Nicholas Ranjan Gadsby Basannavar Abstract Focusing on three case studies between the years 1965 and 1991, this thesis explores the mutable ways in which child sexual abuse has been represented – or spoken about – in Britain, particularly in popular media forms. Drawing on historian Frank Ankersmit’s observation that historical investigation is a form of “speaking about speaking”, it paints a picture of representational, attitudinal and social change over time, clarifies definitional forms relating to childhood, attraction, and abuse, and examines the deeply historical tropes inherent in present-day inquiries into abuse. An analysis of the Moors murders trial shows that discussions about sexual attraction to children did exist, but were often couched in heavily coded, indirect ways. By the 1970s, this was changing: ‘paedophilia’ was discussed more commonly not only in medicine and academia, which had historically been its domains, but also in the popular press and in governmental debates. I argue that it was angst about the Paedophile Information Exchange (PIE) that shaped subsequent cultural constructs of the ‘paedophile’ in Britain. The final case study on the Cleveland child sexual abuse crisis reveals the employment of increasingly direct terminology in the 1980s, although allusive, metonymical forms and displacements persisted and were entrenched amidst deep moral and social concern for the child. The thesis concludes by using the figure of Jimmy Savile as a means of thinking about a wider debate on the relationship between anachronism and abuse. The study argues that historical debate about child sexual abuse needs to move further from stark notions of historical absence and silence, and towards a heightened awareness of historical ‘speaking’, in all its complex narrative forms. 3 Acknowledgements My first thanks must go to Birkbeck, an institution that I love and admire. In historical scholarly work, there has been a tendency to argue that concepts such as ‘child sexual abuse’ and ‘paedophilia’ were ‘discovered and constructed in the late 1970s’.1 We also hear that moral attitudes were somehow looser or more accepting in prior decades, or that there was a lack of knowledge about abuse, or even that there was some kind of national ‘conspiracy’ that led to silence.2 My project challenges problematic dichotomies such as silence and noise, ignorance and knowledge, and shows that although categories such as ‘child sexual abuse’ and ‘paedophilia’ may be relatively recent value-constructs, adult attraction to, sex with and sexual abuse of children has been discussed and represented throughout history, in highly complex and changeable ways. I have chosen three case studies, located between 1965 and 1991, to show how the press, wider media and other groups assembled and animated narratives around these issues.

Culture in special hospitals / Broadmoor The following list provides examples of the culture within Broadmoor for the period c. 1970s- 1981.1 Its source was based on the evidence of former staff and patients and was televised before publication in book form. Whilst no source is completely without its bias, it is arguably important to take account of the recollections of those who may not traditionally have had a voice. These accounts may then be compared with the findings of official inquiries – where accusations have equally been levelled of bias towards the staff and the system.     Per Se or Power? Age and Sexual Consent Joseph J. Fischel* ABSTRACT: Legal theorists, liberal philosophers, and feminist scholars have written extensively on questions surrounding consent and sexual consent, with particular attention paid to the sorts of conditions that validate or vitiate consent, and to whether or not consent is an adequate metric to determine ethical and legal conduct. So too, many have written on the historical construction of childhood, and how this concept has influenced contemporary legal culture and more broadly informed civil society and its social divisions. Far less has been written, however, on a potent point of contact between these two fields: age of consent laws governing sexual activity. Partially on account of this under-theorization, such statutes are often taken for granted as reflecting rather than creating distinctions between adults and youth, between consensual competency and incapacity, and between the time for innocence and the time for sex. In this Article, I argue for relatively modest reforms to contemporary age of consent statutes but propose a theoretic reconstruction of the principles that inform them. After briefly historicizing age of consent statutes in the United States (Part I), I assert that the concept of sexual autonomy ought to govern legal regulations concerning age, age difference, and sexual activity (Part II). A commitment to sexual autonomy portends a lowered age of sexual consent, decriminalization of sex between minors, heightened legal supervision focusing on age difference and relations of dependence, more robust standards of consent for sex between minors and between minors and adults, and greater attention to the ways concerns about age, age difference, and sex both reflect and displace more normatively apt questions around gender, gendered power and submission, and queer sexuality (Part III).

Antony Robert Earnshaw Sheffield Hallam University MA English by Research September 2017 1 Abstract This thesis assesses changing British attitudes to the dramatisation of crimes committed by domestic serial killers and highlights the dearth of films made in this country on this subject. It discusses the notion of taboos and, using empirical and historical research, illustrates how filmmakers’ attempts to initiate productions have been vetoed by social, cultural and political sensitivities. Comparisons are drawn between the prevalence of such product in the United States and its uncommonness in Britain, emphasising the issues around the importing of similar foreign material for exhibition on British cinema screens and the importance of geographic distance to notions of appropriateness. The influence of the British Board of Film Classification (BBFC) is evaluated. This includes a focus on how a central BBFC policy – the so- called 30-year rule of refusing to classify dramatisations of ‘recent’ cases of factual crime – was scrapped and replaced with a case-by-case consideration that allowed for the accommodation of a specific film championing a message of tolerance.

Interrogating changing perceptions of the cultural functions and meanings of murderers in late-capitalist socio-cultural history, I argue that the underlying structure of true crime is the counterbalance between the exceptional and the everyday, in service of which its second crucial structuring technique – the depiction of physical detail – operates.

    List of paraphilias Paraphilias are sexual interests in objects, situations, or individuals that are atypical. The American Psychiatric Association, in its Paraphilia Diagnostic and Statistical Manual, Fifth Edition (DSM), draws a Specialty Psychiatry distinction between paraphilias (which it describes as atypical sexual interests) and paraphilic disorders (which additionally require the experience of distress or impairment in functioning).[1][2] Some paraphilias have more than one term to describe them, and some terms overlap with others. Paraphilias without DSM codes listed come under DSM 302.9, "Paraphilia NOS (Not Otherwise Specified)". In his 2008 book on sexual pathologies, Anil Aggrawal compiled a list of 547 terms describing paraphilic sexual interests. He cautioned, however, that "not all these paraphilias have necessarily been seen in clinical setups. This may not be because they do not exist, but because they are so innocuous they are never brought to the notice of clinicians or dismissed by them. Like allergies, sexual arousal may occur from anything under the sun, including the sun."[3] Most of the following names for paraphilias, constructed in the nineteenth and especially twentieth centuries from Greek and Latin roots (see List of medical roots, suffixes and prefixes), are used in medical contexts only.
