TOMATO CURD BAKE: ¾ Cup Curd; 6 large Tomatoes; 4 Cloves Garlic minced; 1 tsp Chilly powder (or to taste); 1 tbsp chopped Coriander; Bread crumbs; Salt to taste. Method: Halve tomatoes crosswise. Blend the curd with salt, chilly powder, garlic, bread crumbs and coriander. Spread mixture over tomatoes and bake in a moderate oven until tomatoes are soft. Heat briefly under a preheated grill until browned on top. Serve hot.

The Witty and the Wise (A section of well known humorists) Dorothy Parker –A slashing wit Dorothy Parker used her wit like a whip. She entered professional life as a writer for New York City magazines, such as Vogue, Vanity Fair and The New Yorker. There she rubbed shoulders with other famous scribes of the early 20th century and became one of the founders of the literary Algonquian Round Table. A writer of criticism, poetry and short stories, Parker became one of the most-quoted people of her time – particularly famous for her cynicism, her stinging humour and a fixation with death. Parker’s was not always a happy life. As a child, she had difficult relationships with her father and stepmother and she struggled throughout adulthood with alcohol and depression. Despite four suicide attempts, she lived to age 73, when she died of a heart attack in 1967. Some of her witticisms include: “This is not a novel to be tossed aside lightly. It should be thrown with great force”, “That woman speaks eighteen languages and can’t say no in any of them” and “Women and elephants never forget”.

Understanding and using the Right To Information (RTI) Act

On December 15th, Ms. Kathyayini Chamaraj, Executive Trustee of CIVIC (Citizens Voluntary Initiative for The City) of Bangalore addressed members of the Club on understanding and using the Right To Information (RTI) Act. Her address helped clarify a number of issues relating to the provisions and use of the Act. The RTI enables citizens to seek and obtain information from government / public authorities. Under the RTI, the operating term “information” means information in any material form such as records, files, documents, manuscripts, contracts – including data held in electronic form – held by or under the control of any public authority. The term public authority includes any department of the Central or State Government that is established, constituted, owned, controlled or substantially financed, directly or indirectly, by the State or Central Government. The coverage is wide, well-nigh all embracing. A citizen has the right to inspect and obtain certified copies of documents held by a public authority. He or she is empowered to take notes and / or extracts of such documents. The RTI requires a public authority to disclose a list of records available with the authority. Citizens desirous of obtaining information can solicit this from the Public Information Officer / Assistant Public Information Officer of the concerned public authority. There is no prescribed application form for such applications. These can be made out on plain paper. The RTI does not provide for fishing expeditions such as seeking reasons for the inefficiency of the working of the public authority. Requests have to be for recorded information available with the concerned authority. Seeking information under the RTI does not preclude a citizen from also seeking recourse from agencies like, say, the Lokayukta. In fact, it would appear that the RTI would better equip citizens when approaching agencies such as the Lokayukta. The RTI has gone through a process of evolution over the years. For example, in the past, a citizen had to disclose why information was being sought. This has since been dispensed with. Information is now viewed as a right.
