“Councillors have no reason to object to this application. They feel careful consideration has been given to the proposals and the sympathetic design would have minimal impact on the surroundings. However, concern was raised over potential increase of surface water run off onto Benscliffe Road and would ask consideration be given to the amount of hard landscaping and/or possible mitigations to reduce further surface water run off.”

 Request for 30mph repeater signs on Main Street submitted 29/10/20 and response received 03/11/20 (see Schedule Two).

 Bin Sticker Campaign request submitted to Leicestershire Road Policing Unit 10/11/20. Stickers received and distributed to eligible residents.

 TTRO Temporary Suspension of Parking Bays to support social distancing on Bradgate Road has now ended and safety barriers removed on 09/11/20. Query submitted to CBC by resident and response received (see Schedule Three).

Schedule One – Rough Hill Woodlands Consultation

Dear Hannah, I am drawing up a management plan for the Rough Hill Woodlands (total area 28 ha) and wonder if the Parish Council would like to make any comments?

Most of the woodland is 20 years old planted with a mixture of conifers (Scots pine & Japanese larch), broadleaves (oak, Sweet chestnut, ash, alder, birch) and woody shrubs (hazel, hawthorn, blackthorn, Field maple, Guelder rose) under the National Forest Tender Scheme. These areas are now being thinned, with the produce going for biofuel.

In the middle on rocky outcrops are 100+ year old oak and Scots pine which are being retained (other than safety felling if required) for landscape and wildlife benefit. Within this older woodland, some open ground has been colonised by young birch, which will be thinned later during the plan.

There are also grass fields (c5.0 ha) which were retained, which we are considering for further mixed planting, predominantly with oak.

The site has road frontage along the western boundary, Benscliffe Road, and a Public Footpath along the south eastern boundary. There is a pond in the centre which would be retained together with grassland to the north & west of the pond.

“I have been a walk round Rough Hill woodland, it looks a mess at the moment as they are clearing fire breaks and understory. When rubbish is cleaned up, then with spring growth it should look o.k. When young Birch saplings cleared, would suggest a few specimen Oak trees to give them a head start.”

Schedule Two – Response from LCC Highways for 30mph Repeater Signs on Main Street

Dear Hannah,

Thank you for your email dated 29/10/2020 regarding Police enforcement of the 30mph speed limit on Main Street, Newtown Linford.

We are grateful that you have liaised with the police and arranged some monitoring and it is frustrating that there is a proportion of drivers who are not adhering to the speed limit.

Regarding putting up 30mph speed limit repeater signs, where there is a system of street lighting as is the case in Newtown Linford the regulations under which all highway are governed simply do not permit 30mph repeater signs to be installed (where street lighting is present).

You can however have temporary reminders such as vehicle activated signs which the Parish have deployed in other areas.

Regarding further measures such as traffic calming the Council has had to make some difficult decisions as to where to target the limited resources it has for such work. Current practice for these safety works is to only consider locations where essential safety improvements have to be made. This assessment is based on an evidence led approach where we undertake an analysis of the recorded personal injury accident data we have for our road network, as supplied by .

We are looking to promote schemes where implementing measures can actually make the most difference based on that data analysis. Detailed analysis of our records show in the past 5 years that there has been one personal injury accident on Main Street. This involved the driver colliding with a parked vehicle and it unlikely that traffic calming would have prevented this.

We get many requests for traffic management measures, especially in residential locations, but even where there are safety concerns and traffic calming would be of some benefit it often means that with the above threshold and we are unable to help. Here it is unlikely traffic calming would have prevented this accident.

Although any injury accident is one too many this is below the threshold that has been set at which we would be able to put this forward for a future scheme and based on our analysis Main Street does not meet with our criteria for intervention.

Whilst we may not be able to take any further action there are also other ways in which the parish and local community can get involved in tackling speeding issues. Below are some alternative options available.

Community Speed watch The parish may already be involved in this scheme but it is a scheme to help local residents reduce speeding traffic though their community. The scheme enables volunteers to work within their community to raise awareness of the dangers of speeding and to help control the problem locally and is a partnership initiative supported by the , Leicestershire and Rutland Road Safety Partnership (LLRSP). Further information on this initiative is available at http://www.communityspeedwatch.org.uk/

Bin Sticker Initiative Leicestershire Police supported by Leicester, Leicestershire and Rutland Road Safety Partnership and the Local Authorities, is promoting a ‘Bin Sticker’ campaign across the force area as a reminder to drivers to keep to the posted speed limit. We can provide stickers to the parish to distribute to the residents.

As you are aware, having been in touch with the Police and their involvement with monitoring speeds, it is the Police who have the authority to enforce speed limits.

Schedule Three – TTRO Temporary Suspension of Parking Bays – Response to resident query regarding removal on 09/11/20

Dear ******

Cllr Snartt asked me to contact you over the concerns you have raised over the removal of the barriers in Newtown Linford in the area leading to the Park entrance.

I would like to thank you for bringing this issue to our attention, and I would like to reassure you that we will continue to monitor the situation. We greatly value customer comments and feedback.

The barriers were initially installed to support a temporary traffic regulation order (TTRO), to suspend vehicles parking in the parking spaces leading up to a main entrance to the Park. The TTRO was considered necessary at the time to support social distancing measures as large numbers of people were gathering near to the Park entrance.

The decision taken to remove the barriers at Newtown Linford was taken by the COVID monitoring group which meets on a weekly basis. The group agreed to remove the barriers based on monitoring information received which confirmed that following a busy summer we no longer had a problem with large crowds forming at the entrance to the Park or on the footpath leading up to the Park.

In addition, it is important to confirm that Charnwood Borough Council and Leicestershire County Council have also received a number of reports of illegal parking in the area and it is hoped by lifting the suspension of parking in the bays next to the Park it will help to deter illegal parking in this area.

Please be assured that the area will continue to be monitored and that Charnwood Borough Council takes the safety of the public and residents very seriously.

LCC - Have your say on Leicestershire County Council’s new strategy to tackle obesity and support people to maintain a healthy weight

Leicestershire residents, professionals, partner organisations and providers are being encouraged to have their say on the County Council’s proposals for the new Healthy Weight Strategy for Leicestershire 2021-2026.

An eight-week consultation, launched at the beginning of November, is seeking your views on the draft strategy which sets out our commitment to increase the number of adults, children and families who are the healthy weight in Leicestershire by 2026. Our aim is to work together with a range of sectors to create an environment that encourages people to make healthy choices and supports communities to live and age well.

Maintaining a healthy weight is important for overall wellbeing. Being overweight or obese increases the risk of having long-term conditions like type 2 diabetes and reduces expected lifespan. There is also emerging evidence that being obese increases the risk of developing complications of Covid-19.
