Donegal County Council PLANNING AND DEVELOPMENT REGULATIONS 2001-2019 Nature and Extent of proposed development in accordance with Part 8 requirements of the above Regulations. Donegal 1.0 Introduction Carrigart Bridge is a twin span bridge which carries the R245 over the Loughnambraddan Burn in the townlands of Umlagh and Carrigart within the town of Carrigart within the Letterkenny Municipal District. The bridge has deteriorated and bridge deck has been structurally assessed to have a reduced live load capacity. It is proposed to replace the deck with precast concrete slabs. It is also proposed to extend the bridge with precast concrete box culverts on the upstream side to provide additional road width and a new footway over the bridge and its approaches. The report describes the proposed works and it sets out the principle features of the proposed project as required by the Local Government Planning and Development Regulation 2001-2019. 2.0 Nature of the Works The project will include the following elements; - a) General repairs to the bridge substructure as required. b) Removal of the existing substandard bridge deck and bearing shelf. Replacement with a new in-situ concrete bridge bearing shelf and new precast concrete deck. c) Extension of the bridge on the upstream side with precast concrete box culverts and precast concrete wing walls. d) Local widening of the road in an easterly direction. e) Construction of 164m of footway tying into the existing footway to the south of the bridge and extending 34m north of the bridge. f) Construction of verges, masonry parapets, fences and associated works. g) All existing services within the bridge will relocated within the bridge. h) Materials excavated on site will be re-used where possible any unsuitable material will be transported to a licensed waste facility. The site location plan is attached in Appendix A. 3.0 Extent of Works Carrigart Bridge is located on the R-245-20, within Carrigart town in the Letterkenny Municipal District. The overall extents of the works are shown on drawing number DR1-P8-01. 4.0 Principal features The existing bridge is a twin span composite structure with masonry abutments and a steel beam with concrete infill deck. The existing bridge exhibits a number of signs of distress and a recent structural assessment determined the bridge has a reduced load bearing capacity. The proposed bridge works will be undertaken in stages to minimise disruption to the public. Phase 1 of the works will involve damming and over-pumping the stream and the installation of the box culvert extension. This will involve excavation and placing of a concrete foundation, creation of a temporary crane platform, placing the box culvert extension, backfilling and construction of a temporary road the box culvert extension. On completion of the phase 1 works traffic will be directed over the temporary bridge under signals to facilitate the phase two works. Phase 2 of the works will involve the demolition of the existing bridge deck and bearing shelf. The bearing shelf will be reinstated with in-situ concrete, the new precast concrete deck will be installed, existing utilities will be relocated into the new bridge, parapets and rubbing strip constructed and then the road reinstated. Phase 3 will include the placing of fill for the road widening, the construction of verges and footways, fencing, construction of walls, road construction and surface overlays as required. This phase may be undertaken intermittently and as required during the construction project. All parapet walls shall be of masonry construction and shall have a castellated coping. All other finishes shall be similar to what exists on site. Post and rail fencing shall be provided to protect the side slopes which shall be finished with grass seed. Both the road and footways shall be finished with bound bituminous material. The details of the proposed Bridge Replacement are shown in drawing numbers DR1- P8-01 to DR1-P8-008 attached in Appendix C. 5.0 Ecological assessment A stage 1 Natura Impact Screening Assessment has identified that the Sheephaven Bay SAC (site code 1190) is located 75m downstream of Carrigart Bridge and that the Loughnambraddan Burn is a direct connector to the site. However having considered the qualifying interests of that natura site, the assessment has determined that given the scope and nature of the works and the separation between the works and the qualifying interests, the proposed project are unlikely to have a significant impact on the Sheephaven Bay SAC. A copy of the Natura Impact Screening Assessment report is attached in Appendix E. In accordance with Article 120(1)(b)(i) of the Planning and Development Regulations 2001 (as amended) Donegal County Council has concluded, based on a preliminary examination of the nature, size and location of the development, that an Environmental Impact Assessment (EIA) is not required.
