SW/03/0254 (2.3) Beechwood House Developments Ltd

Construct seven one-bedroom and seven two- bedroom flats in two 2-storey buildings with further accommodation in the roof space, form new access to sixteen car parking spaces to the rear. 7-19 Crown Road, Milton Regis, Sittingbourne.

The Development Control Manager explained that it was an improved scheme and that English Heritage raised no objection. Two letters of objection had however been received from local residents.

Members raised concerns of the highway layout in Crown Road and the Executive Member for Highways undertook to investigate the issue further.

RESOLVED (1) That application SW/03/0254 be approved subject to conditions (1) to (17) in the report and any further conditions to ensure a good design and to provide parking areas during construction.

(2) That possible improvements to the highway situation in Crown Road, Milton Regis, Sittingbourne be investigated further and actioned if possible.

SW/03/0255 (2.4) Beechwood House Developments Ltd

Conservation area consent for demolition of existing commercial buildings and garages. 7-19 Crown Road, Sittingbourne.

SW/04/461 (2.10) Mr A Bolding

Conversion of former garage/games room to a detached three bedroom dwelling. The Paddocks, Valley, , Sittingbourne.

The Development Control Manager explained that there were some principle problems due to it being a raised site. However, this was overcome by conditions on fencing and windows and the imaginative design. The Parish Council had raised objection.

RESOLVED That application SW/04/461 be approved subject to conditions (1) to (8) in the report.

SW/04/0391 (2.11) Silvercrest Construction

Outline application for the construction of 30 apartments and associated works. Land adjacent to the Seahorse Public House, Grove Avenue, Leysdown.

The Area Planning Officer reported that the Environment Agency had stated that providing slab level was in excess of 6.4m then it was happy to withdraw its objection and that if sleeping accommodation was proposed at ground level then escape to higher level must be provided. Furthermore, Mouchel Parkman had requested an educational contribution be provided either by condition or a Section 106 Agreement towards middle and secondary school places. The Highway Manager recommended conditions regarding a temporary car park for construction vehicles, proposed parking/turning areas to be clear of obstruction and Grove Avenue to be made up to adoptable standards.

The Applicant, Mr Colley, spoke in favour of the proposal.

RESOLVED That application SW/04/0391 be delegated to the Head of Development Services to permit or refuse subject to conditions (1) to (10) in the report, a Section 106 Agreement, any additional conditions required and that amended plans be received showing red-edge to the application site to include Grove Avenue up to the existing public highway.

SW/04/0411 (2.12) Tesco Stores Ltd

Advertisement consent for illuminated and non- illuminated signage. Chalkwell Road, Sittingbourne.

Members raised concern about the amount of illumination proposed and requested further negotiation.

RESOLVED That application SW/04/0411 be delegated to the Head of Development Services to permit or refuse subject to conditions (1) to (6) in the report and that the Applicant agree to a reduction in illuminated signs.

The Area Planning Officer requested that the Highway Manager raised objection to the application due to loss of existing parking spaces.

RESOLVED That application SW/04/0457 be refused on the grounds of loss of existing parking spaces, leading to increased on-street parking and highway safety concerns.

SW/04/0096 (2.15) Department of Health & Social Care

Outline application by residential development. Former Sheppey General Hospital, Wards Hill Road, Minster.

The Area Planning Officer reported that a letter of objection had been received which commented on concerns regarding lack of infrastructure provided in relation to scale of housing on Sheppey. Also, whilst no comments had been received from English Nature, it was considered appropriate that a condition, protecting habitat for bats, be imposed.

An Objector, Mr Skelton, spoke against the proposal.

Members raised concerns about highway issues and impact on the local environment.

RESOLVED That application SW/04/0096 be delegated to the Head of Development Services to approve subject to conditions (1) to (23) in the report to resolve wording of appropriate additional conditions regarding highway safety and bat habitat protection and a Section 106 Agreement.

The Area Planning Officer tabled pictures and proposed views along with a letter from the Applicants supporting the proposal.

An Objector, Mr Wilkinson, spoke against the proposal.

RESOLVED That application SW/04/0352 be refused.

SW/04/0513 (3.2) Mrs H Heap

Retrospective application for listed building consent for a double glazed french door and doubled glazed windows in hardwood sub- frames in the rear and side of property. 149 The Street, Boughton-under-Blean, Faversham.

The Area Planning Officer clarified errors in the agenda and explained that a letter from the Applicant had been tabled at the meeting as this had been misprinted in the Agenda, for which he apologised.

The Applicant, Mrs Heap, spoke in favour of the proposal.

RESOLVED That application SW/04/0513 be deferred to allow the Planning Working Group to meet on site.

SW/04/0523 (3.3) Wastenot Recycling Ltd

Construction and operation of waste recycling, treatment, processing and transfer centre, including improvements to surface and alignment of part of road. Former coal depot.

The Development Control Manager tabled a letter from the Applicant's Agent at the meeting.
