Central Railway, Bhusaval Name of Work - 1 - CENTRAL RAILWAY OFFICE OF THE Sr. Divisional Electrical Engineer (Traction Distribution) Central Railway, Bhusaval E-Tender Notice No. BSL/Elect/TRD/16/2018 Name of work : Design, supply, erection testing and commissioning of 25 KV, Single Phase, AC OHE works, in connection with 14 nos. FOB works in Bhusawal division of Central Railway. (FOBs at Devlali, Ghoti, Akola, Murtizapur, Badnera, Chandurbazaar, Amravati, New Amravati, Nagzhari, Bodwad, Malkapur, Shegaon, Nandura & Khandwa stations) - 2 - MINIMUM ELIGIBILITY CRITERIA (1) Tenderer shall have valid “Electrical Contractor License”. A copy of license should be submitted along with the offer. (2) Minimum Eligibility Criteria: (Applicable for works costing more than Rs. 50.00 lakhs) a) Standard Financial Criteria : Total contract amount received during qualifying period i.e. last 3 financial years & current financial year, should be a minimum of 150% of advertisement value. b) Standard Technical Criteria The tenderer should have physically completed similar single work in last 3 financial years (i.e. current year and three previous financial years), for a minimum value of 35% of advertised tender value. Certificates from Railways or any other Ministry / Department / PSU (Public Sector Undertaking) of the Govt. of India / State Govt. shall be considered. * Similar single work means having experience of the following types of works: “Execution of any 1500V DC or 25 KV AC OHE Work. OR In case of execution of any mixed works involving 1500V DC or 25 KV AC OHE, at least 35% of the tender value should be of 1500V DC or 25 KV AC OHE work.” SN CRITERIA REQUIREMENT 1. Standard Technical AT LEAST ONE SIMILAR SINGLE WORK , FOR A MINIMUM VALUE OF 35% OF Criteria : ADVERTISED TENDER VALUE OF WORK . THE TENDERER SHOULD NOTES : HAVE PHYSICALLY (I)S IMILAR NATURE OF WORKS PHYSICALLY COMPLETED WITHIN THE COMPLETED WITHIN THE QUALIFYING PERIOD , I .E. THE LAST 3 FINANCIAL YEARS AND CURRENT FINANCIAL YEAR (EVEN THOUGH THE WORK MIGHT HAVE COMMENCED QUALIFYING PERIOD I .E. BEFORE THE QUALIFYING PERIOD ) SHOULD ONLY BE CONSIDERED IN THE LAST THREE EVALUATING THE ELIGIBILITY CRITERIA . FINANCIAL YEARS AND (II )T HE TOTAL VALUE OF SIMILAR NATURE OF WORKS COMPLETED DURING CURRENT FINANCIAL THE QUALIFYING PERIOD, AND NOT THE PAYMENTS RECEIVED WITHIN YEAR QUALIFYING PERIOD ALONE , SHOULD BE CONSIDERED. (III ) IN CASE , THE FINAL BILL OF SIMILAR NATURE OF WORK HAS NOT BEEN PASSED AND FINAL MEASUREMENTS HAVE NOT BEEN RECORDED , THE PAID AMOUNT INCLUDING STATUTORY DEDUCTIONS IS TO BE CONSIDERED . IF FINAL MEASUREMENTS HAVE BEEN RECORDED AND WORK HAS BEEN COMPLETED WITH NEGATIVE VARIATION THEN ALSO THE PAID AMOUNT INCLUDING STATUTORY DEDUCTIONS IS TO BE CONSIDERED . HOWEVER , IF FINAL MEASUREMENTS HAVE BEEN RECORDED AND WORK HAS BEEN COMPLETED WITH POSITIVE VARIATION BUT VARIATION HAS NOT BEEN SANCTIONED , ORIGINAL AGREEMENT VALUE OR LAST SANCTIONED AGREEMENT VALUE WHICHEVER IS LOWER SHOULD BE CONSIDERED FOR JUDGING ELIGIBILITY . (IV ) IN CASE OF COMPOSITE WORKS INVOLVING COMBINATION OF DIFFERENT WORKS , EVEN SEPARATE COMPLETED WORKS OF REQUIRED VALUE SHALL BE CONSIDERED WHILE EVALUATING THE ELIGIBILITY CRITERIA . 2. Standard Financial TOTAL CONTRACT AMOUNT RECEIVED DURING THE LAST THREE FINANCIAL Criteria : YEARS AND IN THE CURRENT FINANCIAL YEAR SHOULD BE A MINIMUM OF TOTAL CONTRACT 150% OF ADVERTISED TENDER VALUE OF WORK . AMOUNT RECEIVED NOTES : DURING THE LAST THREE 1. TENDERER SHALL SUBMIT AUTHENTIC CERTIFICATES FOR RECEIPT OF THE CONTRACTUAL PAYMENT TO THIS EFFECT WHICH MAY BE , AN ATTESTED FINANCIAL YEARS AND IN CERTIFICATE FROM EMPLOYER /CLIENT , AUDITED BALANCE SHEET DULY THE CURRENT FINANCIAL CERTIFIED BY THE CHARTERED ACCOUNTANT , COPY OF FORM NO. 26AS YEAR . ETC . - 3 - Compliance of content of Railway Board Letter No.2017/Trans/01/Policy Date 08/02/2018 : Item No.3.0 -System of verification of tenders credentials- 3.1- For the work tenders it has been decided to adopt the affidavit-based system of credential verification. The Tenderer shall submit along with the tender documents, documents in support of his/their claim to fulfill the eligibility criteria as mentioned in the tender document. Each page of the copy of document/certificates in support of credentials, submitted by the Tenderer, shall be self-attested/digitally signed by the Tenderer of authorized representative of the Tendering Firm. Self attestation shall include signature, stamp & date (on each page). 3.2- In all works tender documents, following Para is added in the section describing the qualification & eligibility criteria- The Tenderers shall submit a notarized affidavit on a non judicial stamp paper stating that they are not liable to be disqualified and all their statements/ documents submitted along with the bid are true and factual. The standard format of affidavit to be submitted by Bidder is attached. Non Submission of an affidavit by the Bidder shall result in summary rejection of his/their bid. And it shall be mandatorily incumbent upon the tenderer to identify, state and submit the supporting documents duly self-attested by which they/he is qualifying the qualifying criteria mentioned in the tender Document. It will not be obligatory on the part of Tender Committee to scrutinize beyond the Submitted d ocument of tenderer as far as his qualification for the tender is concerned. (a) The Railway reserve the right to verify all statements, information and documents submitted by the bidder in his tender offer, and the bidder shall, when so required by the Railway, make available all such information, evidence and documents as may be necessary for such verification. Any such verification or lack of such verification, by the Railway shall not relieve the bidder of its obligations or liabilities hereunder nor will it affect any rights of the Railway thereunder. In non- venomous species of snakes, Ramphotyphlos braminus, Gongylophis (Eryx) conicus, Coelognathus helena helena, Ptyas mucosa, Xenochrophis piscator, Oligodon arnensis, Lycodon olicus, Argyrogena fasciolata, Boiga trigonata,are common snakes. While Grypotyphlos (Rhinotyphlos) acutus, Ahaetulla nasuta are uncommon with Eryx johnii, Dendrelaphis tristis, Macropisthodon plumbicolor, Sibynophis sp., Psammophis longitrons and Boiga forsteni are were shows their rare status. Regarding venomous snakes Naja naja and Daboia russelii are common with uncommon Bungarus caeruleus and Echis carinatus shows rare status.
