Approved minutes are available for this quarter on SharePoint for the following meetings: o 9 April 2012 – IWMP Well Placement Meeting o 11 April 2012 – IWMP Well Placement and RTCs Meeting o 19 April 2012 – RAB Meeting o 27 April 2012 – RPM Monthly Meeting o 31 May 2012 – RPM Monthly Meeting The normal seasonal pause in field work continued this quarter with limited field effort late in the quarter. Contract awarded for Eielson IWMP work to EA Engineering, Science, and Technology, Inc. Contract awarded on 10 May 2012. Reviewed 41 Work / Excavation Clearance Requests, 50 Base Civil Engineer Work Requests, and 10 Projects for land use controls conflicts during the quarter. Total year to date of 80 Work / Excavation Clearance Requests, 296 Base Civil Engineer Work Requests, and 36 Projects for land use controls conflicts. Community Relations Activities: There were no community inquiries this quarter related to the hazardous substance contamination at the site. Posted public announcement ad attached in the Daily News Miner for RAB Meeting #26 held on 19 April 2012. Ad was published on April 8th and 15th. Posted attached flyers around Fairbanks, North Pole, Moose Creek, Salcha communities to raise public awareness of the RAB Meeting. Eielson AFB Public Affairs (PA) distributed both pre- meeting and post-meeting flyers to media outlets listed on attached Media Contact List_Dec 2011 from PA. Planned and prepared presentation materials, fact sheets, etc. for RAB Meeting #26. Prepared meeting minutes for RAB Meeting held 19 April 2012. Eielson’s Administrative Record (AR) and Information Repository (IR) on base were re- organized and indexed to allow for easier record searching. Since the AR was converted to electronic copy in 2011, the updated electronic copy had not yet been provided to the University of Alaska Fairbanks Rasmusson Library to replace the hard copy system, which contained mostly records no longer included in the AR. On 11 June 2012, the library was provided two sets of the AR electronic collection, one to remain in the library at all times for use on the library’s public computers and printers; the second copy is available for circulation. Each set of the collection contains three DVDs of the most current AR files (1–565), and one CD that contains the Eielson AR Index, an Eielson AR Fact Sheet, a Site and OU List, and a User Guide to aid the public with searching the records index. The hard copies from Rasmusson Library were removed and stored on base for long-term recordkeeping. Attached is an updated AR Index with new entries 566-673. These files are undergoing preparation for inclusion in the AR, which includes setting security permissions on each file and utilizing optical character recognition (OCR) software to recognize text in each file. This process is anticipated to be completed by end of July and parties will be notified when files are available on SharePoint for download. Developing documentation for a filing system for maintaining the records electronically utilizing SharePoint. The updated AR files will be provided to regulatory parties on SharePoint once file preparation and documentation development is completed, anticipated to be completed by end of July. Next RAB Meeting planned for Wednesday, 17 October 2012. The location needs to be confirmed, anticipated to be completed by end of August. Planned Activities for Next Quarter (1 July – 30 September 2012): Submit the Final Addendum to IWMP for Background Metals (secondary document), due 7 July 2012. Implement Field Work for 2012 IWMP beginning 9 July 2012. Submit the Draft Final RI/FS Management Plan Garrison Slough (SS67) and Final Community Involvement Plan, both due 18 August 2012. Submit Final RI/FS Management Plan Site WP45/SS57 and Final SS67 (Garrison Slough) UFP- QAPP, both due 25 August 2012. Conduct stakeholder meeting to scope 2012 field activities to be performed at Source Areas WP45/SS57. Submit the Draft Final Phase 1 SER for SS084 (AOC16), due 17 August 2012. Submit the Draft SER0002-2011 Building 3386 Phase II Sampling and Analysis Plan, due 22 August 2012. Submit the Draft Final QAPP for Phase 2 Source Evaluation at SS086 (SER001-2011, Taxiway Golf), due 24 August 2012. Submit the Draft SER001-2010 Site Characterization Work Plan, due 18 September 2012. Implement field work using Triad approach at Source Area ST48 beginning 16 July 2012. Anticipate implementing field work at Source Areas ST20 and SS35 in August or September. Continue participating in scheduled RPM meetings. Participate in stakeholder technical meetings as needed. Participate in Triad project status meetings for Source Areas ST48, ST20 and SS35 as needed. Timetables / Deadlines: The table below summarizes documents submitted during this quarter and provides an account of the required and actual submittal dates, which demonstrates the USAF’s timely submission of required document submittals this quarter. Al, it was fun listening to the tapes again. I want to pick up a little bit on what we touched on in July, which is that competition was with Augie, first, Channel 11 and to some extent Channel 13. What about the bigger picture of competition as cable started to come in… as there has just been a span of competition here that has changed since you first started out in radio even. Al: In the early days of television, the radio market was actually sales in radio and the performance in radio was actually pretty good. KENI radio – it‟s billing was often greater than television. My father and the people he had there were excellent radio broadcasters. Television was kind of like a new member in the family and they were trying to get an understanding (of it). Plus if you go back to the 50‟s and 60‟s, in the 50‟s, in the 60‟s, and all the way up until ‟84 everything was on (tape) delay. Until April 1 of ‟84… One of the significant dates (in Alaska TV history was when) Channel 2 here in Anchorage got its network programming on satellite. Well, before that, network programming aired on a delay.

These are incorporated in this Supplement edition of the AEIRS for the first time. These community forecasts will become a regular feature of the AEIRS Quarterly. In thi s report, we present our current "best judgment" forecast of the three largest Alaskan metropolitan area economies. While these are econometric forecasts derived from recently developed quarterly regional econometric models, they are not solely the product of those models. When appropriate, we have adjusted the forecasts to account for recent information on the pace of economic activity, and have fine-tuned the models where necessary. These are standard practices which reflect the fact that economic model building remains an imperfect art. The Anchorage, Fairbanks, and Juneau census divisions and I Rest-of-the-State 1 forecasts are consistent with the statewide base case forecast presented in the August 182 AEIRS Quarterly. So (you were saying, Bob, how you met Augie, through) the fellow who built… who did the engineering on KFAR. Bob: KFAR, yeah, well, that’s when I first met Stan and Augie, right? First met you (Augie). Jim Wallace was an old friend of mine. Again, we had gotten acquainted through Ham radio. He lived in Mt. Vernon, Washington. We found out we were both going to school together at UW and we went through the University of Washington together you might say. So I had been in Fairbanks for… since 1931 and here comes Jim Wallace with a new station to build. And I don’t remember too much about it except that it was a cold winter when it finally got going. Hilary: All the winters are cold winters. Augie: In Fairbanks they are. Bob: Old Cap really spent money and did things right, didn’t he? Augie: Yeah, he sure did. Well, he said he wanted his people to be comfortable. He also said if you build right you don’t have to spend all that money maintaining it. Bob: Well, he built a lot of things in Fairbanks: the theater, apartments.
