A HOUSE COMMEMORATIVE RESOLUTION

To express a sincere and heartfelt recognition, congratulation, and commendation to Southern High School Mock Trial Competition Team, Teacher and Attorney Coaches for capturing the 2006 (8th Annual) CNMI High School Mock Trial Competition championship title held at the Judicial Complex on Saturday, March 11, 2006.

WHEREAS, the CNMI High School Mock Trial Competition was organized by the late Honorable Ramon G. Villagomez, Retired Supreme Court Associate Justice, in 1999 to bring high school students into the court to expose them to the judicial system, court procedures and legal system; and WHEREAS, the 2006 (8th annual) CNMI High School Mock Trial Competition kicked off on Friday, March 10, 2006, at the Judicial Complex with Eucon International, Grace Christian Academy, Marianas Baptist Academy, , Mt. Carmel High School, Saipan International School, Saipan Southern High School, and High School competing for the Championship Title. Last year’s champion Northern Marianas Academy along with and High Schools failed to participate for various reasons; and WHEREAS, the 2006 (8th annual) CNMI High School Mock Trial Competition Panel of Jurors included local attorneys Theresa Kim, Anthony Long, Vicky Taitano, Alan Barak, Maya Kara and Jeanne Rayphand, and Teacher Representative Ambrose Bennett; and WHEREAS, on Saturday, March 11, 2006, the 2006 (8th annual) CNMI High School Mock Trial Competition Finalist Marianas Baptist Academy and Saipan Southern High School argued before the Championship Round Presiding Judge, the Honorable Alex Munson, Presiding Judge, US District Court for the Northern , the case between the CNMI v. LES (Leslie Hayden), a criminal case dealing with violation of parental control of minors; liability for conduct of another; complexity; and manslaughter in the second degree; and WHEREAS, after listening to the arguments presented by the Prosecution and Defense Teams, the Panel of Jurors awarded the 2006 (8th annual) CNMI High School Mock Trial Championship Title to the Saipan Southern High School Mock Trial Competition Team while the Marianas Baptist Academy settled as co-Champion; and WHEREAS, the 2006 (8th annual) CNMI High School Mock Trial Competition Champions included Team Captain Marylou Gariquez, Jennifer Benavente, Jocelyn Cabrera, Jaqueline Cepeda, Melissa Coleman, Tamara David, Jenny Ann Ecalnea, Richille Denora, Madelline Jacob, Timothy Ko and Janina Maratita. Mr. Andrew Golden served as Teacher-Coach while the Attorney Coaches were James Livingston and the Torres Brothers (Vincent, Jack and Vic); and WHEREAS, this is Saipan Southern High Schools second victory after defeating the four-time defending CNMI High School Mock Trial Competition champion Tinian High School in 2004; and WHEREAS, Saipan Southern High School Mock Trial Competition Team, Captain Marylou Gariquez was adjudged the Most Effective Defense Attorney while Teammate Dong Hwi Shim was named the Best Defense Witness; and WHEREAS, the 2006 (8th annual) CNMI High School Mock Trial Competition Champion Saipan Southern High School will represent the CNMI in the National High School Mock Trial Competition in Okalahoma City, Okalahoma, on May 11-13, 2006; and WHEREAS, the Members of the House of Representatives, the members and students of Saipan Southern High School, the family members of the team, coaches and the people of the CNMI are extremely proud of the Saipan Southern High School Mock Trial Competition Team, the Teacher and Attorney Coaches for their outstanding performance in capturing the 2006 (8th annual) CNMI High School Mock Trial Competition Championship Title and wish them the best as they represent the CNMI in the National High School Mock Trial Competition in Oklahoma City, Oklahoma, scheduled for May 11-13, 2006. Furthermore, the Members of the House of Representatives extend gratitude to the CNMI Bar Association, PSS Teachers, Superior Court Judges, and Supreme Court Justices for their exemplary contribution and services on the successful completion of the 2006 (8th Annual) CNMI High School Mock Trial Competition; NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the Fifteenth Northern Marianas Commonwealth Legislature that the House hereby expresses a sincere and heartfelt recognition, congratulation, and commendation to Saipan Southern High School Mock Trial Competition Team, Teacher and Attorney Coaches for capturing the 2006 (8th annual) CNMI High School Competition Championship Title held at the Judicial Complex on Saturday, March 11, 2006; and BE IT FURTHER RESOLVED, that the Speaker shall certify and the Clerk shall attest to the adoption of this resolution and thereafter transmit a certified copy to the Honorable Benigno R. Fitial, Governor, Commonwealth of the ; the Honorable Joseph M. Mendiola, Senate President, 15th CNMI Legislature; the Honorable Pedro A. Tenorio, CNMI Resident Representative to the United States; the Honorable Juan B. Tudela, Mayor of Saipan; the Honorable Valentine I. Taisakan, Mayor of Northern Islands; the Honorable Joseph S. Inos, Mayor of Rota; the Honorable Jose B. San Nicolas, Mayor of Tinian and ; Dr. David M. Borja, Acting Commissioner of Education, Public School System; and Mr. Peter Le’au, Principal, Saipan Southern High School; and BE IT FURTHUR RESOLVED, that the Author of this resolution shall present the certified original resolution to the 2006 (8th annual) CNMI High School Mock Trial Competition Champion Saipan Southern High School Mock Trial Competition Team, Teacher and Attorney Coaches on a date, time and place to be announced by the Speaker.
