The impact of misguided intentions and wrong decisions is still being felt decades, sometimes centuries, after the fact. Residential school experiences, foster care mismanagement, violence, and substance abuse ripple through communities, fracturing families and leaving some children without pride or hope. Most reserves offer few employment and economic opportunities for youth beyond basic education, so it’s no surprise when they leave for the bright lights of the city, looking for some kind of future. On the Prairies, their travelling may lead them to the Main Street Strip in Winnipeg or the North Central area of Regina, where they find easy access to all the trappings of ‘street culture’.

Across Canada Application 2007-0769-8 Public Hearing in the National Capital Region 27 August 2007 Acquisition of assets The Commission approves an application by which Astral Media Radio (Toronto) Inc. and 4382072 Canada Inc., partners in a general partnership, carrying on business as Astral Media Radio G.P., will acquire the assets of the radio and television undertakings owned by Standard Radio Inc. The approval is subject to three conditions of approval, set out in Appendix 4 to this decision, which relate to the proposed tangible benefits package. Introduction 1. The Commission received an application by Astral Media Radio Inc. (Astral), initially filed on its own behalf, and on behalf of a general partnership consisting of two of its wholly-owned subsidiaries, to acquire the assets of the radio and television programming undertakings across Canada owned by Standard Radio Inc. (Standard). A list of the undertakings to be acquired is set out in Appendix 1 to this decision. Astral also applied for licences to continue the operation of these undertakings under the same terms and conditions as those set out in the current licences. 2. In a letter to the Commission dated 17 August 2007, Astral clarified that the assets of Standard would be acquired by a general partnership consisting of Astral Media Radio (Toronto) Inc. and 4382072 Canada Inc., both wholly-owned subsidiaries of Astral, carrying on business as Astral Media Radio G.P.

Specifically, the Commission approves the conversion to the FM band but denies the proposed technical parameters. Maritime must submit, within three months of the date of this decision, an amendment to its application proposing new technical parameters that are acceptable to both the Commission and the Department of Industry. Maritime is also required to satisfy the Commission’s concerns on its compliance with the Commission’s Common Ownership Policy. The application 1. The Commission received an application by Maritime Broadcasting System Limited (Maritime) for a broadcasting licence to operate a new, English-language FM radio programming undertaking in Windsor, Nova Scotia to replace its AM station CFAB. The proposed station would operate at 92.9 MHz (channel 225C1) with an average effective radiated power of 47,100 watts1. 2. Maritime operates CFAB as the only local commercial radio service in Windsor, Nova Scotia, as well as the only commercial stations in nearby Kentville: CKWN-FM and CKEN-FM. 3. Maritime stated that the planned expansion of highway 101 necessitated the dismantling of CFAB’s transmitter facilities. While the applicant stated that it had considered continuing the operation of CFAB on the AM band, it had concluded that, from business and service quality perspectives, the operation of CFAB on the FM band would represent a more effective means of ensuring the station’s future viability.
