Gardner, Secretary of State HOUSE RESOLUTION NO. 15 Memorializing State Representative Robbie Parsons of Milton WHEREAS, we have learned with profound sorrow of the death of our friend and colleague, Robbie L. Parsons, who was serving his third term as a State Representative representing the citizens of Strafford County District 1, the towns of Middleton and Milton; and WHEREAS, Robbie Parsons served with diligence and enthusiasm on the committees on Criminal Justice and Public Safety and Judiciary receiving praise from committee colleagues, regardless of party, for his attention to detail and quest for understanding; and WHEREAS, Robbie Parsons was dedicated to the county in which he lived, being elected Vice Chair of his delegation and worked with county officials to help open a hospice care center, that recently honored Robbie by naming their memorial garden for him; and WHEREAS, Robbie Parsons was dedicated to the communities he lived in by serving on various boards and commissions for the sole purpose of helping to improve the lives of the people he worked with; and WHEREAS, despite a long and sustained battle with cancer, Robbie Parsons continued to serve in Concord as much as he was able with little complaint and provided friendship and advice to his colleagues in the House of Representatives; and WHEREAS, above all, Robbie L. Parsons was a dedicated family man who relished spending time with his wife, children, step-children, grand children and great-granddaughter; now, therefore, be it RESOLVED, by the House of Representatives in Regular Session convened, Robbie L. Governor’s Veto Message on HB 332 “By the authority vested in me, pursuant to part II, Article 44 of the New Hampshire Constitution, on June 26, 2015, I have vetoed House Bill 332, relative to school district policy regarding objectionable course material. By imposing inflexible notice requirements on certain curricula, House Bill 332 would be an impediment to an adaptable learning environment, which is critical to helping our students develop the skills and critical thinking necessary for success in the 21st century economy. Furthermore, this bill would make it more difficult for young people to receive critical public health education and it could affect a wide range of curricula – including science and the study of important literature, ranging from Mark Twain to Shakespeare. Current New Hampshire law requires school districts to adopt a policy allowing an excep- tion to specific course material based on a parent’s or legal guardian’s determination that the material is objectionable, and it also addresses parental objections to health and sex education based on religious beliefs, rendering this bill unnecessary. By requiring schools to provide no less than two weeks’ notice to parents of all materials – literary books, textbooks, worksheets, videos, online resources – that even touch upon human sexuality or human sexual education, this bill imposes strict, over-burdensome notification requirements that could lead to schools avoiding material of merit and historical importance because it could potentially elicit objections and even litigation. In addition, these notification requirements could prohibit the natural, spontaneous discussions that arise in the context of everyday learning. Additionally and just as troublesome, this bill aims to put in place additional barriers for New Hampshire students who decide to access education about sexual health. Research has shown that teens who participate in compre- hensive health education programs that discuss the importance of delaying sex and provide information about contraceptives are less likely to experience teen pregnancy or sexually transmitted diseases. House Bill 332 would create an even greater stigma concerning sex education and lead to fewer students having access to important health information, which can have far-reaching, negative impacts on the health of our young people and communities. New Hampshire law already provides protections that allow parents to opt their children out from curricula that the parents consider to be objectionable. This unnecessary law would only serve to inhibit classroom discussions and access to important information about health education, while opening the door to notification policies that could lead to censorship. Governor’s Veto Message on HB 449 “By the authority vested in me, pursuant to part II, Article 44 of the New Hampshire Constitution, on July 6th, 2015, I have vetoed House Bill 449, relative to the duration of child support. Finishing high school or high school equivalency programs is vitally important to the economic well-being of our youth, helping them develop the skills and innovative thinking necessary for success in the 21st century economy, and current law requires that child support continues until a child graduates from high school, even if the child is over age 18. House Bill 449, if enacted, would end child support orders for any child over the age of 18 who chooses to pursue the HiSET or any other high school equivalency program as opposed to attending a traditional high school. In doing so, I believe this bill would create two different standards for youth and their families, 2174 16 september 2015 HOUSE RECORD elevating one path to completing education above another. As a state, we have recognized that not every child thrives in the traditional classroom environment and have worked to offer alternatives to allow students to finish their high school degrees so that they may better compete in the workforce and participate in higher education if they so choose. For example, in 2014, 317 New Hampshire students between the ages of 16 and 19 completed the HiSET exam. This legislation would say those children no longer merit the support of both of their parents as they work to complete their high school education and prepare themselves for future suc- cess. It is also unclear what impact this legislation might have on home-schooled students, who do not attend a traditional high school but may participate in a high school equivalency program as part of their efforts to enter the workforce or apply for college. House Bill 449 would also terminate child support forever if a child over the age of 18 is incarcerated, even if the incarceration is only for a short duration and the child returns to high school, which could greatly inhibit our efforts to help youthful offenders put their lives back on track. A child who is struggling in a traditional high school environment but pursuing a high school equivalency degree may still need the support – both emotional and financial – of their parents. It should not be arbi- trarily withdrawn because they are taking a slightly different path than others in their age group. It may be appropriate to place time limits on how long a child has to finish an equivalency program, but to arbitrarily cut off child support on the first day a child chooses a different path is not good for the children of our state. Governor’s Veto Message on HB 550 “By the authority vested in me, pursuant to part II, Article 44 of the New Hampshire Constitution, on July 20, 2015, I have vetoed House Bill 550, relative to administration of the tobacco tax and relative to the sale or exchange of an interest in a business organization under the business profits tax. Like many others, I am disturbed by the process that brought this bill to my desk. It was passed at the last moment, with no public hearing before the vote. That defective process has understandably raised concerns among members of the legislature and the public. However, I remain open to considering legislation similar to House Bill 550 as part of a larger budget agreement if this tax law change it proposes is paid for. New Hampshire’s absence of a sales or income tax has long served to our state’s advantage in attracting businesses and people to our state. It has, however, also led to the development of some areas of our tax code that are unique, which can at times be confusing to outside observers. I have heard from a number of businesses that New Hampshire should work to mitigate the impact of such provisions, particularly those that House Bill 550 seeks to address, because at times these provisions can hinder capital investment in New Hampshire companies. I remain willing and open to work in a bipartisan manner to address this concern. House Bill 550 also suffers from the same problem as the budget that I recently vetoed. It encompasses a significant tax cut that will impact this budget and future budgets without addressing how New Hampshire will pay for it. Cutting taxes without offsetting the loss in revenue will jeopardize our state’s ability to invest in the priorities that are critical to our state’s families, businesses and our future in the 21st century innovation economy. Many of the same businesses who have expressed support for legislation similar to House Bill 550 have also raised concerns about New Hampshire losing the ability to support the critical economic priorities necessary to keep our state competitive, priorities such as affordable higher education, modern and safe transportation, accessible health care, and combating the substance abuse crisis. As long as the tax cut House Bill 550 contemplates is paid for, I am willing to address the tax relief it proposes, as well as the larger issue of business tax reductions, in a compromise budget that ensures that we make these reductions in a way that does not jeopardize our state’s economic priorities and future. It is my continued hope that legislative leaders will promptly return to the table and negotiate in good faith a bipartisan budget compromise, so that we can move forward and address the issues of House Bill 550, as well as the other critical issues facing our state. In the meantime, however, we cannot continue to enact business tax reductions without transparently and honestly paying for them in budget. AN ACT relative to salary increases for state employees and making appropriations therefor, establish- ing a legislative oversight committee on employee relations, relative to the purpose of a capital budget appropriation, reducing the rates of the business profits tax and the business enterprise tax, and relative to eligibility to vote and relative to availability of voter information. Amend the bill by replacing all after section 26 with the following: 27 Voter; Domicile. Amend RSA 654:1, I to read as follows: I.(a) Every inhabitant [of the state], having [a single] established domicile [for voting purposes] in this state for no less than 30 consecutive days before any election where the inhabitant offers to vote, being a citizen of the United States, of the age provided for in Article 11 of Part First of the Constitution of New Hampshire, shall have a right at any meeting or election, to vote in the town, ward, or unincorporated place in which he or she is domiciled. (b)(1) An inhabitant’s domicile for voting purposes [is that one place where a person, more than any other place, has established a physical presence and manifests an intent to maintain a single continuous presence for domestic, social, and civil purposes relevant to participating in democratic self-government.] shall be the prin- cipal or primary home or place of abode of a person. Principal or primary home or place of abode is that home or place in which his or her habitation is fixed and to which a person, whenever he or she is temporarily absent, has the intention of returning after a departure or absence therefrom, including when the person is absent because of military service or temporarily absent as described in RSA 654:2. (2) In determining what is a principal or primary place of abode of a person, without limitation the following factors or evidence relating to such person may be taken into account: civic and community participation, the place where a person spends most nights of the year, the location from which a person would apply for a passport or other federal identification, residence for income or other tax purposes, eligibility for a resident hunting and fishing license, and a New Hampshire driver’s license. (3) A qualified voter who has left his or her home and gone into another state or town of this state for a temporary purpose only shall not be considered to have lost his or her domicile as described in RSA 654:2. (4) A person shall not be considered to have gained a domicile in any town or ward of this state into which he or she comes for temporary purposes only, without the intention of making it his or her home but with the intention of leaving it when he or she has accomplished the purpose that brought him or her there. Evidence that a person who, prior to arriving in New Hampshire, was domiciled in another state and is temporarily present in New Hampshire for any purpose including, but not limited to vacation, short-term temporary work, volunteering for social or civic purposes, or volunteering or working on political campaigns is not sufficient evidence that the person has established a domicile in New Hampshire. (5) If a qualified voter moves to another state, with the intention of making it his or her permanent home, he or she shall be considered to have lost his or her domicile in this state. (c) A person has the right to change domicile at any time, however a mere intention to change domicile in the future does not, of itself, terminate an established domicile before the person actually moves. 28 New Paragraphs; Voter; Domicile. Amend RSA 654:1 by inserting after paragraph I-a the following new paragraphs: I-b. Any person who establishes a voting domicile that otherwise meets the requirement of paragraph I, later than 30 days before any election where the inhabitant offers to vote shall vote at the polling place for the town or ward of his or her most recent previous domicile. Except that any person who transfers an existing New Hampshire voter registration and satisfies the requirements of this chapter for proving his or her new domicile may vote at the polling place for the town or ward of his or her new domicile. I-c. Any person who met the requirements of this chapter to register to vote in New Hampshire who has established a voting domicile outside of New Hampshire within the 30 consecutive days before an election and is not allowed to register and vote in that election in the state of his or her new domicile because he or she established that new domicile within 30 consecutive days before that election may vote at the polling place for the New Hampshire town or ward where he or she was previously domiciled. 29 Voter Registration Form. Amend RSA 654:7, IV to read as follows: IV.(a) [A] Standard registration application [form] forms shall be used throughout the state. The regis- tration [form] forms shall be no larger than 8 1/2 inches by 11 inches. Fraudulently registering to vote or voting is subject to a civil penalty not to exceed $5,000. 30 Right to Know Exemption. Amend RSA 654:31-a to read as follows: 654:31-a Right to Know Exemption. The information contained on the checklist of a town or city, specifically, the name, domicile address, mailing address, town or city, and party affiliation, if any, of registered voters, except as otherwise provided by statute, is public information subject to RSA 91-A. All other information on the voter registration form, absentee registration affidavit, qualified voter and domicile affidavits, affidavit of religious exemption, and application for absentee ballot shall be treated as confidential information and the records containing this information shall be exempt from the public disclosure provisions of RSA 91-A, except as provided by statutes other than RSA 91-A. However, otherwise confidential information on registration forms, absentee registration affidavits, qualified voter affidavits, challenged voter affidavits, domicile affidavits, affidavits of religious exemption, and applications for absentee ballot shall be made available to the legislature in an aggregated or statistical data format that conceals the identities of individual voters. Said aggregated or statistical data may be presented in public legislative hearings. Notwithstanding the foregoing, qualified voter and domicile affidavits are public records subject to RSA 91-A for the sole purpose of challenging an individual registering to vote or vot- ing, challenging ballots to be recounted, to the extent that such ballot challenges are specifically authorized by law, or determining the accuracy of any qualified voter or domicile affidavit. Election officials and law enforcement personnel in furtherance of their official duties may access and may disclose information from the voter registration form, qualified voter and domicile affidavits, affidavits of religious exemption, absentee registration affidavits, and applications for absentee ballots, if necessary to resolve a challenge to an individual registering to vote or voting, or if necessary to investigate or prosecute election law violations or any crime. Law enforcement access and use of such records for the investigation or prosecution of crimes unrelated to election law violations shall be limited to the records of the specific individuals who are the subject of the investigation or prosecution. 31 Effective Date. I. Sections 1-19 and 23-24 of this act shall take effect as provided in section 25 of this act. II. Sections 27-30 of this act shall take effect December 1, 2015. II. Floor Amendment (2392h) Amend the title of the bill by replacing it with the following: AN ACT relative to salary increases for state employees and making appropriations therefor, establish- ing a legislative oversight committee on employee relations, relative to the purpose of a capital budget appropriation, reducing the rates of the business profits tax and the business enterprise tax, and repealing the license requirement for carrying a concealed pistol or revolver. Amend the bill by inserting after section 26 the following and renumbering the original section 27 to read as 30: 27 Pistols and Revolvers; License to Carry. Amend RSA 159:6 to read as follows: 159:6 License to Carry. I.(a) The selectmen of a town, the mayor or chief of police of a city or a full-time police officer desig- nated by them respectively, the county sheriff for a resident of an unincorporated place, or the county sheriff if designated by the selectmen of a town that has no police chief, upon application of any resident of such town, city, or unincorporated place, or the director of state police, or some person designated by such director, upon application of a nonresident, shall issue a license to such applicant authorizing the applicant to carry a loaded pistol or revolver in this state for not less than [4] 5 years from the date of issue, if it appears that the applicant has good reason to fear injury to the applicant’s person or property or has any proper purpose, [and that the applicant is a suitable person to be licensed] unless the applicant is prohibited by New Hampshire or federal statute from possessing a firearm. Hunting, target shooting, or self-defense shall be considered a proper purpose. The license shall be valid for all allowable purposes regardless of the purpose for which it was originally issued. (b) The license shall be in duplicate and shall bear the name, address, description, and signature of the licensee. The original shall be delivered to the licensee and the duplicate shall be preserved by the people issuing the same for [4] 5 years. When required, license renewal shall take place within the month of the [fourth] fifth anniversary of the license holder’s date of birth following the date of issuance. The license shall be issued within 14 days after application, and, if such application is denied, the reason for such denial shall be stated in writing, the original of which such writing shall be delivered to the applicant, and a copy kept in the office of the person to whom the application was made. The fee for licenses issued to residents of the state shall be $10, which fee shall be for the use of the town or city granting said licenses; the fee for licenses granted to out-of-state residents shall be $100, which fee shall be for the use of the state. The direc- tor of state police is hereby authorized and directed to prepare forms for the licenses required under this chapter and forms for the application for such licenses and to supply the same to officials of the cities and towns authorized to issue the licenses. The form shall require no more information than was required on the state of New Hampshire application for pistol/revolver license, form DSSP 85, as revised in December 2009. No other forms shall be used by officials of cities and towns. The cost of the forms shall be paid out of the fees received from nonresident licenses. II. No photograph or fingerprint shall be required or used as a basis to grant, deny, or renew a license to carry for a resident or nonresident, unless requested by the applicant. III. The availability of a license to carry a loaded pistol or revolver under this section or under any other provision of law shall not be construed to impose a prohibition on the unlicensed transport or carry of a firearm in a vehicle, or on or about one’s person, whether openly or concealed, loaded or unloaded, by a resident, nonresident, or alien if that individual is not otherwise prohibited by statute from possessing a firearm in the state of New Hampshire. 28 Pistols and Revolvers; Reciprocity. RSA 159:6-d is repealed and reenacted to read as follows: 159:6-d Reciprocity. The director of the division of state police shall negotiate and enter into reciprocal agreements with other jurisdictions to recognize in those jurisdictions the validity of the license issued un- der RSA 159:6. The director shall apply to every jurisdiction with which New Hampshire does not have a reciprocity agreement, at least once every 5 years to obtain recognition in those jurisdictions of the license issued under RSA 159:6. Any such agreement executed shall not expire unless an expiration date is required under the statutes of the reciprocal jurisdiction. 29 Repeal. RSA 159:4, relative to requiring a license to carry a concealed pistol or revolver, is repealed. AMENDED ANALYSIS This bill: I. Makes appropriations for salary increases for state employees. II. Establishes a legislative oversight committee on employee relations. III. Amends the purpose of a capital budget appropriation made to the liquor commission. IV. Reduces the rates of the business profits tax and the business enterprise tax. V. Increases the length of time for which a license to carry a pistol or revolver is valid. VI. Requires the director of the division of state police to negotiate and enter into agreements with other jurisdictions to recognize in those jurisdictions the validity of the license to carry issued in this state. Floor Amendment (2394h) Amend the title of the bill by replacing it with the following: AN ACT relative to salary increases for state employees and making appropriations therefor, establishing a legislative oversight committee on employee relations, relative to the purpose of a capital bud- get appropriation, reducing the rates of the business profits tax and the business enterprise tax, and relative to the sale or exchange of an interest in a business organization under the business profits tax. Amend the bill by inserting after section 26 the following and renumbering the original section 27 to read as 28: 27 Sale or Exchange of an Interest in a Business Organization. RSA 77-A:4, XIV is repealed and reenacted to read as follows: XIV.(a) In the case of a business organization where an interest or beneficial interest in the busi- ness organization has been sold or exchanged, an addition to gross business profits of an amount equal to the net increase in the basis of all underlying assets transferred or sold through the sale or exchange of the interest. The increase in the basis of the assets shall be calculated in accordance with the provisions of the Internal Revenue Code as defined by RSA 77‑A:1, XX but shall apply to the business organization. (b) A business organization may, for a particular sale or exchange, make an irrevocable election on a timely filed return, to not recognize the basis increase required under subparagraph (a). A business organi- zation that so elects shall not be required to make an addition to gross business profits under subparagraph (a). It also shall not be allowed a deduction against gross business profits in any subsequent period for de- preciation or amortization on the increased basis in the assets nor an increase in the basis of the assets upon disposition of the assets in a subsequent period. Governor’s Veto Message on HB 603 “By the authority vested in me, pursuant to part II, Article 44 of the New Hampshire Constitution, on June 12, 2015, I have vetoed House Bill 603, relative to student exemption from the statewide assessment. House Bill 603 would create a student opt-out option from the statewide assessment process. This bill would conflict with current state educational accountability laws, undercut one of the tools that educators use to evaluate K-12 student progress, and jeopardize federal funding for New Hampshire schools. If it became law, House Bill 603 could do real and lasting damage to New Hampshire’s economic competitiveness, sug- gesting that our state is not committed to ensuring that students are ready for college and/or careers in the 21st century’s innovation economy. That is why the business leaders and educators joined together to oppose this legislation. By state law – and as a result of Supreme Court decisions requiring a statewide education accountability system – New Hampshire schools are required to participate in the Statewide Educational Improvement and Assessment Program. If passed, House Bill 603 would discourage participa- tion in the annual statewide assessment, violating the requirements of both federal and state law, as well as the requirements of the New Hampshire Supreme Court that New Hampshire have a broad assessment and accountability system. A valid annual assessment is a critical component of accountability, which is why state statutes say that all students must take the statewide assessment. This year, New Hampshire started a new annual assessment, the Smarter Balanced Assessment, an improved test that helps inform educators about whether students are meeting higher standards and helps direct any resulting changes to instruction. These tests provide the only statewide snapshot as to how our public schools are performing, serving as an additional measure to inform us about how well students are being educated. But it also important to note that the State is not over-relying on these tests as they are not a significant factor in teacher evaluation, they are not used to determine school funding and they are not required for a student to graduate. New Hampshire also recognizes that standardized assessments alone do not provide the most well-rounded, individual student-driven results that effectively inform teacher instruction. That is why New Hampshire continues to build on our efforts that are leading the nation in developing assessment alternatives through the Performance Assessment of Competency Education (PACE) Pilot Program. PACE empowers our students and our teachers by reducing the amount of standardized testing in favor of more locally managed assessments that will be integrated into a student’s day-to-day work, which improves the effectiveness of project-based 21st century learning. Allowing this bill to become law also poses significant fiscal risk by threatening threatens tens of millions of dollars a year in federal funding to our schools. The federal government requires 95 percent of students to participate in a statewide assessment to receive Title I funding. Action in some New Hampshire school districts that provided an unofficial opt-out option 2202 16 september 2015 HOUSE RECORD this year led to decreased student participation – demonstrating that any state action to encourage opt-out would have the same, if not greater implications. House Bill 603 does not provide reporting of opt-outs to the Department of Education, so we would be unable to accurately determine how many students did not take the test and whether the State met the 95-percent student participation threshold. House Bill 603 sets a bad precedent for, and sends a bad message to, our students. Students who are told that they can opt out of this critical component to their education will believe that they can opt out of other of requirements as well, which could in turn affect participation in day-to-day activities and interfere with both student assessment and direct instruction. New Hampshire’s economic competitiveness depends on our ongoing commitment to ensuring that our students and workers have the skills needed to compete in the future. If passed, this bill would inhibit the ability to effectively measure student progress and inform teacher instruction, while sending a message to the business and education communities that New Hampshire does not value high standards in education, standards that will help prepare our future workforce for success in the innovation economy. The 2015 National Prisoner of War and Missing in Action Recognition Day is Friday, September 18. During this week, throughout our great country and worldwide, ceremonies will be held to honor and remember our missing and unaccounted for Americans. Support for these missing Americans and their families is deeply felt. America’s POW’s and MIA’s should be honored and recognized rather than memorialized with the focus on continuing commitment to account as fully as possible for those still missing. For a society such as ours which demands liberty as much as we do, we must not allow the sacrifices of these Patriots to pass from our Nation’s consciousness. America owes these brave men and women our eternal gratitude. We are all indebted to their families. They stood by with courage as those they love proudly answered Americas call to defend the freedom we enjoy today. Many of these families have suffered decades of pain not knowing with certainty the final fate of their loved ones. We recognize their sacrifices. We owe a debt of gratitude to the families for their dedication in seeking the truth and their determination through many years of waiting. Governor’s Veto Message on HB 1 and HB 2 “By the authority vested in me, pursuant to part II, Article 44 of the New Hampshire Constitution, on June 25, 2015, I have vetoed House Bills 1 and 2, making appropriations for the expenses of certain departments of the state for fiscal years ending June 30, 2016 and June 30, 2017. To keep our economy moving in the right direction, I originally proposed a fiscally responsible, balanced budget that was transparent and hon- est about how we would support critical economic priorities without an income or a sales tax. The plan that I proposed clearly set those economic priorities, including holding down the cost of higher education, strengthening public safety, ensuring access to affordable health care, and repairing our roads and bridges. I have vetoed the budget passed by the legislature because it is unbalanced, makes false promises about what it funds, and gives unpaid-for tax giveaways to big corporations, many based out-of-state, at the expense of critical economic priorities, including higher education, health care, public safety and transportation. The long-term impact of these unpaid-for corporate tax cuts will create a more than $90 million hole in future budgets, further eroding our ability to encourage economic growth. This budget is unbalanced. The legislature double-counted carryforward funds, attempting to take money that has been designated and appropriated to pay for 2015 bills, and instead proposed to use it to balance its 2016 budget. This gimmick would have forced cuts to this budget within months of enactment, eliminating the increased funding that many people thought they were being promised in this budget. Compounding the danger to our state’s future, the legislature used more than $65 million in ‘one-time’ sources of revenue in this budget. When combined with the impact of the unpaid-for corporate tax cut, the gap that would need to be filled in the very next budget would exceed $100 million. This gap would force the next legislature to make even deeper cuts to a budget that is already under-funded in critical areas. For example, the budget that I have vetoed would not provide any year-to-year increase to our university system – which is still funded below 2010 levels and receives among the least amount of state support in the nation – jeopardizing our efforts to hold down the cost of higher education to help keep more of our young people here in New Hampshire for college and their careers. In the face of an opioid crisis, it would not adequately fund substance abuse prevention, cutting my proposal for the Governor’s Commission on Alcohol and Drug Abuse Prevention, Treatment and Recovery by more than 30 percent. This budget would force the Sununu Youth Services Center to cut a quarter of its budget without a plan for how to achieve those savings while seriously undermining its ability to help youthful offenders put their lives back on track. It neglected to include a modest cost-of-living increase for employees, even though the state reached a good-faith negotiated agreement prior to our budget proposal. In funding the Department of Transportation, the legislature would divert funds that were intended to provide additional road and bridge repairs, and it underfunded snow plowing and removal by nearly $5 million. And this budget would not ensure the continuation and funding for our successful and bipartisan New Hampshire Health Protection Program, jeopardizing health insurance coverage for more than 41,000 New Hampshire citizens and creating uncertainty for our businesses, our health insurance market and our economy. It would also jeopardize access to substance abuse and mental health treatment that is provided under our bipartisan expansion plan and is making a real difference to the health and safety of our citizens and our communities. I have made clear to legislative leaders that I am not philosophically opposed to reducing corporate tax rates and that I am willing to work together, compromise and negotiate to reach a better, more responsible and balanced budget. I have put forward concrete ideas that would reduce business tax rates while ensuring that those cuts are paid for in order to protect our state’s long-term finances and economic future. I did not come to the decision to veto this budget lightly. I would prefer to work together to find a compromise path forward, and I remain committed to such efforts. My responsibility as Governor is to consider both the short- and long-term impacts of legislation and stand up for today’s citizens of New Hampshire, as well as for the future. I will not trade New Hampshire’s economic future for an inadequate, unbalanced budget today.
