Subject: Call for the proper transposition of Directive (EU) 2017/541 on combating terrorism
The EU has suffered a number of terrorist attacks in recent years. Meanwhile, many others have been prevented thanks to international police and intelligence cooperation. This shows us that the threat of terrorist attacks, whether from within our own borders and communities or from outside, remains real. The horrific death of French teacher Samuel Paty made it clear, once again, that we should never be complacent. We must stand firm in defending our free, democratic and liberal values at all times, not only through regulations, but also through policy and legislation. But to be effective, legislation needs to be properly implemented.
1. After identifying several deficiencies in the transposition of Directive 2017/41 on combating terrorism – for example in relation to the listing of terrorist offences and on travelling for the purposes of terrorism1 – what actions did the Commission take against the Member States concerned?
2. Does it agree that the proper transposition of the provisions of the directive by all Member States is vital to our common security?
3. When will it initiate infringement procedures, given that monitoring alone does not guarantee the required level of transposition in this vital area of EU security?
