PURPOSE

The purpose of this memorandum is to report to the Transportation Committee on the use of delegated authority for 2019 under Schedule ‘G’ – Transportation Services Department By-Law 2019-280.

BACKGOUND

By-law 2019-280 is “a by-law of the City of respecting the delegation of authority to various officers of the City”. The By-law was enacted by Council on September 11, 2019 and is meant to repeal By-law No. 2018-397.

This By-Law provides delegated authority to officers within the Transportation Services Department to perform various operational activities, and requires that use of delegated authority be reported to the appropriate standing committee at least once per year.

DISCUSSION

Traffic Services and Transportation Planning are the two Service Areas of the Transportation Services Department that report to the Transportation Committee. To meet the reporting requirements as identified in Schedule “G” Transportation Services By-Law 2019-280, each Service Area has produced a consolidated list which highlight the use of delegated authority in 2019 (see Documents 1 and 2).

CONCLUSION

The Transportation Services Department will continue to report to Transportation Committee once per year on Schedule “G” – Transportation Services Department By- Law 2019-280.

Section G 5. (1) – Intersection and Road Modifications:

In 2019, Traffic Services supported the installation of 19 Pedestrian Crossovers (PXOs) city-wide. A total of 11 of the 19 locations, including one multilane roundabout, were funded and managed by the Transportation Services’ PXO Program. Delegation of authority for intersection and road modifications was required for only four of the 11 PXO locations, while approval was received for exemption to the Integrated Accessibility Standards Regulation (IASR) and the City’s Accessibility Design Standards (ADS) for a multilane roundabout location which already had curb-depressions, but no Tactile Walking Surface Indicators (TWSIs).

Three different types of PXOs were implemented in 2019, however, as indicated above, not all installations required intersection and roadway modifications. Such modifications are not necessary when the appropriate existing curbside depressions and TWSIs are already in place (i.e. pathway connections, roundabouts, school crossing guard locations, etc.) or when an exemption to the IASR and the City’s ADS has been approved through the departmental exemption review/approval process.

Type B PXOs

Type B PXOs require the installation of side mounted poles with flashers, PXO signs overhead, and the necessary pavement markings. In 2019, one Type B PXO was installed and required delegation of authority for essential roadway modifications. Details on the implementation location is listed below:

Type C PXOs require the installation of side mounted poles with flashers, PXO signs, and the necessary pavement markings. In 2019, one Type C PXO was installed and required delegation of authority for essential roadway modifications. Details on the implementation location is listed below:

Type D PXOs

All Type D PXOs require the installation of PXO signs along with the necessary pavement markings. In 2019, a total of nine Type D PXOs were installed. Only two of these locations required delegation of authority to implement the required roadway modifications. Locations requiring roadway modifications are listed below:

PXOs on Multilane Roundabouts

PXOs on multilane roundabouts require a PXO type B, C or D depending on the posted speed limit, the width of the crossing distance, and eight-hour traffic volume. In 2019, Type D PXOs were installed at one multilane roundabout which already had curb depressions, however, did not have TWSIs. Exemptions to the Integrated Accessibility Standards Regulation (IASR) and the City’s Accessibility Design Standards (ADS) were approved for this location through the departmental exemptions review/approval process. Details on this specific location are listed below:

the exemption to the IASR and the ADS.

Section G 6. (1) and (2) Signs, Traffic Signals, Pavement Markings and Street Lighting

In 2019, Section G 6. (1) and (2) – Signs, Traffic Signals, Pavement Markings and Street Lighting was used to install, operate and maintain the following:  ~40,000 signs;  ~4.7 Million meters of longitudinal pavement markings;  1,183 signalized intersections, of which 79.8% are equipped with audible signals;  54 active red-light cameras across the City;  264 traffic cameras; and,  73,484 street lights.

Costs associated to the above items are the following:  $12,968,193.77 for work undertaken on behalf of other departments or external agencies;  $4,342,053 for sign maintenance and production;  $6,630,984 for signal maintenance and production;  $3,967,395 for pavement markings; and,  $16,466,318.38 for streetlighting.

Note: Costs pertaining to the installation of signs and pavement markings associated to the seven PXOs installed in 2019 that did not require DOA are included in sign maintenance and production and pavement markings, as listed above.

Section G 5. (1) – Temporary Traffic and Parking Control

In 2019, Section G 8. (1) – Temporary Traffic and Parking Control was used to respond and manage:  Approximately 1,514 incidents managed with moderate to high impacts on the flow of traffic;  Approximately 1,398 incidents managed that required temporary lane or road closures; and,  828 Special Event Permits and 203 related Work Orders in support of miscellaneous events including demonstrations, festivals, parades, etc.

The work associated with temporary traffic and parking control work related to special events, including demonstrations, festivals, parades and temporary road closures/emergency events totalled $ 326,522.24.

Document 2 – 2019 Delegated Authority under Schedule “G” Transportation Services Department By-Law 2019-280

Transportation Planning – Capital Projects

The following roadway modifications were approved in 2019, under Section 2 – Intersection and Road Modifications of Schedule “G” of By-law 2018-280. The approvals for these functional design studies were initiated by the Transportation Planning Service Area or were for projects stemming from Integrated Road-Water-Sewer Renewal, Intersection Control Measures and Network Management programs. These are all projects with Council-approved capital budgets. Infrastructure Services in the Planning, Infrastructure and Economic Development Department manages the construction of these projects, as well as the capital budget of the renewal program.

Transportation Engineering Services – Development Projects

The following roadway modifications were approved in 2019, under Section 2 – Intersection and Road Modifications of Schedule “G” of By-law 2018-208. The approvals for these projects were sought by the Transportation Engineering Services Branch for projects stemming from new private developments. The construction of these projects are managed by development proponents with inspections completed by City staff.

RMA-2019-TPD-013 14 - To construct a lay-by, a Dec-2019 383 Albert Street cycle track and a bus platform.

Additions to the Winter-Maintained Cycling Network

Delegated authority has been granted to the General Manager, Transportation Services in consultation with the General Manager, Public Works and Environmental Services, to modify the Winter Cycling Network as each cycling project is completed in accordance with winter cycling needs, connectivity and affordability, and reported through Transportation Services’ annual Delegated Authority Report.

The January 30, 2020 memo 2020 Cycling Network Winter Maintenance Update issued to Mayor and Members of Council from the Director of Transportation Planning provided an update of new cycling facilities completed during 2019 and plans for their winter maintenance. The memo noted that in consultation with Public Works and Environmental Services, the following roadways were added to the City’s winter- maintained cycling network and updated on GeoOttawa:

 Flora Bridge across Rideau Canal (Fifth Avenue to Clegg Street).  Mackenzie Avenue ( to Murray Street).  Multi-use pathway along the O-Train Line 1 guideway (Laurier Avenue to Hurdman Station).
