Extract from Hansard [ASSEMBLY — Wednesday, 20 May 2020] p2970b-2995a Mr Vincent Catania; Mr Dave Kelly; Mr Shane Love; Mr Ian Blayney; Mr Donald Punch; Mr Terry Redman; Mr Bill Johnston CORONAVIRUS — SMALL BUSINESS — RELIEF AND RECOVERY MEASURES Motion MR V.A. CATANIA (North West Central) [4.02 pm]: I move — That this house calls upon the Labor government to immediately address the shortfall in support for Western Australian small businesses and industries suffering because they are unable to access relief and recovery measures. We have moved this motion today, and I am going to outline the reasons that small businesses, particularly tourism businesses in regional Western Australia, are suffering at the moment due to, obviously, the COVID-19 pandemic and how it has affected everyone from all walks of life. Every which way that we operate in society has been affected. I want to talk about small business. More than 224 000 small businesses operate in Western Australia, employing around 490 000 workers and contributing billions of dollars to the Western Australian economy. There are more than 50 000 small businesses in regional Western Australia. Nearly half the jobs created in Western Australia are created by the small business sector, and small business accounts for half of WA’s private sector industry employment. Small businesses in regional towns and communities support local economies and communities, and that is why we want people to buy local and support our businesses. Before COVID-19, small businesses were faced with a range of challenges. The higher cost of doing business is generally different from region to region, and I will explain the difference between the southern and northern parts of Western Australia.

The first edition of the Parliamentary Handbook was published in 1922 and together the succeeding volumes represent one of the best historical record of any Parliament in Australia. In this edition a significant restructure of the Handbook has taken place in an effort to improve usability for the reader. The staff of both Houses of Parliament have done an enormous amount of work to restructure this volume for easier reference which has resulted in a more accurate, reliable and internally consistent body of work.

Extract from Hansard [ASSEMBLY — Wednesday, 16 September 2015] p6507b-6516a Mr Joe Francis; Ms Margaret Quirk EMERGENCY SERVICES LEVY Motion Resumed from 9 September on the following motion moved by Ms M.M. Quirk — That this house condemns the Barnett government for misappropriating funds collected by the emergency services levy for purely administrative purposes instead of for frontline emergency needs, and calls for a system of independent allocation of ESL funds to be implemented as recommended in the first Keelty inquiry. MR J.M. FRANCIS (Jandakot — Minister for Emergency Services) [5.40 pm]: I start by acknowledging members of the opposition who have spoken to this motion; I do not have a list of names with me, but I know the member for Armadale made a contribution last Wednesday before this motion was adjourned. I say from the start that obviously the government does not support the motion brought to the house by the shadow Minister for Emergency Services, the member for Girrawheen, and I will outline the reasons why. Firstly let me say that the wording of the motion — The ACTING SPEAKER (Mr I.M. Britza): Members, if you want to have a conversation, I ask you to leave the chamber, please. Mr J.M. FRANCIS: Firstly let me say that obviously the government will not support this motion and I will outline the reasons why. I do not mean to be provocative by saying this, but I would suggest that the motion is fairly harshly worded and, I would go so far as to say, pretty offensive to both the Fire and Emergency Services Commissioner and the staff of the Department of Fire and Emergency Services, purely through the use of the words “misappropriating funds”.

Extract from Hansard [ASSEMBLY — Wednesday, 16 March 2016] p1226b-1231a Mr David Templeman; Ms Margaret Quirk; Mr Sean L'Estrange SENTENCE ADMINISTRATION AMENDMENT BILL 2016 Second Reading Resumed from 24 February. MR D.A. TEMPLEMAN (Mandurah) [7.25 pm]: I would like to speak to the motion before us on the notice paper, which is a private members’ bill, the Sentence Administration Amendment Bill 2016, that was introduced by the member for Butler. The ACTING SPEAKER (Mr P. Abetz): There are too many conversations happening all at once. The member for Mandurah has the call, so let us take our conversations outside or hush our voices a little. Thank you. Mr D.A. TEMPLEMAN: Earlier this year members would be aware that I tabled a substantial online petition signed by over 20 000 online petitioners and a petition that complied with standing orders of this place that was signed by two members of the public—Margaret and Ray Dodd. Margaret and Ray’s daughter Hayley went missing a number of years ago and she has never been found, and, of course, it is presumed that she met a tragic end. I do not want to talk about their case because it is before the court and I do not want to prejudice or have any negative impact on the proper procedures in this case. Margaret and Ray are like a number of parents and families in not only Western Australia but Australia generally who have loved ones, daughters or sons, who have gone missing—some who were murdered but their perpetrator has never been found or indeed the perpetrator has been tried for murder and been found guilty.

Extract from Hansard [ASSEMBLY — Wednesday, 14 June 2017] p870c-886a Ms Janine Freeman; Mrs Lisa O'Malley; Mr Tony Krsticevic; Mr Simon Millman; Mr Bill Johnston; Mr Matthew Hughes; Ms Jessica Shaw; Amber-Jade Sanderson SUPPLY BILL 2017 Second Reading Resumed from 13 June. MS J.M. FREEMAN (Mirrabooka) [12.13 pm]: I stand to speak on the Supply Bill 2017. We should all remember where Mirrabooka is because that is where the Metro Area Express light rail was going to go. I stood in this Parliament before the 2013 election when the Liberal–National government announced MAX. It went into the 2013 election with big fanfare and the then Premier said that it was worth buying in the area because the government was going to deliver a great light rail. I have said that before. My colleagues here over the last few days have raised the issue of MAX and its impact. The member for Perth raised the impact of MAX on the North Perth community. I want to put on record for the good people of Mirrabooka that although they feel betrayed, they know that the new Labor government has a clear process and a commitment to public transport, and it will not neglect the remaining need for efficient public transport in the central northern corridor. That need remains and was part of the business plans. Directions 2031 and the transport plan that the former Minister for Transport heralded in this place show that there is still a strong need for efficient public transport in that northern corridor.

Extract from Hansard [ASSEMBLY — Tuesday, 21 October 2014] p7600d-7610a Speaker; Mr Mark McGowan; Mr Colin Barnett; Deputy Speaker; Mr Bill Johnston; Mr David Templeman; Mr Tony Simpson; Mrs Glenys Godfrey; Mr Shane Love; Mrs Michelle Roberts LOCAL GOVERNMENT — AMALGAMATIONS Matter of Public Interest THE SPEAKER (Mr M.W. Sutherland) informed the Assembly that he was in receipt within the prescribed time of a letter from the Leader of the Opposition seeking to debate a matter of public interest. [In compliance with standing orders, at least five members rose in their places.] MR M. McGOWAN (Rockingham — Leader of the Opposition) [4.32 pm]: I move — That this house calls on the Barnett government to guarantee there will be no forced council amalgamations in the metropolitan area or regional WA. This is an opportunity for all members of this house to put on record where they stand on a pressing issue in Western Australia today. This issue will be at the forefront of public attention tomorrow when the government releases its new boundary maps for local governments in metropolitan Perth. Today, prior to that release, members of the house can say whether they support forced amalgamations of councils or whether they oppose them. It is very simple. If local communities are forced to amalgamate without the opportunity for the referendum procedures under the law, it is a forced amalgamation. If local communities are legislated to create a larger local authority, it is a forced amalgamation. It is quite clear and simple. This is an opportunity for members to express their views on metropolitan Perth or regional WA.
