(Nov. 08, 2000) FOREWORD Every four years, just after the Presidential election, the "United States Government Policy and Supporting Positions," commonly known as the PlumBook,is published,alternately,by the Senate Committee on Governmental Affairs and the House Committee on Government Reform. This publication contains data (as of September 1, 2000) on over7,000Federalcivil service leadership and support positions in the legislative and executive branches of the Federal Government that may be subject to noncompetitive appointment (e.g., positions such as agency heads and their immediate subordinates,policy executives and advisors, and aides who report to these officials). The duties of many such positions may involve advocacy of Administration policies and programs and the incumbents usually have a close and confidential working relationship with the agency head or other key officials. Following are the major categories of positions listed: • Executive Schedule and salary-equivalent positions paid at the rates established for levels I through V of the Executive Schedule; • Senior Executive Service "General" positions; • Senior Foreign Service positions; • Schedule C positions excepted from the competitive service by the President, or by the Director, OfficeofPersonnelManagement,becauseofthe confidentialorpolicy-determining nature of the position duties; • Other positions at the GS-14 and above levelexcepted from the competitive civil service by law because of the confidential or policy-determining nature of the position duties. See Appendix 2 for more details on SES appointments and Appendix 3 for more details on Schedule C appointments. Additional information on the positions listed and the Federalsalary schedules underwhich they are paid is provided in the appendices. The Legend on the following page shows the codes and acronyms used in this publication. (iii) LEGEND Position Location (Column 1) Listed are the cities,States/Provinces,and foreign countries in which the positions are located.Countries and cities (or other subdivisions)are shown foroverseas posts.Note that "Washington DC" includes positions in the entire metropolitan area and therefore includes certain cities and counties in the States of Maryland and Virginia. Position Title (Column 2) Listed are the position titles and the names of the organizations in which they are located. Name of Incumbent (Column 3) Listed are the names of individuals serving under other than career appointments. The phrase "Career Incumbent" is shown for positions encumbered by careerappointees.The term"Vacant" is shown forpositions that were not occupied on September 1, 2000, the "as of" date of this publication. Note that the law requires that "member" positions in certain agencies (e.g., boards, committees, and commissions) be filled on a bipartisan basis. This dissertation examines the influence of fact- checks on citizens' evaluations of political candidates. Using an original content analysis, I determine who conducts fact-checks of candidates for political office, who is being fact- checked, and how fact-checkers rate political candidates' level of truthfulness. WASHINGTON — In all the discussion these days about how dysfunctional Washington has become, attention usually centers on a fractious Congress riven by partisanship and paralyzed at times by rules and obstruction. Often lost in that conversation is the possibility that the presidency itself may need fixing. At least that is the conclusion of a bipartisan group of former advisers to presidents and would-be presidents who have drafted what they call a plan to make the presidency work better. With the help of several former White House chiefs of staff, the group, called No Labels, has fashioned a blueprint that would make whoever wins in November both more powerful and more accountable. The idea is to cut through some of the institutional obstacles to decisive leadership that have challenged President Obama and his recent predecessors, while also erecting structures to foster more bipartisanship, transparency and responsiveness. If the proposals were enacted, the next president would have more latitude to reorganize the government, appoint his own team, reject special-interest measures and fast-track his own initiatives through Congress. But he would also be called on to interact more regularly with lawmakers, reporters and the public. “There aren’t any magic answers to Washington’s problems,” said Dan Schnur, a former Republican strategist who worked on several presidential campaigns and now directs the Jesse M. Z jednej strony bowiem, w kontekście modnych dzisiaj, „obrazko­ wych” strategii kontaktu z potencjalnymi wyborcami (np. memy internetowe), słowo mówione wydaje się odchodzić bezpowrotnie w przeszłość, z drugiej zaś - obawa przed elokwentnymi demagogami, zdolnymi za pomocą pustych, ale przekonująco brzmiących sformułowań przyciągnąć tłumy, jest obecnie bardzo silna1. Prawda, jak to zwykle bywa, leży zapewne pośrodku: nowoczesne cyfrowe techniki propagandy wykorzystują ekstensywnie patenty argumentacyjne znane już starożytnym retorom, a wyolbrzymianie efektywności populistycznych filipik odwraca uwagę od prozaicz­ nych nieraz, głęboko zakotwiczonych w rzeczywistości społecznej przyczyn popular­ ności ich autorów. Pamiętajmy, że - jak pisał Arystoteles - „retoryka to umiejętność metodycznego odkrywania tego, co w odniesieniu do każdego przedmiotu może być przekonujące”2, a zatem sztuka elastyczna co do stosowanych sposobów i kanałów perswazji, bezpośrednio natomiast zakorzeniona w konkretnych okolicznościach świata realnego. In 1999, Popp and Beth Wilkinson, then a newly minted partner at Latham & Watkins, founded the Women’s White Collar Defense Association (WWCDA). The idea for it came when the pair attended the American Bar Association’s Annual National Institute on White Collar Crime that year, after having only recently returned to private practice from senior positions in the US government. At the conference, the pair noticed something that bothered them. “There were no women on panels and only a handful of women in attendance,” Popp said. Popp said that at the time, the white-collar world was dominated by men, a stark difference from her previous experience as she regularly worked with women while in government, whether it was during her time as an as- sistant US attorney at the US Attorney’s Office for the Eastern District of New York, as an attorney in the US Department of Justice’s (DOJ’s) Office of Legal Counsel and when she was associate counsel to US President Bill Clinton. As a step towards redressing the gender balance, Popp and Wilkinson founded the association in 1999.
