Annual Report.indd 4 29/11/2018 8:55:05 AM 55 Dearest Stakeholders, Partners, and Friends of the NBDB: We present you the 2017 Annual Report of the National Book Development Board, a glowing testament to the agency’s response to the opportunities presented by the digital economy and other transformations within the industry. e C h air t h e f rom g e Over the past decades, discourse on the fate of the publishing industry has never passed M e ss a without the supposed threat of digital media. However, the industry cognoscenti will tell you that though print book sales may seem to be in decline, there is a renaissance of readership as young people discover the pleasures of literature, and that media has only increased access to new reading material. Just over the past year, has witnessed the proliferation of many book events, all of which have been deluged by happy readers looking to add to their ever-growing collections and to meet other members of the reading community. With this paradigm shift, NBDB welcomes and encourages reading, writing, publishing in all platforms, in all formats.

Outside Metropolitan Manila, the NBDB continues to expand its reach by giving the regions more access to our services through grassroots capacity-building initiatives such as Booklatan sa Bayan, creative writing workshops, publishing courses, and other workshops for textbook developers. With these projects, we not only satisfy the need for more reading materials, we also embolden Filipinos toward publication.

We also ride the ’ new wave of storytelling to break on foreign shores. NBDB re-established the Philippine presence at the 2017 edition of the Frankfurt Book Fair, but we also joined new trade fairs such as StoryDrive Asia in Singapore and the International Children’s Content Rights Fair in Chiang Mai, Thailand. Participation in these international trade fairs opens our local industry to linkages, collaborations, and new ways of doing business. As we enrich the local industry, we ensure that book titles on Philippine culture and heritage make their way to readers in various regions.

This year has also seen a fortuitous increase in our number of stakeholders, all of whom we are glad to work with jointly for the improvement and innovation of our services. We are optimistic that these new partners will help the NBDB in achieving its vision.

Much gratitude goes to all our stakeholders and partners who have allied themselves with the agency to organize many of our events and programs. NBDB is grateful for your continued collaboration and support for our projects. Together, we continue to make excellent books for the Filipino reader.

Booklatan sa Bayan, a program launched in 2002, was held in three regions, specifically in Region 3 (Nueva Ecija), Region 6 (Iloilo), and Region 12 R eport

( City). This year’s Booklatan mainly focused on three subjects: literature in the mother tongue, s

literature for children, and non-fiction/essay writing.T he project also included a book turnover to a small tor’ elementary school in Saranggani. The books are donations from attendees of other projects of the NBDB.

For 2017, the NBDB also reached out to 108 older persons from and to 81 youth from the Pantawid sa Pamilyang Pilipino Program through its Read Aloud project. tive Dire c E xe cu tive The NBDB empowered members of Batis AWARE through a series of short creative writing courses. Batis AWARE is a group composed of former women migrant workers, most of whom experienced abuse such as human trafficking.T he women participated in writing, editing, and publishing workshops whose final goal was the release of the second edition of Daloy, a journal that is venue for the said group of women to narrate their own stories.

Apart from the said writing project for Gender and Development (GAD), the Board also spearheaded other writing and illustration seminars that respond to current trends and needs in some sectors of the book industry. Launched in 2016, the NBDB continued its publishing program for publishing professionals. Moreover, the NBDB also partnered with Department of Education’s Bureau of Learning Resources (DepEd-BLR) in training-workshops. The workshops—held in Luzon, Visayas, and Mindanao—are geared toward the content creation, illustration, and publication of textbooks and other learning resources that respond to the opportunities and challenges presented by the implementation of the K to 12 program in the Philippines.

In order to continually promote the culture of reading to the youth, the NBDB celebrated World Book and Copyright Day (WBCD) on April 23 with the theme Book Fiesta. WBCD has been commemorated by NBDB since its beginnings in the 90s through talks. In recent years as in 2017, the celebration incorporates fun activities to entice young Filipinos to explore publications at the book fair and to try activities that are related to literature. Meanwhile, the 8th Philippine International Literary Festival (PILF) showcased talks and workshops, and also included activities anchored on the aim to develop the global competitiveness of Philippine book industry players.

The NBDB participated in seven (7) international fairs in 2017. Through these fairs, the NBDB helps Filipino books gain more international audience.

The continued participation of the NBDB in local fairs is a way for NBDB to provide spaces for independent presses in book fairs, to promote winners of the National Book Awards (NBA) and National Children’s Book Awards (NCBA), and to host seminars.

The largest number of submitted books and finalists by publishers compared to previous years were submitted to the 2017 National Book Awards (NBA). Publishers who participated in the NBA were given inspiration to undertake more book projects and to connect with more stakeholders of the Philippine book publishing industry.

As of 2017, the NBDB is glad to announce that since 2011, under the National Book Development Trust Fund (NBDTF), it has granted funding to 30 manuscripts, 26 of which had been completed and almost half have been published.

These accomplishments would not be possible without the support of our stakeholders and partners. NBDB will continue to promote the development of the book publishing industry and to ensure that quality books are accessible to the public.

Booklatan sa Bayan The National Book Development Board’s (NBDB) Booklatan sa Bayan is a program that provides a series of capacity-building activities and workshops that aim to revitalize public interest in books written in Filipino languages, as well as to promote a culture of reading and a lifelong learning among Filipinos. Implemented in partnership with other government agencies, local government units (LGUs), non-government organizations (NGOs), and private sectors, Booklatan sa Bayan encourages the production of original content from Filipinos. Booklatan sa Bayan in Region 6

The NBDB held two events for the Booklatan sa Bayan in Region 6, both of which had the theme children’s literature. A. second West Visayan Mother Tongue Children’s Books Summit February 18–19 | 3F Event Center, Robinsons’ Place, Iloilo City

The NBDB joined the 2nd West Visayan Mother Tongue Children’s Books Summit, which featured well-known speakers in the field of local children’s literature.T he Board partnered with Hubon Manunulat, a Western Visayan writers’ group, and Kasingkasing Press, an independent publishing house.

Tarie Sabido, Chair of the Philippine Board on Books for Young People (PBBY) talked about the challenges and opportunities in Philippine children’s literature, while Michael Jude Cagumbay Tumamac, more known as Xi Zuq, an award-winning writer, shared tips on writing for children and young adults. Ms. Leonor G. Reyes, Director I of NBDB, gave an overview of the local book publishing industry. Director Reyes presented NBDB’s programs, services, incentives, and future directions.

Other topics included in the summit were on writing in the vernacular for young readers and the status of West Visayan children’s literature. The other speakers were Dr. Isidoro M. Cruz of the National Committee on Literary Arts, Dr. Jesus C. Insilada of the Philippine-American Educational Foundation (PAEF), Sharon Gungon of New Washington Elementary School, Luis P. Gatmaitan of Lampara Books, and Segundo Matias of OMF Literature, Inc.

B. Writing Workshop on Children’s Books February 20 | Casa Real Gallery, Iloilo City

Following the summit is a one-day intensive writing workshop on children’s books arranged by the NBDB and members of the Western Visayan publishing community. Xi Zuq shared ways to write for K to 3 readers, while Tarie Sabido underscored the possibilities open to children’s books. She also facilitated storytelling and read aloud activities.

Booklatan sa Bayan in Region 12 is composed of three events: two writing workshops and one storytelling session. Region 12 or SOCCSKSARGEN is composed of four provinces and two cities: South Cotabato, North Cotabato, Sultan Kudarat, Sarangani, Cotabato City, and General Santos City. The week- long project was attended by teachers, students, writers, and aspiring writers.

A. Nonfiction/Essay Writing Workshop September 26–27 | Notre Dame of Dadiangas University (NDDU), General Santos City

Jhoanna Lyn B. Cruz, Professor for Literature and Creative Writing at the University of the Philippines–Mindanao, led the two-day workshop on nonfiction or essay writing. The workshop mainly focused on narrating about places.

The participants were first asked to read some essays by Filipino authors, and then were subsequently tasked to write essays about their hometowns.

The participants commended the workshop as it was a way for them to meet other aspiring writers and to receive feedback on their drafts.

The workshop was in partnership with the Notre Dame of Dadiangas University (NDDU).

B. picture Book Writing Workshop September 28–29 | Notre Dame of Dadiangas University (NDDU), General Santos City

The Picture Book Writing Workshop headed by Tarie Sabido and Xi Zuq was a venue for aspiring picture book writers to share their ideas on children’s books. The workshop reiterated a foremost responsibility in writing for children, which is the task to think of the children’s welfare, which is not limited to giving moral lessons.

C. storytelling and Book Turn Over September 30 | Upper Alabel Elementary School, Alabel, Saranggani Province

For the final project of Booklatan sa Bayan in Region 12, the NBDB partnered with the Task Force on Youth Development of Barangay Poblacion, Alabel in Saranggani Province. Students of the Upper Alabel Elementary School were entertained through storytelling sessions. The sessions were followed by a book turnover, where the NBDB donated books to the elementary school.

Booklatan sa Bayan’s final installment was a symposium on plagiarism where the NBDB partnered with Central Luzon State University-Center for Educational Resources and Development Services (CLSU-CERDS).

More than 400 CLSU faculty and students were educated on plagiarism and its implications. The resource person was Alvin J. Buenaventura, Executive Director of Filipinas Copyright Licensing Society, Inc. (FILCOLS).

The NBDB and CLSU signed a Memorandum of Agreement regarding future INITIATIVES CAPACITY-BUILDING GRASSROOTS capacity building activities.

Creative Writing Workshops and Seminars Gender and Development Creative Writing Workshop March 9 | Siena College of Taytay, Rizal

Nineteen female beneficiaries of Siena College ofT aytay’s Community Formation Development Center joined a Gender and Development (GAD) Creative Writing Workshop sponsored by NBDB. Conducted in Filipino, the workshop’s goal was to enhance the skills of high school scholars and community leaders so that they can articulate their experiences better.

Facilitated by writer Conchitina “Chingbee” Cruz, the morning program was jump-started by a discussion of Rene Villanueva’s “Restawran sa Cubao.” It was followed by a lecture on writing strategies and a workshop on descriptive writing. The afternoon program began with a story on overseas migrant workers and women laborers. Cruz also gave a lecture focusing on the everyday as a subject of writing, and ended the program by conducting another writing exercise.

Conchitina Cruz teaches Creative Writing and Comparative Literature at UP-Diliman and has an MFA in Creative Writing from the University Chingbee facilitating the writing workshop of Pittsburg. She is a Palanca and National Book Award (NBA) winner.

The NBDB spearheaded a creative writing workshop to cultivate the writing skills, as well as the appreciation for literary works of women who were migrant workers. The main aim was to create write-ups for inclusion to the second edition of Daloy.

Daloy is the literary journal of the Batis Association of Women in Action for Rights and Empowerment (Batis AWARE). It documents the inhumane treatment experienced by former migrant women.

Ten Batis AWARE members took part in the program, which started with Adam David’s discussion of the essay, “Restawran sa Cubao.” Written in a relatable and clear manner, the essay is a good introduction to creative nonfiction. Conchitina Cruz, on the other hand, moderated three writing exercises. The women were also taught how to conduct a personal interview.

Batis AWARE is an organization of Filipino migrant women from around the world, although most of them are from Japan. They were victims of domestic violence, illegal recruitment, and human trafficking.

It is run by writers Conchitina Cruz and Adam David, The Youth & Beauty Brigade (YBB) was set to publish the second edition of Daloy. YBB also released the first edition of the journal.

Daloy Writing Workshop, Batis Association of Women in Action for Rights and Empowerment (Batis AWARE)

Daloy Writing Workshop Part 2: Editing and Publishing June 25 | Batis Center for Women, Kamias, Quezon City

As a continuation of the May 13 workshop, the Book Board, together with Batis AWARE and YBB, hosted an editing and publishing workshop.

Atty. Frank Lloyd Tiongson opened the session by giving practical information on working as a migrant. The attendees were given the chance to ask Tiongson on topics like baklas passport and illegal recruiter syndicate. Conchitina Cruz headed the editing and publishing session. She discussed the importance of editing one’s work, and the importance of learning how to edit another writer’s work.

A two-day course in publishing held in Ortigas Foundation Inc. Library in Pasig City

Publishing Courses April 3 and 5 | Ortigas Foundation Library, Ortigas Center, Pasig City

In 2016, the NBDB and the Book Publishing Association of the Philippines (BDAP) launched a series of short, publishing courses for publishing professionals to pave the way for a masters course in publishing.

In its 2017 run, the NBDB conducted courses on two topics: ethics in publishing and translation and intellectual property rights. Both courses were offered free of charge to all attendees.

The first topic is on Ethics in Publishing facilitated by Fr. Xavier Alpasa. He shared best practice guidelines in publication ethics. The participants also learned how ethics builds a company’s reputation and helps gain customers’ trust.

Father Alpasa is a former member of the Ateneo de Manila University (ADMU) faculty and the founder of the social enterprise Rags2Riches.

More than 50 publishing professionals attended the two-day session. Participants were engaged in discussion, video presentations, and group activities.

The second topic is on the intellectual property aspect of translating Filipino works. The course is facilitated by playwright, Atty. Nicolas Pichay of the Intellectual Property Office of the Philippines (IPOPHL), who specializes on intellectual property (IP) rights.

Around 50 participants, including publishing professionals and representatives from the Department of Education (DepEd), attended the two-day course.

Major topics of discussion included the publication production chain and DepEd’s process flow for bidding textbook contracts. Textbook publishers discovered the opportunity of translating books in different Philippine languages, in line with DepEd’s program of teaching subjects in the mother tongue.

Participants were able to apply their knowledge through a group work; each group was tasked to choose a Filipino book they wish to translate and then plan a timetable for the whole translation process.

Orientation on the Development of Grades 3, 4, 9, and 10 Textbooks and Teacher’s Manuals March 15–17 | Bulwagan ng Karunungan, DepEd Complex, Pasig City

For the second installment of the training series, the NBDB invited registered publishers of textbooks and teacher’s manual. The three-day orientation seminar began with an overview of the K to 12 Basic Education. The seminar was composed of 20 presentations delivered by officials and specialists from Filipinas Copyright Licensing Society, Inc. (FILCOLS), IPOPHL, and the DepEd, among others.

In order to reach out to more professionals in the book industry, the NBDB with DepEd-BLR held three capacity building workshops for the regional illustrators of the K to 12.

These three workshops were conducted in Luzon, Visayas, and Mindanao. Present during the training were regional supervisors in charge of learning resources, project development officers, chiefs and division supervisors of DepEd’s Curriculum and Learning Management Division (CLMD), and public schools district supervisors.

A. luzon Cluster GRASSROOTS CAPACITY-BUILDING INITIATIVES CAPACITY-BUILDING GRASSROOTS october 2–5 | M.I. Sevilla’s Resort, Lucena City, Quezon Province

Two-hundred five illustrators from DepEd’s Bureau of Learning Resource (BLR), division offices, and regional offices, along with 107 division learning resources supervisors, and 8 regional learning resources supervisors benefitted from the Luzon workshop for K to 12 learning resources illustrators.

They were educated about copyright management, specifically on IP management, trademarks, and patents by Atty. Oliver L. Limbo of IPOPHL. Attorney Limbo outlined ways where artists might unknowingly violate copyright laws in his talk on copyright management of graphic designs in learning resources.

Author, educator, and film-maker Olivia “Libay’’ Cantor handled the photography training, while UP Fine Arts graduate Jhoan Medrano tackled book Illustrations and design. The last day was dedicated to a basic Photoshop training with Mariel Sandico, who introduced contemporary styles of book design and layout.

The NBDB invited IPOPHL lawyer Marlita Dagsa and FILCOLS’ Alvin Buenaventura to talk on copyright. For photography, the Board invited Olivia Cantor, while the moderator for basic drawing and art appreciation, book design and illustration was Felix Mago Miguel.

As a culmination of the training, participants were required to create their own books, primarily using their photographs and drawings.

The final installment of the capacity building activities on textbook and other learning materials development were participated in by mainly DepEd Staff, regional textbook illustrators, and regional supervisors from six different Mindanao regions. These regions include (1) Region IX, (2) Region X, (3) Region XI, (4) Region XII, (5) CARAGA, and the (6) ARMM.

Atty. Josephine C. Alon of IPOPHL, Olivia Cantor, and Felix Mago Miguel were speakers for topics on copyright, basic photography, and book design, respectively. Sub-topics in the five-day event included copyright management and how it affects the book publishing industry, how to choose and use different equipment effectively for photography, the components of an elegant and readable layout, and the setup and strategy for designing a book.

Limbag Kapihan on Tax and Duty-Free Importation of Raw Materials for Book Publishing March 29 | NBDB Conference Room, Ortigas Center, Pasig City

The NBDB handles the applications for incentives and monitors the usage of tax and duty-free imported materials used by registered publishers.

In 2017, over a hundred Philippine publishers, including independent publishing houses were invited by the NBDB to present the newly agreed upon procedure in endorsing applications to tax- and duty-free importations (TADFI) of raw materials for book publishing.

Jerry G. Tizon, Executive Director III of NBDB, welcomed 35 representatives from 21 companies who registered for the Limbag Kapihan.

NBDB staff Ma. Asena Galang outlined the requirements for application for TADFI during importation, for monitoring during production, and for cancellation of performance bond.

Atty. Anna Katarina Rodriguez, Deputy Executive Director of NBDB, answered questions raised by participants. Atty. Rodriguez also explained that the NBDB has been looking into free trade agreements (FTAs), such as with European countries that hava a bilateral or multilateral agreements with the Philippines, primarily through the Department of Trade and Industry (DTI).

The NBDB’s involvement in the 10th Kuala Lumpur Trade and Copyright Centre (KLTCC) is a profitable step towards leveraging an Association of Southeast Asian Nation (ASEAN) coalition of content creators and publishers.

Dubbed as the “Springboard for ASEAN Content,” the KLTCC has gained engagement from all ASEAN countries, and also from Japan, South Korea, South Asia, Middle East, Europe, and the United States. A platform for publishers, the fair was also for content creators, illustrators and animators, technopreneurs, and higher education institutions. The Board gained insights on the Malaysian and and publishing industry. The NBDB also maintained and established new connections with other industry players in the ASEAN region, especially with Indonesia, Malaysia, and Thailand. The NBDB envisions to forge partnerships with Kota Buku—a government-affiliated agency under Malaysia’s Ministry of Education, which hosts KLTCC. The NBDB and Kota Buku could find similar capacity building topics and share honoraria and travel costs for invited speakers, especially those who are not from the ASEAN region. Possible points of collaboration for publishers include publications of bilingual editions of children’s fiction, short story, poetry, and comics. The KLTCC, the Malaysian Rights Fair for the publishing industry, started in 2008. The NBDB was represented by Deputy Executive Director III Atty. Anna Katarina B. Rodriguez.

The NBDB attended the Asian Festival of Children’s Content (AFCC), an annual festival in Singapore that has positioned itself center when it comes to children’s content gathering, with a focus on Asian themes. For 2017, the festival’s Country of Focus was Indonesia.

Key international players were present at the event: Over 100 local and international speakers were there, including authors, illustrators, publishers, and industry professionals from countries like , Philippines, New Zealand, Germany, Ireland, the United States, and United Kingdom. The NBDB forged new links with Indonesian and Singaporean publishers for possible collaborative projects with their counterpart Filipino publishers, as recommended by the NBDB. Through the 2017 AFCC, the NBDB was able to examine how the Philippines can better define its advantage in terms of children’s content Atty. Anna Katarina B. Rodriguez, Deputy Executive Director III, and Jerry G. Tizon, Executive Director III also attended three sessions at the AFCC. These are “How to Create a Graphic Novel the Advertising Way” by Paolo Fabregas, “Writing Screenplays for Children’s Film and Television” by Motti Avira, and “Writing for Teens and Tweens” by Noel Price. Moreover, they met with Ambassador Antonio A. Morales of the Philippine Embassy in Singapore to share with him NBDB’s mandate, as well as the Board’s purposes for visiting the festival.

The NBDB, represented by Jerry G. Tizon, Executive Director III, participated in the Beijing International Book Fair (BIBF) with the following aims: to promote Philippine Literature and Filipino authors, to gain insights on the BIBF and the Chinese Publishing Industry, and to maintain and establish connections with industry players.

The BIBF is one among the top four book fairs in the world. A gateway to the Chinese publishers and readers, the trade was attended by 2,500 Chinese and international exhibitors from 89 countries and regions, where 300,000 publications were displayed. The BIBF 2017 revealed that Chinese readers are now looking for books on healthy living and lifestyle. There is also a surge of demand in books on child-rearing and child development. These trends are attributed to the fact that the one-child policy in China has been relaxed and to the increased spending-power of the middle class. There is also a demand for English titles because of China’s mandatory English language learning for children.

Through the invitation of the Hong Kong Trade Development Council (HKTDC), the NBDB represented the Philippine publishing industry in the 28th edition of the Hong Kong Book Fair (HKBF). The NBDB set up a booth featuring books that received the National Book Awards (NBA) and the National Children’s Books Awards (NCBA).

The Philippine booth was double the size of the other consulates as it was combined with the free space sponsored by the Philippine Educational Publishers’ Association (PEPA). The 28th HKBF’s theme was “Reading the World: People, Places, Passions.” It attracted around 670 exhibitors from 37 countries and regions. The 28th HKBF was a retail fair where visitors were the buying public, while most other international fairs attended by the NBDB were focused on rights trading.

The NBDB gained two significant insights from the fair. First, there is mutualism between the promotion of the country and the promotion of Philippine-published books. Many fair visitors inquired about the country’s arts and culture, language, food, and travel destinations, which means that interest in the country in general is foremost in captivating international readers. Second, there is advantage in having a Chinese-speaking staff for the NBDB and its stakeholders, so that it would be easier to identify possible partnerships with Chinese publishers in similar book fairs.

The event also revealed that Philippine booth visitors were mainly interested in books for children and in travel and sports publications, specifically on arnis and diving.T he HKBF is an entry point for the Philippines to the Chinese publishing market just like the Taipei International Book Exhibition (TiBE).

The NBDB organized a delegation of 16 Philippine publishers and organizations and displayed a total of 429 books for the Frankfurt Book Fair (FBF) or the Frankfurter Buchmesse, the largest book fair in the world.

A venue for cultural exchange among different countries, in addition to being the most important marketplace for book rights, the FBF 2017 was attended by 7,300 exhibitors from 102 countries and around 286,485 visitors. media, film, and games sector, in addition to key players in the book industry, were present in the event. The NBDB organized three events for the 2017 FBF: The Philippine Reception, The ASEAN Forum, and The Underside of Sunshine, all under the theme “Books Philippines, a new wave of storytelling”—a suggestion from BBDO Guerrero’s David Guerrero. BBDO Guerrero is an advertising agency. The theme, which complements the country’s brightly-colored stand, captures the country’s unique strengths: young, tech-savvy readers, and creative content producers.

A. The Philippine Reception [October 11] Philippine Stand The reception began with a message from NBDB Chair Flor Marie Sta. Romana-Cruz. Consul Adrian Cruz also spoke on behalf of Philippine Ambassador to Berlin, Melita Sta. Maria-Thomezcek. Consul Cruz and the Embassy in Berlin assisted in the organization of the reception.

B. ASEAN Forum [October 12] International Stand Since the Philippines is the 50th ASEAN Summit host, the NBDB sponsored this year’s ASEAN Forum at the FBF. Trends and developments in different ASEAN publishing markets were discussed by South East Asian experts, namely:

C. The Underside of Sunshine [October 13]

Children’s Stand In this forum, Carla Pacis, an author of children’s book and Liza Flores, an illustrator talked about writing for children on difficult topics, such as death and divorce. The primary goal in attending the FBF was to facilitate rights-trading between local and foreign publishers and literary agents. Tables at the Philippine stand were primarily used for pre-booked meetings. Some meetings were also arranged upon visiting other booths, attending events, and interacting with visitors. NBDB’s participation this year and in 2016 was made possible with support from the Office of Senator Loren B. Legarda. In 2014 and 2015, the Board was able to attend through subsidies from participating Philippine publishers. NBDB’s FBF fund was optimized as it was used not only for the event proper itself. It supported (1) participation to other international fairs and (2) capacity building activities aimed at helping Philippine delegates in developing their know-how in licensing, rights trading, and contract management.

Through the NBDB, the Philippines attended the 2017 StoryDrive TRADE PROMOTION INVESTMENT AND Asia, FBF’s international all-media platform that started in 2012, which has been held by far in Frankfurt, Argentina, Singapore, and China. The event was a means to examine ways the Philippine book industry could adapt to technologies that enhance the reading experience.

StoryDrive Asia reflects the changes, developments, and trends that are currently evolving in the content industries. It aims to explore new forms of collaboration and business models across media boundaries and cultural barriers. Key lessons from the event’s two-day session include: First, the need for more international collaboration when it comes to promoting rights and licensing; and second, that one key trend in the publishing and book industry is the combination of books and content writing with new media. This means that audio books, along with podcasts, may be in demand in South East Asia in the near future. Moreover, because of this changing format in content creation, there may be overlaps when it comes to content generated by consumers and creators. As such, the publisher’s job to curate content and protect the freedom to publish is much needed. The NBDB also attended the ASEAN Book Publishers’ Association’s (ABPA) general assembly as the Board was an Associate Member for 2017. ABPA conducted an election for the positions president and treasurer where Atty. Dominador D. Buhain of REX publishing was voted President, while Betty Tan of Singapore Book Publishers Association (SBPA) was elected Treasurer.

The NBDB attended the International Children’s Content Rights Fair (ICCRF) with the aim to pursue the Board’s reading promotion policy and its development guidelines, which are aligned with the country’s National Economic and Development Plan.

The NBDB representatives were Flor Marie Sta. Romana-Cruz, Chair; Jerry G. Tizon, Executive Director III; Leonor G. Reyes, Director I; and Ryan A. Esteban, Board Secretary. During the fair, they attended keynote and panel sessions, as well as met with Philippine Honorary Consul Agkarajit Phanomvan Na Ayudhya. The ICCRF was able to showcase the 100-year evolution and current trends in Thailand’s children’s literature. Through the fair, the NBDB was able to gain additional insights in Thailand’s publishing and educational technology, as well as strengthen partnerships and establish new connections.

In cooperation with the Intertextual Division of the Cultural Center of the Philippines (CCP), the NBDB organized a three-day book fair for CCP’s Performatura 2017: Performance Literature Festival.

Performatura is celebration of the meeting of the written and oral literature. The three-day event held many activities, including literature classes and a talk on filmmaking, a tribute to Balagtas, and performances of native chants or folksongs from some Philippine ethnic groups.

The NBDB book fair, which was held from 9:00 a.m. to 6:00 p.m., provided a venue and booths for free for the following publishers:

September 13–17 | SMX Convention Center, Pasay City

The NBDB hosted an Academic Book Seminar and a Rights Exchange Forum, as well as showcased finalists of the 2016 National Book Awards (NBA) at the five-day Manila International Book Fair (MIBF).

The MIBF is the Philippines’ largest and most varied collection of publications. Apart from books, the fair supports alternative teaching and learning methods, and features digital publications and multimedia. Book launches and signings are also highlights of the fair. The Academic Book Seminar was held on September 14, from 8:30 a.m. to 12:00 p.m. in cooperation with the Book Development Association of the Philippines (BDAP). It explored best practices and innovations in the academic book industry, focusing on textbook development, Science, Technology, Engineering, Agriculture, Math (STEAM) content development, and curriculum design. Participants to the seminar included textbook content creators and publishers, editors, illustrators, designers and publishers of academic books, specifically of K to 12 textbooks. Greg Tabios Pawilen, a specialist on curriculum development talked about developing models for curriculum standards and on how textbooks can become more effective tools for learning. Joy Tan, General Manager of Marshall Cavendish Education shared her company’s practices and approaches in making STEAM learning materials. Marshall Cavendish Education is the leading provider of K to 12 learning materials in Singapore. The Rights Exchange Forum took place on September 15 from 1:00 p.m. - 5:00 p.m. The aim was to spur business transactions between and among industry players. It served as a venue for content creators to interact with prospective publishers, as well as for publishers looking to develop content and trade licenses. Claudia Kaiser, Frankfurt Book Fair Vice President for Business Development delivered a talk entitled, “Negotiating deals: Make the Most of Trade Fairs.” It is all about preparing for international trade book fairs, negotiations, and follow-through to closing transactions. Gerald Cai, co-founder of SnapLearn also conducted a demo of their Augmented Reality/Virtual Reality services for publishers. The Forum was organized by NBDB, in partnership with BDAP for Filipino publishers and content creators who wish to enter the international book market.

The NBDB participated in the Sikat Pinoy National Arts & Crafts Fair, which is one of the key programs of the Department of Trade and Industry-Bureau of Domestic Trade Promotion (DTI-BDTP). The program provides marketing assistance to Micro, Small, and Medium Enterprises (MSMEs) engaged in the creative industries.

The NBDB was provided a booth where it displayed and promoted books nominated for the 2017 NBA. Aside from promoting books, the Board was also able to forge connections with MSMEs from the creative industry clusters. The 2017 Sikat Pinoy had the theme of, “Piling-Piling Produktong Pilipino,” where about 280 exhibitors from the country’s 16 regions showcased their products.

November 4 | National Museum of Fine Arts, Ermita, Manila With the aim to promote the development of quality books, the NBDB in cooperation with the Manila Critics Circle (MCC) held the 36th National Book Awards (NBA). It was hosted by Dean Alfar, a member of the MCC.

The cooperation between NBDB and MCC—forged TRADE PROMOTION INVESTMENT AND in 2008— is in accordance with the Book Publishing Industry Development Act of the Philippines. It ensures that creative works of authors and publishers are recognized through yearly awards. For this year, 201 book entries were eligible to enter the awards, 86 of which were chosen as finalists. From this 86 finalists, only 27 received the Awards. Among the 27 NBA are nine special prizes and the Publisher of the Year award. The Ateneo de Manila University Press was recipient of the 2017 Publisher of the Year award.

The 2017 Pinoy Book Stop Tour promoted independent and university-based bookstores, libraries, and books museums in the country, specifically in Metro Manila and Region 4, by hosting activities such as book talks, poetry readings, and music performances. Students, teachers, professionals, and book enthusiasts attended the said programs. INVESTMENT AND TRADE PROMOTION INVESTMENT AND For this year, the Pinoy Book Stop Tour featured the following six stops:

Books Museum cum Ethnology Center 1 Owned by Atty. Dominador Buhain, it features the book and artifact collections from Atty. Buhain’s travels in 200 countries and islands.

Quezon City Public Library 2 The library opened on February 6, 2017 and can cater to 1,000 clients a day.

University of Santo Tomas Publishing (UST) House Bookstore 3 UST bookstore is housed in the university’s main building, which is popular for its architectural and historical value. UST’s press is the oldest in the Philippines and one of the oldest in the world.

4 Bodhi Mind and Body Shop Located in Tagaytay, it features health and wellness books and crafts.

Komikero Komiks Museum 5 Found in San Pablo, Laguna, the museum features its owner Gerry Alanguilan’s comics collection.

Books, Crafts, and Coffeeshop Located in Los Baños, Laguna, it promotes local talents through their 6 open mic sessions and acoustic nights, apart from selling books.

Pinoy Book Stop Tour speakers included activist poet and former political prisoner Ericson Acosta; Wasted and Elmer writer Gerry Alaguilan who is also known as Komikero; University of the Philippines- Diliman professor and head of Creative Writing program Isabela Banzon; Mayette Bayuga, recipient of Gintong Aklat Award for Literature in Filipino in 2016; Joselito delos Reyes and Chuckberry Pascual who are both resident fellows of the UST Center for Creative Writing and Literary Studies; and Cristina Pantoja Hidalgo, author of more than 30 books. The following writers also gave talks: Marne Kilates, author of six poetry books; Jenny Orillos and Amy Abendano-Uy who are both Doreen Fernandez Food Writing Award recipients; Ergoe Tinio, NCBA (Best Reads for Kids) in 2016 recipient; and Xi Zuq, children’s book writer. The participants commended the Board for featuring Philippine Literature in both English and Filipino languages, and also appreciated NBDB’s chosen speakers for their wit and expertise. Because of the talks, some students were even inspired to pursue a career in writing.

Istanbul Tanpinar Literary Festival Fellowship Programme (ITEF Fellowship)

Atty. Anna Katarina B. Rodriguez, Deputy Executive Director III of the NBDB represented the Philippines in the Istanbul Tanpinar Literary Festival (ITEF) Fellowship Programme. The ITEF Fellowship is aligned with NBDB’s mandate to promote the translation and publication of scientific and technical works in literature and the arts. Founded in 2011 and organized by Kalem Agency, ITEF is a meeting point in Istanbul for writers, publishers, agents, translators, journalists, literary fund managers, and festival coordinators. Kalem Agency is a literary agency in Turkey commissioned by a number of publishing houses regarding translation rights of their titles. Around 200 applicants submit applications for the ITEF Fellowship yearly. For this year, 20 applicants were accepted, including Atty. Rodriguez. During the program, Atty. Rodriguez mapped out the state of the Philippine publishing industry to the other fellows, including topics that they have never encountered before: population vis-à-vis the reading public, literacy levels, the kinds of books read, trends in the industry, and the peculiarities of the Philippine reading market, such as bilingualism and exposure to the US market. Observations gained on the Turkish book industry during the fellowship include: First, the increase of new players in the children’s book category resulting from a population of 20 million children in Turkey; and second, the strong support for licensing and translation in Turkey through the Translation and Publication Grant Programme of Turkey or TEDA. As of 2015, TEDA, which is offered by the Ministry of Culture and Tourism in Turkey, had funded the translation of up to 7,871 titles.

The NBDB actively participated in the National Library of the Philippines’ (NLP) 4th International Conference on Children and Young Adults Librarianship 2017 and was represented by NBDB Director I, Leonor G. Reyes.

Director Reyes delivered a talk that revolved on the current state of the Philippine Book Publishing Industry and how it drives NBDB's initiatives. Anchored on the four pillars of book industry development, the presentation also looked at how NBDB’s mandate of promoting investments in the book industry and of providing capacity building services that open opportunities for crucial partnerships. She also tackled the Board’s future plans and how stakeholders can access the agency's incentives and services.

Other conference speakers included writer Luis Gatmaitan, MD; library faculty John Hickok of California State University, Fullerton; and, National Library of Malaysia Director General Nafisah Ahmad.

The 4th International Conference on Children and Young Adults Librarianship 2017 aims to tackle the importance of access to information in developing a reading culture.

Books, literature, and copyright are the main focus at the April 23, 2017 celebration of the World Book and Copyright Day.

The National Book Development Board (NBDB) held the Book Fiesta 2017, which is its celebration of the World Book and Copyright Day (WBCD). The event featured activities, book exhibitions, and performances that aimed to promote the creation of original works and the awareness of copyright’s importance. The one-day event was held at the Promenade, which is a national park and shrine used for community gatherings. Apart from a book market hosted by a number of Philippine publishers and partner agencies, the event also featured storytelling, spoken word poetry sessions, and book discussions. Poet Ayer Arguelles hosted a free workshop on erasure poetry, while writers Manix Abrera, Tepai Pascual, Harvey Tolibao, Apol Sta. Maria, and Rob Cham facilitated an on-the-spot comic book making. The NBDB challenged the attendees to have a given leaflet stamped by the word BOOK FIESTA. Participants had to visit at least 10 of the 18 publishers or agencies, as each of them were given one letter stamp each. Those who finished the challenge received tote bags designed with quotes from the 35th National Book Award (NBA) winning books, comics on copyright know-how for creators by Manix Abrera, and snacks. WBCD participants, who were mostly students, young professionals, artists, and book enthusiasts, commended the event for being warm and well-organized and for having fun activities and freebies.

In celebration of the National Children’s Month, the National Book Development Board (NBDB), in partnership with the Philippine Theater Educational Association (PETA) held a Storytelling Session and a talk on good reading habit for the Pantawid Pamilya beneficiaries of the Department of Social Welfare and Development (DSWD)

Read Aloud

The NBDB’s Read Aloud program was formed to promote a culture of reading to every Filipino. Read Aloud is particularly intended for youth, older persons, other-abled persons, and indigenous peoples. For 2017, the Board, together with the Philippine Educational Theater Association (PETA), held two Read Aloud sessions for older persons and youth.

September 22 | GRACES, North Avenue, Quezon City A total of 108 older persons attended the first Read Aloud session for 2017 at the Golden Reception and Action Center for the Elderly and Other Special Cases (GRACES) in Quezon City.

November 17 | San Juan, Metro Manila Eighty-one youth participants from the Pantawid Pamilyang Pilipino Program were attendees of the second Read Aloud program of the NBDB.

The NBDB with the Philippine Board on Books for Young People (PBBY) hosted the 2nd Philippine Children’s Book Summit with the theme “Laging Bago ang Mundo ng Libro.” The summit was held to commemorate the inclusion of Dr. Jose Rizal’s rendition of the folktale “The Monkey and the Turtle” in Nicholas Trübner’s Oriental Series. The series, released from 1890-1930, was undoubtedly the most important English language series in oriental studies at the time, as it covered diverse topics on Asia, Africa, and the Middle East concerning language, literature, religion, philosophy, economics, and history. The morning program began with a welcome remarks from NDBD Executive Director III (ED) Jerry G. Tizon, followed by a talk on the Rights Trade from Pimolporn Yutisri, Managing Director of Tuttle-Mori Agency. She introduced Tuttle-Mori Agency, which acquires rights for Thailand, Vietnam, Indonesia, and Malaysia. Pimolporn Yutisri has met world’s leading authors, their agents, and global publishers and represents many of them. After the plenary talk, two concurrent sessions followed. The speakers for the concurrent session 1, “Beyond Picture Books: Writing for Young Adults” were Dean Francis Alfar and Eliza Victoria, while the speakers for the concurrent session 2, “Children’s Literature in the Regions” were Padmapani Perez, Noel de Leon, and Xi Zuq. The program closed with two more concurrent sessions. For session 3, “Ikuwento sa Bata: Pagsasalaysay ng Kasaysayan at ng mga Kuwentong Radikal,” the speakers were Eugene Evasco and Daniel Tayona. For the concurrent session 4, “Building & Reading Community,” the speakers were Architect William Ti, Jr. And Ryan Homan. Meanwhile, the afternoon program started with Pepper Roxas’ “Plenary Talk on Illustrating.” This was followed by two concurrent workshops on “Comic Book Making Workshop” and “Storytelling Workshop” that were respectively facilitated by Mervin Malonzo, and Rey Budi and Glory Moralidad. PBBY Chair Tarie Sabido delivered the closing remarks.

The Philippine International Literary Festival (PILF) is one of the biggest projects of NBDB and has become a highlight of the Buwan ng Panitikan (National Literature Month) celebration, which is April. The festival is NBDB’s way of celebrating literature and promoting best publishing practices through discourse on opportunities, issues, and trends in the book industry. The 8th cycle of the PILF was held at the QCX, and had the theme “Incendiary.” The theme underscores literature’s capacity to illicit social change and cultural revolutions. QCX or is a both a sociocultural museum and an events center. “Incendiary: the 8th PILF” was a two-day event composed of a series of talks and panel discussions that coincided with a book fair. Booths at the fair were offered free of charge to exhibitors who showcased mostly Filipino-published and -authored titles. In addition, for the first time in PILF, Board organized new activities, namely: talks on rights exchange, a career day session, and a business matching session. Lectures on rights exchange were given with the aim to develop the Philippine book industry players’ competitiveness in the global market. Lecture topics included: • Framework on Rights-Trading • Contract Management • Selling Rights Meanwhile, the career session used a speed geeking format, which is similar to the speed dating format, to introduce jobs in the book industry. The business matching session was meant for publishers, rights agents, and content creators to forge links with one another. New books by the Komisyon sa Wikang Filipino (KWF) and the Philippine-Italian Association (PIA) were also launched during the PILF. Bookwatch

Bookwatch is the official publication of the NBDB. It documents NBDB activities and projects, as well as book industry news and trends, and presents Philippine books and publications.

For 2017, the NBDB released two issues of Bookwatch. The first issue is mainly about the rise of small presses and independent publishers in the Philippines, while the second issue is entitled “Youth Reads” and is about content created for young readers.

Both issues were edited by Alice Sarmiento. The Art Director was Tioan Medrano.

Writing Journal CAMPAIGNS PUBLIC

For 2017, the NBDB Writing Journal had “How Are Books Made?” for its theme. It was conceptualized and designed by R. Jordan Santos, and showcases behind the scenes of the bookmaking process and allows people a peek into the journey a book takes – from layout to binding and everything in between.

For 2018, the NBDB is going with “Hiwaga” as the theme for Writing Journal. It is conceptualized and designed by NBDB’s in-house artist, Apo Aquino, Jr.

Social Media

The NBDB actively uses its website and social media accounts on Facebook, Instagram, and Twitter to disseminate industry information, and encourage reading among Filipinos, especially the youth who are very active in social media.

As a result of starting the operationalization of the Industry Research and Management Information System Division (IRMISD), the National Book Development Board (NBDB) H ERI NG G AT ATA has gathered and collected book publishing industry data and started the implementation CAMPAIGNS PUBLIC

of the Readership Survey. These industry data can be classified into four categories: CH A ND D 1) financial, 2) content creation, 3) access and distribution, and 4) readership.T he NBDB aims to guide industry players in identifying the industry’s major issues of concern by conducting research on these categories and implementing the Readership Survey. The data are gathered from government agencies namely the Department of Education (DepEd), National Library of the Philippines (NLP), Philippine Statistics Authority (PSA),

Industry Categories

Financial Content Creation Access and Distribution Readership

As one of the focal points of the industry research, financial data shows how the book industry fares with other industries in the Philippine market and how much it contributes to the economy. Data were mostly gathered from SEC and from NBDB’s Accreditation and Incentives Division (AID). The data collected include sales, revenues, and expenditures of publishing companies from 2010 to 2015. Content creation and development is one aspect of the industry where authors, illustrators, artists, and publishers invest in. These content creators are quantified through the data of AID. Published works in print and digital formats with ISBN were also tallied. Financial and content creation data were presented to various local and international book publishing industry conferences such as the Kuala Lumpur Trade and Copyright Centre (KLTCC), Frankfurt Book Fair (FBF), and Booklatan sa Bayan. To determine the current trends in digital book publishing industry, the Readership Survey will include more questions about digital readership to quantify its readers, their interests, and the applications they are using. Another aspect of the industry included in the survey is access to and distribution of books. The agency hopes that these changes in the survey will determine the profile of Filipino readers and will serve as a catalyst in the improvement of the book publishing industry.

At the core of the book industry is its being a business, hence, it must be sustainable, and at the same time a social enterprise that puts a premium in contributing to the education of Filipinos.

Economic contribution The economic contribution of book publishing industry amounted to a total of P6.78 billion in 2014. But this is just 0.054% of the Philippine gross domestic product (GDP). The annual growth rate is also erratic, growing 33.48% in 2012 and contracting by 0.32% in 2013.

The figures on the total number of employees in the book publishing industry are not very encouraging either. Although employment rose by 13% in the two-year period from 2010 to 2012, the 3,326 employees for the industry is negligible compared with the total number of employees for the whole country.

The book publishing industry is largely dependent on one single biggest buyer: the Philippine Government. For 2014, revenue from Philippine Government procurement of textbook amounted to P1.70 billion or 25% of the total revenue of the book publishing industry.

With the increase of internet users, more Filipinos are spending time online whether through their laptops, desktops, or mobile devices. A significant rise in the average number of hours spent online using a laptop/desktop is in 2017 with 9 hours compared to 5.2 hours in 2016.

It is also reported in 2017 that there are 30.34 million Filipinos purchasing via e-commerce based on We Are Social’s Digital in 2017 Report.

The total expenditure on books significantly increased in 2006 and 2009 but in 2012 there is a slight drop by 2% in total family expenditure on books.

Conclusion The Philippine Book Publishing Industry should look for ways to improve content development and access and distribution. In the past years, the Philippines has seen a rise in content development in terms of the number of ISBNs issued by the National Library of the Philippines (NLP). But recent data shows that there is a slight decline in the issuance of ISBNs. Similarly, the demand for books stagnated from 2012 to 2015 based on Family Income and Expenditure Survey conducted by Philippine Statistics Authority (PSA).

Aside from the stagnation of supply and demand of books, another issue in the development of the industry is the concentration of majority of bookstores in Metro Manila and nearby provinces. With these issues at hand, the industry could tap the digital platform in strengthening its presence and widening its reach beyond Metro Manila and nearby provinces. Publishers and creators alike could benefit from this as more individuals are going online and showing openness to purchase via e-commerce.
