2) If phone lines are not working and travel to appointments or work locations is deemed inadvisable by the Office of Emergency Service (OES), volunteers are not expected to meet their appointments. 3) Ombudsman staff will monitor facility evacuation, closure, and relocation to ensure that the rights of the residents are protected. 5) Ombudsman Coordinator will notify State Long-Term Care Ombudsman within 24 hours of any impacts on facilities. 6) Ombudsman Coordinator will monitor volunteers and staff status after a disaster to ensure that their needs are met to the best of staff’s ability.

C. Recovery

1) Ombudsman staff will help in facilitating communication on issues within facilities with residents. 2) Ombudsman staff will monitor to confirm that long-term care facilities follow applicable laws. 3) Ombudsman staff will confirm that residents are returned, will verify normalcy and that residents rights are respected. Ombudsman staff will follow up with residents to verify that they feel safe and secure.

In the event of a disaster PSA26AAA staff may be required to volunteer for disaster- related services that match their skills and abilities.

Preparation

1) Require a current Emergency Operations Plan (Section II) from each contractor. 2) Annually confirm appropriateness of Contractor’s Emergency Operations Plan and any revisions. 3) Annually confirm Contractor’s training for all staff and volunteers concerning contractor expectations and staff’s responsibilities in the event of an emergency. Encourage training on Incident Command System (ICS) of disaster response. (See page 5 of Emergency Action Plan)

Response

A) PSA26AAA Program Coordinator will contact the nutrition programs to ensure the continuation of congregate and home-delivered meals. 1) Confirm the maintenance of sanitation standards in emergency kitchens operated by nutrition programs by advising food service directors. 2) Work with contractors to learn of needs starting with home-delivered meals providers, and then congregate meal providers to insure that food service systems are not disrupted. 3) Coordinate on-site assessments of each contractor using the Contractor Disaster Assessment form (Form A). 4) After assessing contract providers, information will be compiled to share with local services and plan appropriate help for providers. 5) If needed, consult with Emergency Operation Center director or appointee concerning needs for senior nutrition.

Recovery

PSA26AAA will assist contractors to identify/follow-up with vulnerable populations after a disaster event: 1) Through contractors, PSA26AAA will monitor disaster impacts, evaluating client needs, and advocating for the support to serve the elderly, disabled, and their caregivers. 2) Information and Assistance staff shall keep track of services being offered to disaster victims and make sure the information is accurate and timely. 3) PSA26AAA staff will participate in community meetings to help individuals apply for federal, state, county, or private recovery services. 4) When received, PSA26AAA will help distribute information concerning unlawful and fraudulent activity intended to prey on vulnerable populations after a disaster. 5) If available, PSA26AAA will seek additional funding to help provide needed service and supplies. Such funding and its use shall follow all appropriate federal, state, and local guidelines and regulations.

No PSA26AAA funds will be expended for such purposes without explicit written directives from authorized state or federal agencies. These directives must include assurance that any agency funds spent in support of such directives will be reimbursed in a timely and complete manner. The Director of the PSA26AAA must obtain appropriate approvals from the PSA26AAA Governing Board prior to the expenditure of any agency funds not already approved in the regular budget as part of the PSA26AAA’s annual contract with California Department of Aging.

Section II Contractor Emergency Operation Plan Requirements The State of California, Welfare and Institutions Code Section 9625, requires each senior center develop and maintain a written Emergency Operations Plan. Senior centers are also required, in the development of their emergency operations plan, to coordinate with their County Office of Emergency Services, the Area Agency on Aging, and other relevant agencies and stakeholders to provide service continuation in the event of a disaster.

Home Emergency Tips for Seniors and Family Caregivers

The Area Agency on Aging of Lake & Mendocino Counties wants seniors to be as prepared as possible for emergencies. In recent past, we’ve had both fires and floods which have required emergency response in our area. In response to the need for emergency planning and preparation for disaster response, the PSA26AAA Emergency Action Plan includes goals ensuring all senior centers and other contracted providers are prepared. Plan Ahead! The next time disaster strikes, you may not have much time to act. Prepare now for a sudden emergency. By planning ahead you can avoid waiting in long lines for critical supplies, such as food, water and medicine. Remember to review your plan regularly. Being prepared before an emergency or disaster is the best way for a caregiver to keep his/her aging loved one safe. Use the following disaster checklist to get started:  Assemble a disaster supplies kit.  Arrange for someone to check on you.  Plan and practice the best escape routes from your home.  Plan for transportation if you need to evacuate to a shelter.  Find the safe places in your home for each type of emergency.  Have a plan to signal the need for help.  Post emergency phone numbers near the phone.  If you have home health care service, plan ahead with your agency for emergency procedures.  Teach those who may need to assist you in an emergency how to operate necessary equipment. Be sure they will be able to reach you. For your safety and comfort, you need to have emergency supplies packed and ready in one place before disaster hits. You should assemble enough supplies to last for at least three days. Assemble the supplies you would need in an evacuation, both medical and general supplies. Store them in an easy-to-carry container, such as a five gallon plastic bucket or a duffel bag. Be sure your emergency kit has an ID tag. Label any equipment, such as wheelchairs, canes or walkers that you would need. Local Senior Center Resources

Senior Centers that contract with the PSA26AAA center are required to develop and maintain an Emergency Action Plan (EAP) to coordinate with their County Office of Emergency Services, the Area Agency on Aging, and other relevant agencies and stakeholders to provide services during and after a disaster. In the event of an emergency, local senior centers will be able to provide accommodation to seniors, people with disabilities, caregivers and others community members in need in the event that other community facilities are inoperable. When to Go to a Shelter Shelters may be opened if a disaster affects a large number of people and/or the emergency is expected to last several days. The Red Cross gives tips to seniors on when to go to a shelter:  Your area is without electrical power.  There is a chemical emergency affecting your area.  Flood water is rising.  Your home has been severely damaged.  Police or other local officials tell you to evacuate. Services provided at Red Cross shelters include food, temporary shelter, and basic first aid. To learn about shelters in your area, listen to your battery-powered radio or, if possible, check with you local senior center or Red Cross chapter. If You Need To Evacuate  Coordinate with your caregiver or homecare provider for evacuation procedures.  Try to car pool if possible.  If you must have assistance for special transportation call Red Cross or your local officials.  Wear appropriate clothing and sturdy shoes.  Take your Disaster Supplies Kit.  Lock your home.  Use the travel routes specified or special assistance provided by local officials. Don’t take any short cuts, they may be unsafe. Notify shelter authorities of any need you may have. They will do their best to accommodate you and make you comfortable.
