A widow filed a Dependency & Indemnification Compensation (DIC) claim alleging her husband’s death was service connected due to Agent Orange exposure. The veteran was stationed in Thailand requires a different standard of proof. The claim was denied and the appeal process began. Through the usual process the appeal made its way to the Board of Veterans Appeals (BVA). The widow presented testimony at a video hearing in April 2015 and in July 2015 the verdict came in – Granted! But there was a problem. The grants can take months before the appellant will see a payment. Meanwhile, the widow had a vehicle repossessed and was down to her last five dollars and had creditors politely demanding payment. This is where the service office turned up the heat!
