He and his friends drank, stole, and caroused throughout town. Monica never stopped praying for Augustine, no matter how far he strayed. Augustine became swept up in heresy, a false form of Christianity. He lived with a mistress and had a child out of wedlock. All the while, Monica kept praying. Conversion came slowly to Augustine, but at age 32, he was finally baptized. Augustine would go on to become a priest, then bishop, then world-renowned theologian whose works have stood the test of time. In accordance with §303(d) of the Clean Water Act (CWA) and 40 CFR §130.7, the U.S. Environmental Protection Agency (EPA) has conducted a review of most of the State's list, including supporting documentation, with only a few waters remaining to be analyzed. Based on this review, EPA has determined that the majority of New Hampshire’s list of water quality limited segments (WQLSs) still requiring total maximum daily loads (TMDLs) meets the requirements of §303(d) of the Clean Water Act ("CWA" or "the Act") and EPA implementing regulations. However, EPA is not taking action at this time to approve or to disapprove the State’s decisions relating to certain assessment zones in the Great Bay Estuary and the State’s decisions on pH for the Upper Portsmouth Harbor, Great Bay Prohib SZ2, and Great Bay-Cond Appr assessment units. Between 2000 and 2013, the population of Windham increased by 30.36 percent and the Town of Windham is now the fastest-growing community within the Southern New Hampshire Planning Commission (SNHPC) Region. In addition, the widening of I-93 through the heart of the community is also placing more development pressures on the town and its infrastructure, facilities, and services. Windham’s land and the use of it play a large role in shaping the character and quality of life of the community. The rate, location, and type of growth in Windham not only directly impact the physical appearance of the community, but also have a large impact on the demand and need for public services and facilities. By continuing proactive land use planning, Windham can anticipate and address the demands and impacts of new development and achieve the land use patterns, quality of life, and type of development the community desires. This chapter for the Town’s Master Plan acts as a fundamental planning tool to help the community identify how the land is currently being used so that future challenges and opportunity can be planned for and addressed.
