INTRODUCTION In early June of 2003, the Regional District of Mount Waddington, solicited proposals for the undertaking of an assessment of Marine Campsites in the North Island Straits area, specifically Coastal Planning Units 1, 2, 3, 10, 40 and 41. Recreation Resources Ltd was the successful proponent, and in June through August 2003, undertook field and office work to complete the assessment.

BACKGROUND There are six planning units in the area of the North Island Straits Coastal Plan that are the subject of concern from different user groups over increasing levels of public and commercial activity. Commercial sea kayak guides have indicated a need for predictable access to campsites in this popular area, while recreational paddlers seek assurance that a portion of the areas’s campsites will remain available for their use.

The Regional District of Mount Waddington (RDMW) recognized the need to manage camping in the area, and to protect the quality of experience for both tourists and recreational paddlers. LWBC is actively working on policy aspects of commercial recreation. A strategy for campsite management and allocation was recommended for this area. This report is one component of that strategy.

METHODOLOGY In addition to contacting stakeholders through letters, RRL met public and commercial kayaking stakeholders informally in the field, or discussed the assessment project over the telephone. RRL also accessed the North Island Straits Plan, and obtained and assembled the requisite digital mapping and database materials.

RRL staff visited 63 of the 71 sites identified in the assessment. On-site photographs and detailed site observations were made.

The completed assessment provides a current measure of the extent or number of marine campsites available in the study area. The assessment also provides information on the type of use received by each site (public/commercial or both). Where the information was available, an indication of the level of use is provided.

It must be noted that while the assessment is reasonably thorough, and shows many more sites than previous assessments, there may be other sites used by both commercial and private campers that RRL did not identify.

INFORMATION SOURCES Information on campsite locations was sourced from the North Island Straits Coastal Plan, the Johnstone Strait Edition of the Coast Recreation Maps, digital files from the Marine Trails Inventory and Strategy previously completed by RRL for the Ministry of

Forests, Vancouver Region, digital files from the Outdoor Recreation council with feature locations, and TRIM data from the Ministry of Sustainable Development.

During the fieldwork, further information was gathered from people encountered in the field. Later in the project information was also received through telephone conversations with some of the stakeholders contacted through the mailout.

SUMMARY OF RESULTS A total of 71 campsites were identified during the inventory. Of these, 8 have not been field checked. In addition to a range of descriptive data, campsites were assessed for the nature of the dominant use, the number of tent sites currently available and the potential for additional capacity. Results are summarized in the table below and in the table on page nine.

*Marginal sites are those that would be usable in an emergency but are not particularly attractive. **None is for sites that have potential to be used but do not appear to have any use at present.

The six sites dominated by commercial use are: Spy Hop Beach, Little Kaikash, East Sophia Island, Cracroft Point, Big Bay – Point and Island Savage. The Northern Lights site in the Pig Ranch area was dominated by commercial use until recently, but it is no longer being used as a base camp by Northern Lights and has been rated as Both.

SUMMARY OF GENERAL ISSUES During the compilation of this assessment, the issue of commercial sea kayaking and development of marine campsites was a frequent topic of conversation. In informal meetings that were conduced in the field with both commercial and public kayakers, there was a general consensus that granting exclusive tenure to any one operator was not the most desirable objective. Commercial operators do want site tenure, so as to develop their business, and to ensure a place for their clients to stay, but in general, the commercial operators indicated that they would not turn away public kayakers.

The one exception to this is the operator using the easternmost of the Sophia Islands. Here, the operator actively discourages the public from using the island A sign has been posted indicating that the island is private. While this is in fact not the case, it has had the effect of creating animosity, and more broadly, uncertainty in the kayaking community as to the status of marine campsites in general in this section of BC’s coast. While this particular situation merits prompt action and resolution, much of the activity associated with marine sea kayaking and camping is functioning well. Most of the sites indicate some care for the environment, and site improvements appear to be ongoing and thoughtfully undertaken.

The quality of the recreation experience is high, and continues to draw repeat as well as new visitors. Commercial operators report that much (up to 40%) of their business is repeat clientele. While there appears to be a shift towards use northwards into the Broughton Archipelago area, Johnstone Strait continues to be either a main area, and is part of more extensive trips undertaken by either commercial operators or by the public.

Use of an auxiliary vessel by commercial kayaking companies has become quite common. The vessels transports clients and kayaks from a departure point (Quadra Island, Campbell River, Port McNeill, Port Hardy, Alder Bay, Telegraph Cove) to a marine campsite that has been developed as a base camp.

Use of larger vessels or Motherships that have onboard accommodation and cooking facilities has also become common. These vessels may remain in one location for days or weeks, or may move. Some kayak trip operators charter motherships and some vessels provide such services as a business in itself.

It was observed that the level of site development and facilities at several commercially used marine campsites was substantial. In addition to tent platforms (raised wooden structure) of sturdy wood construction, there were, at some sites: solar panels, a well- equipped kitchen, propane composting toilet, piped water, hydrophone, large custom manufactured aluminium food storage containers, bark mulch covered trails and tent pads (level, cleared dirt pads), constructed stairway, and shower facilities. Trails are frequently developed through thick salal, and at least one site, rocks along the foreshore have been moved to create a small navigable channel for kayaks and small boats.

Outlined below are a number of issues that have been identified through the compilation of this marine campsite assessment project. The issues are in no particular order or priority. As was observed earlier, with the possible exception of issues related to one commercial operator’s use of the eastern Sophia Islands, the majority of issues related to kayaking in the assessment area require no immediate action, but rather careful consideration and development of a response in consultation and cooperation with all stakeholders, including First Nations, the public, and commercial operators.

The purpose therefore of this assessment, is to provide a tool for use in this consultation. Because the assessment is digital, the information contained in the data

RRL Recreation Resources Ltd October 2003 North Island Straits Campsite Assessment 4 RDMW, MSRM, LWBC Inc. base may be presented in a variety of formats (such as through thematic mapping) so as to facilitate stakeholder input, or the information may be combined with other data (such as shoreline type mapping) enabling consideration of other resource values in the planning area.

Issue: Privatization of the best marine campsites Concern was frequently expressed that by allocating tenures, the best sites will become exclusive enclaves for commercial operators. This is perhaps the most fundamental issue raised by public stakeholders; the provision of equal access to quality recreation experiences on public lands. It is not an issue unique to marine campsites.

Issue: Site creation/Site improvements It was argued by some commercial operators, that many if not most of the campsites developed by commercial operators would not be useable, or as usable, had the operator not improved the site. While this is true for some sites, it seems to follow a homesteading philosophy (I cleared the land so it is mine). Some sites appear to perhaps have had centuries of use by First Nations, other sites are old logging dumps or landings.

Allocation of tenure based on levels of site improvement would be a challenging undertaking at best, and ignores some of the basic and important issues, such as the changeable nature of the sea, and the inherent right of users of the sea for shelter, and for equal access to quality recreation opportunities. It would perhaps be better to place the need for shelter and the provision of equal access to quality recreation at the foundation of any tenure allocation model.

Issue: Inconsistent sanitation. All commercially used campsites visited in the assessment area were equipped with some form of toilet. Some are pit toilets, one site has a honey bucket (which is presumably emptied as required), one site has a propane composting toilet, and one site has solar powered composting toilets. Picnic sites used by commercial/public have no facilities.

Contamination of water systems, permitting of waste disposal, standards to which waste facilities are constructed and maintained, and egress of contaminants from unlined pit/composting toilets into groundwater are related issues.

Issue: Safe drinking water Commercial kayakers typically transport drinking water. One commercial site has an extensive water pipe system which may or may not be used for potable water.

Water use permits, testing of water, and standards for supply of water at commercially developed sites are related issues.

Issue: Safety – campsites as refuges, shelter or landing points Johnstone Strait is a large and open section of water. While some sections of the strait are more prone than others to rapid changes in sea state, overall, sea conditions in the Strait can change quickly (within the hour), necessitating changes to kayak trip itinerary. The unpredictable nature of the sea must be considered when managing these costal marine campsites, for example, when considering whether the site may be suitable for accommodating commercial, public or both types of marine kayak user.

Given that kayakers are self-propelled (paddles, sometimes sails) they are low- powered, and particualrly suseptable to the indluence of wind, tide and waves. Therefore, they have need to access shelter should conditions on the sea become unmanagable. Theis may mean sheltering, or camping overnight or until such time a they are able to continue their journey. This sheltering need should be formalized in any tenuring agreement.

Local currents must also be considered in combination with tides and wind conditions, as again, while there are some constants with regards tides and prevailing winds, in combination (such as wind against tide) conditions can rapidly change and in turn directly change kayak trip itineraries. In depth knowledge of these conditions comes over considerable time and experience, and generally, commercial operators may have more knowledge than the one time visitor. However, it should not be assumed that this is a basis for making decisions regarding tenure or regarding public/commercial site development, as the participants abilities, regardless of the guides abilities and knowledge, are a deciding factor when on the water and considering whether to maintain a particular course and destination, or whether to make changes.

Issue: Safety – worn trails At some marine campsites, commercial operators have brought in bark mulch (which may be an issue in itself) to cover trails, other sites have poorly constructed trails or tracks with undercut/unstable banks, steep grades, cliffs and exposed roots.

Issue: Safety – wildlife. While bears and cougars can be expected at any of the sites, some sites seem to be known to be frequented by cougar or bear. One site had a note from a commercial operator, reporting two sightings of a cougar close to the camp the previous day. Another site was reported by a commercial user as having a resident bear. Some sites had sign of very recent (within the past hour or two) bear presence.

Some campsites have rope/pulley systems for lifting food out of reach of wildlife, and some sites have large, high quality aluminium storage containers, while other sites had food left out while the kayakers were away from the site.

The potential for attack by wildlife at a marine campsite is difficult to quantify. However, the lack of proper food storage at some sites may invite trouble.

Issue: Site safety related to standing dead trees (snags) and other natural hazards. RRL claims no expertise at hazard tree assessment or for assessment of natural hazards of any kind. However, at a number of the sites, what appeared to be possibly dangerous snags were observed in close proximity to the campsite area. In several cases, large snags were located directly next to tent sites. At some sites used by commercial operators, it was observed that some snags/hazard trees had been felled. While it is difficult to quantify this hazard, considerations for site development/tenuring would likely include a professional, on-site assessment of snags and other natural hazards associated with the site.

Issue: Impacts on wildlife habitat No formal on site surveys of wildlife habitat appear to have been undertaken, and the impact of marine campsite development or of informal use is not known.

Issue: Impacts on local vegetation, plant species, ecosystems. This issue is beyond the terms of reference and expertise of RRL. However, it can be generally observed that where impacts have occurred they are concentrated to small areas. Root exposure on some trails was observed (see also Safety – worn trails). Some sites with mature forest and open understorey have tent platforms while others do not. Clearing of vegetation, particularly salal is common at most sites. On one island, tent platforms are connected by trails cut through thick salal and the trail tread was covered with a layer of ‘imported’ bark mulch.

Issue: Facility construction standards, Tent platforms, outhouses, shower stalls, stairs and benches, water systems, and equipment storage were observed at several commercial sites. Quality of construction ranged from very high to marginal.

Issue: Fire safety. These recent dry weather in BC has brought the issue of forest fire into sharp focus. Indeed, while the assessment of sites was being conducted, an abandoned campfire was found (and extinguished) at a marine campsite on Hanson Island. The fire was located in thick duff, indicating both lack of knowledge by the visitors regarding campfire safety, and complete disregard for the province-wide campfire ban that was in place at the time.

Issue: Food preparation, food safety. Some sites have rustic kitchen/food preparation areas. It is not known if food safe practices are followed or what food handling training commercial operators have. No refrigeration facilities were noted.

OBSERVATIONS

Current tenures Some commercial operators currently have informal and formal arrangements with First Nations bands and individuals for the use of campsites on Indian Reserve lands. Oceans and Rivers have an arrangement with a private landowner in Freshwater Bay on Swanson Island.

Other than these arrangements, none of the marine campsites in the assessment area have tenured users.

CONCLUSIONS The assessment provides a measure of the quality and number of marine campsites available within the study area. The information, which includes photographs of the sites, is digital, allowing for use in other planning work. The information that has been gathered is likely of considerable value to a government-led planning process, the general public, First Nations, and commercial ocean kayaking companies as well as to commercial publishers of guiding maps and to writers of articles.

While seventy-one marine campsites are identified, and where possible, their capacity in terms of numbers of tents that can be accommodated is described, it should be noted that the capacity of many sites could be increased by clearing of underbrush and by building of tent platforms. Factors such as tides also affect site capacity, because during periods of small high tides, beach campsites become available at some sites.

The assessment indicates a current capacity for approximately 390 tent sites within the study area. It would be reasonable to assume that one or two more tent sites could be developed at most locations, giving an approximate potential total capacity of between 455 - 530 tent sites.

The presence of fresh potable water is generally not a constraint to site development (although it would be for larger sites) as both public and commercial kayakers take water with them.

Apart from the fairly immediate need to resolve any issue of public land being claimed as private, many of the issues surrounding public and/or commercial use, site safety, site sanitation, etc., can be resolved though public processes.

The level of facility development at some sites is significant, however this should not distract from the more important considerations such as the changeable nature of the sea, access to shelter and provision of equal access to the recreation opportunities offered in the area as factors in consideration for any tenure allocation.

Nature of Use: The dominant type of use the site receives at present. Commercial= private operator(s), Public=general public, Both = commercial and public, None = No use, but site has potential to be used, Picnic = Day use, limited camping opportunities or Marginal= a poor site that is not being used and has low potential. These sites remain in the inventory because they may be useful for safety reasons when there is nowhere else to land.

Area Measure: rough estimate of the size of the camping area. Difficult to estimate and not as useful as the number of sites.

Average Stay: Most public paddlers appear to stay only 1 night at each site. During fieldwork no sites were found with public tents left set up. Commercial companies operating base camps occupy the site for a maximum of 7 nights each week, but with different clients depending on the length of the trip. Commercial operators carrying out roaming trip do not appear to use any one site for more than 2 nights.

Commecial tenure applied for in 2000. No development or use of site observed during field check.

An attractive site but currently unusable. The ground is overall level, but is locally undulating. Thick salal covers most of the more level rock bluffs. It would require levelling and construction of tent platforms (room for 6-10) to be usuable. With development the site would be similar to others at Big Bay and near Weynton Island with both open rock bluffs and treed area. A small, protected slot beach provides acccess.

During a later fieldcheck in the area, a large group of 30 people from the Orca Project were occupying this site for a reported 5 weeks.

Two commercial operators raised concern over potential environmental damage being done to the site and provision of toilet facilities relating to the large group and extended stay. One operator also questioned the safety procedures of the group - inexperienced clients were observed in inflatable kayaks without a guide in Johnstone Strait.

Features Currently occupied by the warden for the Robson Bight Ecological Reserve and whale observers. Trail to the Eagle Eye Bluff whale station and beyond to Pig Ranch. This trail is also a safety feature. whale watching Comments Wardens reported no regular use of the beach or of their tent platforms by campers. During emergencies (bad weather) they will make room for stranded campers. There is beach camping when tides are suitable and there is potential for a campsite to be cleared in the trees behind the beach; however there is no view to Johnstone Strait. Most of the use of this site is to hike to the whale observation station. Would make a good campsite if no longer used by the whale researchers.

Features Historic Feature Comments Three separate locations for campings. Room for 7 tents near the two picnic tables and toilet. A large beach camping area close to the spit with room for 7 tents. Between these two areas there is room for 2 tents on the beach. On the west side of the spit there is an area of open forest that used to be the homestead. This could host at least 20 tents. On the north side of the spit, there would be room for 2 tents at low tide.The beach camping appears to get the most use. Because this site is close to Telegraph Cove it probably receives more use as a picnic site than as a campsite.

The potential for trail access exists with the old telegraph trail. There is some old logging equipment, bricks and whale watching information signage.

Creek on the west side, waterfall on the other side of the bay on the east side.

Proximity to Telegraph Cove, whale watching potential and the trail make it a key site.
