1.0 EXECUTIVE SUMMARY AND INTRODUCTION OF THE PROJECT

The proposed project of Organic Chemicals m anufacturing unit by ‘M/s. Shri Chandreshwari Chemicals Pvt. Ltd.’ is located at Nej , Tal.: , Dist.: Belagavi, . The Industry would be incorporated with a main object to manufacture Organic Chemicals, which have a good export potential. The location of the Industry is towards Southeast side and at a distance of about 12 Km from Chikodi City.

1.1 Need of The Project

is emerging as one of the largest and cheapest producers of Pharmaceuticals in the world, accounting for nearly 8.5% of the world's drug requirements in terms of volume.

‹ Volume of production by chemical industry positions India is third largest producer in Asia and twelth largest in the World.

‹ The market for chemicals and chemical intermediates all time high, with the increasing dependency of many industries on them as raw materials.

‹ The allied products too have great potential as they are the basic raw materials for synthetic resin industry, Pharmaceutical, Agrochemicals, Electroplating, Pesticides and Specialty chemicals.

‹ The ever-increasing demand for chemicals in India and abroad as well as changing market conditions for manufacture and sale of chemical has prompted the promoters to go for organic chemical manufacturing unit.

1.2 Employment Generation Potential

The activities under proposed industry would produce improvement in the socio-economic status of people in the study area in terms of local labor employment and contract basis jobs. The proposed activity might provide employment opportunities to the local populace, especially in business and other services like transportation activity

2.0 PROJECT DESCRIPTION

2.1 Location

The proposed project would be located at Nej, Taluka: Chikodi, District: Belagavi, Karnataka. The project site is about 12 Km from Chikodi city. Also, other features like railway station is Chikodi railway station at 32 Km and Belgavi airport is about 72.5 Km from project site.

2.2 Alternative Site

No alternative sites were examined since the proposed project site is located at Nej, Taluka: Chikodi, District: Belagavi, State: Karnataka.

2.3 The Products

The product considered for manufacturing and its maximum production quantity is as under- Table 1 List of Products

2.4 Investment

The expected cost of the proposed project would be around Rs. 5.95 Crores.

2.5 Process Details

The manufacturing of Organic Chemicals comprises of a number of operations and processes involving various chemical reactions of basic raw materials. Eventually, the desired products are formed which are refined and separated. Refer Additional attachment for detailed manufacturing process and mass balance.

‹ Water

The total water requirement for proposed project would be 56 M3/Day . Out of which 47 M3/Day would be the fresh water and that of 9 M 3/Day would be treated water from ETP. The fresh water would be the taken from bore well near the project site.

‹ Fuel

A boiler of 2 TPH capacity would be installed in the proposed project. Coal (Indian / Imported) or Bagasse to the tune of coal-12 TPD or Bagasse -24 TPD would be used as fuel. Two D.G. Sets of capacity 60 KVA & 125 KVA would be installed in which diesel to the tune of 10 lit/hr & 20 lit/hr would be used as fuel respectively.

‹ Manpower

Under the proposed project, about 29 no. of manpower would be appointed. While selecting manpower preference would be given to persons from local area thereby creating better employment opportunities.

2.6 Environmental Aspects under the Project

A) The Effluent i) Domestic Effluent

The domestic effluent of 1.5 M3 / Day would be treated in septic tank provided on proposed site. ii) Industrial Effluent

The effluent generated from the proposed industrial activities comprise of effluents from process – 3 CMD, washing-0.8 CMD , cooling Tower BD- 4 CMD, Boiler BD- 0.5 CMD, D.M Back Wash- 0.9 CMD. The same effluents would be treated in ETP comprises of equalization tank, reaction tank, primary tube settler aeration tank, secondary tube setter pressure sand filter(PSF) , activated carbon filter (ACF), Sludge drying beds. The treated water would be used for cooling and gardening. The ETP sludge would be used as manure. Thereby, achieving ‘Zero Liquid Discharge’ of the effluent.

B) The Emissions

In the proposed organic chemicals manufacturing unit, main source of emissions would be the boiler house and D.G. Sets.

The major emissions would be in the form of SPM and SO 2 & NO 2. Boiler would be provided with by Bag Filter as ‘Air Pollution Control (APC)’ equipment preceding the stack height of 25 M. Moreover, the emissions from D.G. Set would be mainly in the form of SO 2. The exhaust of D.G. Set would be let out in to atmosphere through adequate stack height above the roof level . The D.G. shall be used only during power failure condition.

C) Fugitive Emissions

There would be chances of fugitive emissions due to handling of chemicals as well as solvents. However, to prevent and control same, adequate and efficient systems shall be provided. The same would comprise of carrying out entire process in the closed reactors, handling of solvents in close circuits etc.

D) Noise Pollution Aspect

There would be no major noise generating sources in the proposed project. The probable sources shall be Boiler, Reactors, Compressors and D.G. Sets. The same would be kept in isolated areas. Further, proper acoustic treatments wherever required would also be provided to have the ambient noise levels as per CPCB standards. The workers would be provided with earmuffs and other Personal Protective Equipments (PPE) which would give the reduction of 30 dB (A). The D.G. Sets would not be a continuous source of noise as it would be operated only during power failure. As per the Noise Pollution Regulation and Control Amendment Rules; 2010, the D.G. set would be properly and adequately provided with acoustic enclosures.

E) Solid Wastes

Solid wastes generated from the proposed project are categorized as Hazardous and Non- Hazardous Wastes.

Details of solid waste to be generated from proposed activities are given in following table-

The entire quantity of hazardous waste will be handled and disposed off as per Hazardous Waste (Management, Handling and Tran boundary Movement) Rules’ 2010.The hazardous waste generated from the proposed activities would be as follows,

The unit would provide dedicated and isolated storage arrangement for the hazardous wastes. The area shall have leacate collection system, impervious floor and covered roof. Trained and experienced staff shall be employed for collection and handling of the wastes.

3.0 SITE ANALYSIS

3.1 Connectivity

The proposed activity is scheduled to commence at a site in Nej, Taluka: Chikodi, District: Belagavi, Karnataka. The site is located at a rural surrounding and is nearest railway station is Chikodi located at about 32 Km & Belagavi Airport is about 72.5 Km.

3.2 Land Form, Land Use and Ownership

The premises have a gentle terrain and no prime agricultural land is sacrificed. The project proponent would be No Objection Certificate (NOC) from the Nej Grampanchayat. The entire premise is solely owned by the Project proponent.

3.3 Existing Infrastructure

The Industry has purchase the land of 0.60 Ha in village Nej Tal.: Chkodi, Dist.: Belagavi Karnataka. The present land is totally barren; no any existing infrastructure is available on the land. After procurement of Environmental Clearance, the developmental activities would be undertaken.

3.4 Soil Classification

Soils in the study area are essentially derived from the trap rocks and fall under the following three main categories. a) Medium black to deep black soil on the plain lands b) Lighter soils on slopes and in the eastern parts of the district c) Laterite soils in the hilly region in the western parts and on the small hillocks in the east

3.5 Climate

Climate in is extreme with large variations in the temperature. During summer the district experiences extreme heat while in the winter there is sudden temperature fall. The average rainfall in the district is 1100 mm.

3.6 Social Infrastructure Available

The area is well served with infrastructural facilities such as road, rail, power stations, and telecommunications.

4.0 PLANNING BRIEF

4.1 Planning Concept

The industry would be provided infrastructure facilities i.e. collection system of effluent & its disposal system. Availability of amenities like education, medical, water supply, communication, road network, electricity etc. significantly reflects the level of development of the area.

4.2 Population Projection

The proposed project comes under Village: Nej Tal.: Chikodi , Dist.: Belgavi. The population of the Nej village is 6514, according to census 2001. Out of which, the male population is 3398 whereas the female population is 3116.

5.0 PROPOSED INFRASTRUCTURE

5.1 Industrial Area

The plot acquired by project proponent is 6075.92 Sq. M. (0.60 Ha). Thus, an area of 841.46 Sq. M (0.084 Ha) would be available on which the proposed Organics Chemicals Manufacturing activities would be carried out. The green belt shall be developed in an area of 1727.37 Sq. M (0.17 Ha).

5.2 Greenbelt

Out of the total area of 6075.92 Sq. M. (0.60 Ha), an area of about 5234.46 Sq.M. (0.523 Ha) would be actually available as open area. As per MoEFCC norms the green belt shall be developed in an area of 1727.37 Sq. M. (0.17 Ha) i.e. 33% of the total open space available with the industry.

5.3 Social Infrastructure

The proposed area is provided internal roads, water and power supply facilities.

5.4 Connectivity

The proposed project site is well connected by roads, rail and airport facilities. The National Highway No. 4 (NH –4) is 16.3 Km, and the Chikodi railway station and Belagavi airport is about 32 Km and 72.5 Km resp. from the proposed project site.

5.5 Drinking Water Management

The main source of the water for domestic as well as industrial purpose in proposed unit will be from bore well near the project site.

5.6 Sewerage System

The domestic effluent would be treated in proposed Septic tank to be provided on site.

5.7 Industrial Waste Management

‹ Industrial Effluent – The total effluent generated from proposed project would be treated in proposed ETP unit and recycled for cooling and gardening. Thereby achieving ‘ZERO DISCHARGE’ of effluent.

‹ Emissions - The unit proposes to install Bag Filter as an Air Pollution Control Equipment.

‹ Hazardous Waste - The quantity of hazardous waste generated in the form of ETP sludge would be used as Manure.

‹ Solid Waste - Solid Waste to be generated as boiler ash @ 1.2 TPD from coal / 0.72 TPD from Bagasse to be stored in covered yard & forwarded to brick manufactures. Plastic & paper waste @ 2MT/M, Empty containers & Drums @ 1000 Nos./M to be sold as a scrap

5.8 Power Requirement & Supply / Source

Industry fulfills the power requirement through Karnataka Govt. (KPTCL) (HESCOM) Grid In case of a power failure, D.G. set would used to provide and uninterrupted power supply to emergency facilities provided.

6.0 REHABILITATION & RESETTLEMENT (R & R) PLAN

6.1 Policy to Be Adopted

There are no rehabilitation & resettlement issues involved.

7.0 PROJECT SCHEDULE & COST ESTIMATES

7.1 Date of Start

The construction work w.r.t. proposed project would be initiated after grant of Environmental Clearance.

7.2 Estimated Project Cost

The capital investment of the proposed project would be around Rs 5.95 Crores.

8.0 ANALYSIS OF PROPOSAL

‹ The proposed Organic Chemicals manufacturing unit has low pollution potential.

‹ Water use would be minimized to improve the process.

‹ Installation of Effluent Plant trade effluent would result in ’ZERO DISCHARGE’.

‹ The installation of Solvent Recovery Plant reduces the chances of solvent mixing with effluent thereby increasing the efficiency of ETP. Also, Solvent Recovery has resulted in

considerable saving of solvents costs which otherwise would be an additional expense to the Industry.

‹ The air pollution potential of the project will be mitigated by providing bag filter as air pollution control system.

‹ For minimization/prevention of the fugitive emission, regular maintenance of valves, pumps and other equipments will be done. To prevent leakage entire process would be carried out in the closed vessel.

‹ Adequate arrangement for handling and disposal of hazardous solid waste would be made.

‹ Fire protection and safety measures would be provided to take care of fire and explosion hazard.

‹ Direct and indirect employment opportunities would be extended to the nearby resident.

‹ The proposed project would be implemented by adopting latest technologies and equipments thereby minimizing the pollution load in Environment.
