U.S. Senator calls home, but still feels a deep connection with the state’s rural communities. Woodson, a noted African American historian, scholar, educator and publisher. It became a month long celebration in 1976. The month of February was chosen to co- incide with the birthdays of Frederick Douglas and Abraham Lincoln. President Lincoln announced the emancipation proclamation, which granted freedom of slaves in confed- erate states on New Year’s Day in 1863. The word didn’t reach African American slaves of Galveston Texas, until June 19, 1865, when a force of two thousand union soldiers arrived and informed them of their freedom. Feb. 23, 1865; WE.B.
