Chinese Privatization: Between Plan and Market
CHINESE PRIVATIZATION: BETWEEN PLAN AND MARKET LAN CAO* I INTRODUCTION Since 1978, when China adopted its open-door policy and allowed its economy to be exposed to the international market, it has adhered to what Deng Xiaoping called "socialism with Chinese characteristics."1 As a result, it has produced an economy with one of the most rapid growth rates in the world by steadfastly embarking on a developmental strategy of gradual, market-oriented measures while simultaneously remaining nominally socialistic. As I discuss in this article, this strategy of reformthe mere adoption of a market economy while retaining a socialist ownership baseshould similarly be characterized as "privatization with Chinese characteristics,"2 even though it departs markedly from the more orthodox strategy most commonly associated with the term "privatization," at least as that term has been conventionally understood in the context of emerging market or transitional economies. The Russian experience of privatization, for example, represents the more dominant and more favored approach to privatizationcertainly from the point of view of the West and its advisersand is characterized by immediate privatization of the state sector, including the swift and unequivocal transfer of assets from the publicly owned state enterprises to private hands. Specifically it focuses on how the process of transformation impacted on and worked through diverse firms in different stages of the industrialization process. The paper shall reinforce the broad case that studying that period and the development of the Indian corporate world over it is critically important for developing a proper understanding of the historical origins of Indian liberalization and the subsequent trajectory of Indian capitalist development. Waterfall in Letchworth Park, NY. Abstract Political liberalization and increased public costs have placed new demands on the Swedish public sector. Two ways of meeting these novel requirements have been to corporatize and privatize organizations. With these two organizational changes, however, comes a risk of increased insecurity and higher demands on employees; the ability to handle these changes is likely dependent on their social status within an organization. The general aim of the thesis is to contribute to the understanding of how corporatization and privatization might affect employees’ work climate, work attitudes and ill-health. Special importance is placed on whether outcomes may differ depending on the employees’ social status in the form of hierarchic level and gender. Questionnaire data from Swedish acute care hospitals were used in three empirical studies. Study I showed that physicians at corporatized and privatized hospitals reported more positive experiences of their work climate compared with physicians at a public administration hospital. Study II showed that privatization had more negative ramifications for a middle hierarchic level (i.e., registered nurses) who reported deterioration of work attitudes, while there were no major consequences for employees at high (physicians) or low (assistant nurses) hierarchic levels. Study III found that although the work situation for women and men physicians were somewhat comparable (i.e., the same occupation, the same organization), all of the differences that remained between the genders were to the detriment of women. -

A strategy of corporatization and privatization will assist the People’s Republic of China finance the current $250 billion expansion of its national highway network. Corporatization and privatization will not only diversify financial resources available for toll road expansion but also improve highway efficiency and quality through commercial management. This seminar examines political, social, and subjective processes that accompany economic globalization. We will address shifts in modes of production, governance, consumption, and self- fashioning and we will draw from ethnography and political economic and medical accounts. We will also critically engage the theories that inform the ways social scientists think and write about power, values, and human agency in the global economy. How creative and theoretically generative is ethnography? Which concepts make our science more realistic, better? A film series accompanies the course. Requirements/Grading The success of the seminar depends on your commitment to complete all required readings for each session, write and post weekly responses, watch and critique the films, and to participate actively in discussions. Grading will be based on: 1. Attendance and participation (30%). 2. Reading reports (30%). 3. A final project: a book review essay covering at least three recent publications on the anthropology of globalization OR a research paper on a specific course-related theme. The 12-15 double-spaced page paper is due on May 13th at 5 pm (40%). Books The following books will be on reserve at Firestone Library. Canadian Charger, Waterloo Ontario, 2010. 286 pages Book Review by Suzanne Weiss Michael Keefer has compiled a timely and effective handbook for all those resisting attacks on free speech regarding the Israeli government’s crimes against Palestine. Anti-Semitism Real and Imagined contains contributions from eleven committed campaigners in the fight for freedom of expression, as well as position papers from seven well-respected Canadian social organizations. The book reports on an extra-parliamentary committee named the Canadian Parliamentary Committee to Combat Anti-Semitism (CPCCA), established in 2009 as a lobbying venture by 21 members of parliament hostile to criticisms of the Israeli government’s policies toward the Palestinians. It was established and funded privately, with representation from all four parliamentary parties, although the Bloc Québécois has since withdrawn. But it is in no way non- partisan. Rather, it advances an agenda to which the Stephen Harper government is deeply committed. -

Towards Democratic Globalization: To WTO or not to WTO? Jan Nederveen Pieterse No one is calling for an end to trade or trade rules. But what will those rules be, and who will write them? (Lori Wallach, 2004: 71) In his paper on ‘Economic globalization and institutions of global governance’, Keith Griffin (2003) adopts a welcome forward-looking focus. Griffin is committed to symmetric and democratic globalization and presents policies towards implementing this; I will comment on his argument and then focus on the WTO. According to Griffin, ‘greater globalization, not less, is desirable’ (2003: 793). Here the question is of course what kind of globalization or on what terms? In welcoming ‘greater liberalization, not less’ (ibid.: 792) Griffin is on a similar track as Paul Krugman, Jagdish Bhagwati, Megnad Desai and others. In basic terms this is an obvious case. Developing countries lose about US$ 100 billion a year due to export subsidies and trade barriers in developed countries. Tariff barriers against manufactured goods from the developing world are, on average, four times higher than those against products from the industrialized world and the poorest nations face higher tariffs than less poor nations (Oxfam, 2002; World Bank, 2002). ‘Trade not aid’ has long been the guiding motto. But obvious as the case may be, the question again is not ‘trade or liberalization, or not’, but ‘trade and liberalization on what terms?’. Griffin objects to trends towards protectionism, in particular restrictions on the movement of unskilled labour and the regime of intellectual property rights, and proposes ‘to create a rule-based system of global economic govern- ance as it applies to international trade’ (ibid.: 797). -

Working Paper Series WP 13-6 JULY 2013 The Hyperglobalization of Trade and Its Future Arvind Subramanian and Martin Kessler Abstract Th is paper describes seven salient features of trade integration in the 21st century: Trade integration has been more rapid than ever (hyperglobalization); it is dematerialized, with the growing importance of services trade; it is democratic, because openness has been embraced widely; it is criss-crossing because similar goods and investment fl ows now go from South to North as well as the reverse; it has witnessed the emergence of a mega-trader (China), the fi rst since Imperial Britain; it has involved the proliferation of regional and preferential trade agreements and is on the cusp of mega-region- alism as the world's largest traders pursue such agreements with each other; and it is impeded by the continued existence of high barriers to trade in services. Going forward, the trading system will have to tackle three fundamental challenges: In developed countries, the domestic support for globalization needs to be sustained in the face of economic weakness and the reduced ability to maintain social insurance mechanisms. Second, China has become the world’s largest trader and a major benefi ciary of the current rules of the game. It will be called upon to shoulder more of the responsibilities of maintaining an open system. Th e third challenge will be to prevent the rise of mega-regionalism from leading to discrimi- nation and becoming a source of trade confl icts. We suggest a way forward—including new areas of cooperation such as taxes—to maintain the open multilateral trading system and ensure that it benefi ts all countries. -
