I was an active participant in the PAYS Callaborati s, have reviewed the limited available evaluation data on the PAYS program, sessed this program concept in the context of utility energy efficiency progr ience around the nation. I just have a few observations and recommendations t th the Commission.

The PAYS conc a mechanism for financing energy efficiency bill. This is a well-known generic concept within sewhere as a supplementary program component ., in California). The PAYS founders have added a marketed PAYS as a proprietary product. I am ntal testing of this program component concept expressed below). However, I think the consider the extent to which it explicitly endorses a general concept.

2. On-bill financing S concept) is NOT A COMPREHENSIVE PROGRAM, it is of a comprehensive energy efficiency service. The door to door campaign of the Michigan Consumer Federation has encouraged me to write a letter to you regarding alternative sources of energy. I must admit I do not know all the details of this issue, however, it seems common sense to me that we should look for and encourage the use of other sources of energy besides fossil fbels.. .even if it costs more. Of course, the information the MCF provided me says the alternate fuels do or will cost less than fossil fuels, which makes it all the more attractive. But really, it is our responsibility to do what is right, no matter what the costs, when it comes to saving our environment. So, as instructed, I encourage the following:

As I do not know all the angles of this issue, if you have another side to present, please reply to this letter so that I may be more informed. But really, it seems to be a no- brainer.. .one of those simple niles to liqe by.. . protect the environment-£-have visited my Mom's family in Switzerland and lived in Germany myself for 18 months and it really seems people in Europe are more conscious about the environment. They control urban sprawl better, have stronger recycling programs, drive fuel efficient smaller vehicles, bring their own bags to the grocery store, use wind power.. . etc. The examples go on and on. While American's may talk about protecting the environment, it seems to me they do much less, especially when it involves any inconvenience to themselves in daily life. Sad.

I have just been contacted by a volunteer of the Michigan Consumer Federation concerning the use of wind power in Michigan. I whole heartedly support this method of energy as being safe, renewable and clean.

Having traveled around this country and else ware and seen the windmills in the Great Plains and southern England, I feel this is an avenue we should pursue.

I would like tisee Case number U-13808 and case number U-14031 explored so that Edison and Consumers Power are aware that there is a definite interest in their "green power" programs. I feel that this is a safe, clean and constantly renewable resource of power in Michigan.

I understand that the price of wind power is dropping and this should be a major consideration with the rising price and finite amount of oil and fossil fuels available to us.

I would like to see Detroit Edison (of whom we are stock holders) and Consumers Power address this need.

Recently, I was informed of two cases up for consideration which order both DTE energy and Consumers Energy to invest in and expand use of wind energy in order to not only reduce energy costs but also, and more importantly, to start taking advantage of natural resources in order to preserve our environment from further damage. These cases are U- 13808 and U-14031.

It has been documented in several articles how the cost of energy from wind is dropping, while the cost of using fossil fuels for power is rising. Michigan is obtaining less than a fraction of a percentage of its total energy expenditure from wind power. And as you are well aware, many people in Michigan are having a difficult time making ends meet as a result of job loss.

As a public service commissioner, you should consider the needs of the people that you've been elected to represent and do what you can to ensure that the local energy companies are ordered to invest in alternative and cleaner modes of energy in order to lower costs and what has not been damaged to the environment.

RE: Power Generation

I am writing this short letter to you because, as I note their actions, the power companies seem to be looking backwards rather than moving fonvard to new technologies in the generation of power in Michigan. It is probably easier for them to use old and outmoded coal fired power plants and spend billioiis to reduce pollution (and increase our costs) than it is for them to address the real issue of reducing our costs by utilizing renewable energy such as wind energy.

With the onset of winter, the temperatures are rapidly decreasing along with the number of daylight hours. In this season, costs of increased electric and gas costs come to mind. It has been brought to my attention that I can expect to see oil, natural gas, and electric costs rising over last winter's costs. In addtion, I'm concerned with the fact that Michigan produces nearly half of its electricity from coal-fired plants, producing pollutants.

With these facts in mind, I am urging you to consider the use of renewable energy sources that do not produce pollution, like wind and solar power. In the long run, renewable energy will protect the environment and keep utilities affordable for the end client. Why spend money cleaning up pollution created by consumption of fossil fuel when a free resource is available?
