Excellency

It gives me pleasure to extend to Your Excellency, on behalf of the Arab Parliament, our sincere thanks and appreciation. I would like to take this opportunity to acknowledge the important role the United Nations plays in achieving peace, stability, development and prosperity for all countries of the world, and commend your leadership and contributions in this regard.

Excellency,

Addressing today's global challenges require enhanced cooperation and coordination among regional and international organizations, including the growing threat of terrorist organizations that threaten peace and stability, especially in the Arab region.

The Arab Parliament is keen to enhance its communication with various / regional and international organizations to exchange views on these challenges, and in this regard, I am pleased to share with Your Excellency the views of the Arab peoples regarding the following pressing issues: · - - - · -

Terrorism:

The Arab Parliament condemns extremism and terrorism in all their forms. Extremism and terrorism have no connection to the tolerant teachings of Islam, which calls for achieving peace for all peoples and countries of the world.

The Arab Parliament also believes that the activities of terrorist organizations, most notably ISIS, are threatening the security and stability of the Arab States as well as rest of the world. Collective action is required to confront this threat. In this context, the Arab Parliament supports the efforts made by the international coalition against ISIS.

The Arab Parliament believes that the Palestinian issue is the core of the conflict in the Middle East, and settlement of this issue is the right approach to achieve peace in the region. We also believe that resuming peace negotiations and achieving a just, lasting and final settlement, that includes ending the Israeli occupation of the and establishment of an independent Palestinian state, will contribute to curbing extremism and terrorism in the region.

Therefore, the Arab Parliament calls on all international actors to make the necessary efforts to ensure Israel's fulfillment of its international obligations, including ending its occupation of the Palestinian territories, ceasing its settlement activities and resuming the peace process. The Arab Parliament also appreciates the efforts made by the Secretary-General to resolve the financial crisis facing UNRWA, to enable it to continue providing its services to the Palestinian refugees.

Yemen:

The Arab Parliament supports the efforts of the Yemeni people toward restoring peace and stability, and commends the achievements made by the Arab Coalition and the Yemeni Popular Resistance towards restoring legitimacy. The Arab Parliament also considers the return of the Vice President of to liberated Aden an important step towards restoring legitimacy. We also support the efforts to resume a Yemeni-led political process in accordance with the GCC Initiative and its implementation Mechanism, and calling for full compliance with Security Council resolution 2216.

The Arab Parliament also condemns Iran's intervention in Yemen to destabilize it, and in this regard we call for respect of the principles of the UN charter, sovereignty of States and non-interference in the internal affairs.

The Arab Parliament also stresses the need to make serious and prompt efforts in delivering and coordinating humanitarian aid to Yemen by opening a UN office in Aden, and will work on mobilizing further humanitarian aid in order to help the Yemeni people to recover from the present humanitarian crisis.

The Arab Parliament emphasizes the need to reach a political solution for the Syrian crisis, and emphasizes the need for an intensive and swift action in this regard. We also condemn the use of barrel bombs and chemical weapons against civilians in Syria, and commends in this regard Security Council resolution 2235 (2015), which provides for the establishment of an investigative mechanism to identify individuals and entities that are using these means.

The Arab Parliament also calls on all international organizations to work on providing relief to all Syrian refugees everywhere, especially in neighboring countries, in order to support these countries to receive Syrian refugees and provide them with vital services.

Libya:

The Arab Parliament supports 's legitimate government and its efforts to extend its sovereignty over the rest of Libyan territory, and calls on the international community to stand with the legitimate government of Libya and the Libyan people under the leadership of the elected parliament and the government. The Arab Parliament also commends the efforts made by the Special Envoy for Libya, which led to the Libyan political agreement signed on July 11 2015 and includes a clear roadmap for the formation of a national unity government. In this regard, the Arab Parliament calls for the immediate implementation of this agreement in order to avoid a political vacuum, which may complicate the situation in Libya.

Additionally, the Arab Parliament strongly condemns the ongoing terrorist and criminal acts committed by terrorist organizations in Libya, in particular the recent brutal fighting in Sirte, and calls on the international community to act to stop these massacres and to lift the ban imposed on arming the Libyan National Army, to enable it to confront these terrorist operations and to protect unarmed civilians.

Iran:

The Arab Parliament hopes that the recent nuclear agreement reached with Iran will lead to Iran's fulfillment of its obligations under the comprehensive joint action plan and the relevant Security Council resolutions to spare the region from the danger of nuclear proliferation, and will encourage Iran to open up a new chapter in its

Page 3 of 5 relations with the states of the region based on mutual respect and non-interference in the internal affairs of Arab States.

Further, the Arab Parliament condemns Iran's continued occupation of the three UAE islands of Greater Tunb, Lesser Tunb and Abu Musa, and commends the repeated, peaceful initiatives made by the to reach a just settlement for this issue according to the principles of the United Nations Charter and based on the provisions of international law.

.---: The Arab Parliament supports the efforts of the Iraqi government towards implementing comprehensive reforms, ceasing sectarian practices and taking the necessary steps to consolidate security and fight ISIS. The Arab Parliament also supports all efforts aiming at building and strengthening an Iraqi national state that embraces all components of the Iraqi people.

Egypt:

The Arab Parliament commends the Egyptian Government for its recent political and economic achievements, and welcomes its intention to hold parliamentary elections. The Arab Parliament also supports 's candidature for non­ permanent membership of the Security Council for the period 2016-2018.

The African Horn:

The Arab Parliament is keen to strengthen relations between the Arab States and the states of the Hom of Africa, and supports the security and stability of these states, especially . The Arab Parliament believes that the selection of an Arab national as United Nations special envoy for Somalia will enhance cooperation between the Arab and African States, especially in the areas of combating terrorism and achieving development.

In view of the importance of participation of representative and legislative organizations in addressing regional and international challenges, the Arab Pa~ip.~nJ)s pla~ing to hold a summit for the heads of Arab Parliaments within the next few months, and looks forward to your participation in this summit. I am· - confident that your participation will enrich the deliberations of this summit and-;ill contribute to a valuable outcome.

Page 4 of 5 The ongoing consultation between the Arab Parliament and the United Nations on priority issues facing the Arab region will create an important communication channel, and will enhance the coordination of joint international action.
