ORDER:-

The Empowered Group of Ministers, Government of India, in their meeting held on 10.01.2007, have approved and allocated Rs.551.22 Crore to for reconstruction / construction of Roads and Bridges under Tsunami Rehabilitation Programme .

2. In the G.Os first and second read above, the Government have sanctioned a sum of Rs.362.67 Crores (Rupees Three hundred sixty two crores and sixty seven lakhs only) as follows:-

i) Rs.224.38 Crores (Rupees Two hundred and twenty four crores and thirty eight lakhs only) for laying of roads to a length of 423.22 km. at a cost of Rs.114.64 crores and for constructing 55 bridges at a cost of Rs.109.74 crores in the coastal districts as detailed n the annexure to this order.

ii) Rs.84.89 Crores (Rupees Eighty four crores and eighty nine lakhs only) for the works already under taken under the schemes by the Chief Engineer (General), Highways for laying of damaged roads and construction of bridges in Tsunami affected areas for rebooking the same under Tsunami Rehabilitation Programme.

iii) Rs.25.20 Crores (Rupees Twenty five crores and twenty lakhs only) for laying of roads and Rs.28.20 Crores (Rupees Twenty eight crores and twenty lakhs only) for construction of 8 bridges in the Tsunami affected Coastal Districts by Chief Engineer (NABARD & Rural Roads).

The Chief Engineer (General), Highways Department has sent a proposal to approve the deletion of 4 road works, 3 bridge works and addition of 2 new bridge works, utilization of balance fund of Rs.34.80 crore available under re-booking component of Tsunami Rehabilitation Programme and the construction of 16 bridges including 6 bridges in B canal with or without Inland Waterways Authority norms in the districts of Nagapattinam, Thoothukkudi, , Kancheepuram (in Chengalpattu Division) and Tiruvallur at an additional cost of Rs.2319.40 lakhs (as per the Inland Waterways Authority Norms).

4. The Officer on Special Duty (Relief and Rehabilitation) has placed the above proposal before the 15 th Empowered Committee at its meeting held on 23.03.2009. The Empowered Committee has approved the deletion of 4 road works and 3 bridge works and utilise the fund available under re-booking component of Tsunami Rehabilitation Programme for the bridge works requiring Revised Administrative Sanction. The Empowered Committee has agreed and approved the above works to be taken up at a cost of Rs.308.69 crore against the original sanction of Rs.309.27 crore with a savings of Rs.0.58 crore.

5. The Government after careful examination accept the proposal of the Chief Engineer (General), Highways Department as approved by the Empowered Committee and accord Revised Administrative Sanction for a sum of Rs.308.69 Crore (Rupees Three hundred and eight crore and sixty nine lakhs only) as against the original of Rs.309.27 crore sanctioned in the G.O. first read above with a savings of Rs.0.58 crore as follows:-

(i) Rs.258.40 Crore (Rupees Two hundred and fifty eight crore and forty lakh only) for laying of roads to a length of 413.37 Km at a cost of Rs.112.68 crore and for constructing 52 bridges at a cost of 145.72 crore in the coastal districts as mentioned in the Annexure-I to this order. (ii) Rs.50.29 Crores for the works already undertaken by Chief Engineer (General) under other schemes for laying of damaged roads and construction of bridges in Tsunami Affected areas for rebooking the same under Tsunami Rehabilitation Programme as mentioned in the Annexure-I to this order.

The Government approve the deletion of 4 road works and 3 bridge works as mentioned in the Annexure-II to this order. The Government permit to utilise the saving amount of Rs.34.60 crores out of the amount Rs.84.89 crores earmarked in the G.O. second read above for reimbursement for the works as mentioned in the Annexure-III to this order. The Government also sanction for a sum of Rs.30.00 crores (Rupees thirty crores only) to execute the ongoing works during the current year 2009-2010 by the Chief Engineer (General) Highways.

6. The expenditure sanctioned in paragraph 5 above shall be debited to the following head of account: “2245. Relief on account of Natural Calamities - 80. General - 800. Other Expenditure - I. Non Plan - AB. Assistance for under taking relief works in Tsunami affected areas – 17. Minor Works (DPC-2245-80-800-AB- 1702)”

7. Necessary funds will be provided RE/FMA 2009-2010. Pending provision of such funds, the Principal Secretary/Commissioner of Revenue Administration is authorized to draw and disburse the amount sanctioned in paragraph 5 above as per the existing procedure to the Chief Engineer (General) Highways Department. The Chief Engineer (General), Highways Department is requested to send the Utilisation Certificate direct to Accountant General with a copy marked to the Principal Secretary/Commissioner of Revenue Administration / Government.

8. This Order issues with the concurrence of the Finance Department vide its, U.O.No.53415/Finance(Revenue)/09, Dated:30.9.09 and ASL No.825 (Eight hundred and twenty five) 46895/Rev/2007/dated 25.07.2007 and ASL No: 552/ Five Hundred and Fifty Two).
