Many areas of Coalpit Heath have good walking and cycling access to all types of key service and facility. However, due to the size of Coalpit Heath and walking and cycling distances based on the settlements centre point, there are likely to be some areas of the settlement beyond the recommended distances to certain key services and facilities.

A number of education, employment, retail, community and health facilities are within walking and cycling distance of Coalpit Heath. In terms of community facilities, there are three community centres, two public houses and one post office. There is also one GP surgery and one pharmacy within an 800m walking and cycling distance.

There are a large number of different types of comparison retail stores, two local convenience stores and a Sainsbury’s on Badminton Road, all within 1200m walk or cycle of Coalpit Heath. The area has access to one major employer, Danco International, within 2000m. Within a cycle commuting distance of 5,600m on suitable cycle routes there is also access to two Designated Town Centres, twenty Major Employers and twelve Safeguarded Employment Areas. This includes access to the Science Park at a high-tech employment cluster on the northern fringe of Bristol, and a range of industrial Safeguarded Employment Areas in . There are also a number of primary schools and one secondary schools within 2 and 3 mile walking distance of the settlement.

To assist sustainable access to the missing key services and facilities particularly employment opportunities, there are suitably frequent and timed public transport connections to both Yate and Emersons Green, which contains the Emersons Green Enterprise Zone.

CONSULTATION CHANGES

A Rural Settlements and Villages 2015 Topic Paper was subject to public consultation in November 2015, separately in January 2017 Sustainable Access Profiles were made available for public consultation. A range of comments were received on the type of key services & facilities included. Comments on key services & facilities considered accessible from individual settlements were also received. Key changes made to the range of key services and facilities include:

CONSULTATION COMMENTS AND UPDATES

Facility Justification Comparison Stores Comments on the 2015 Topic Paper stressed the need to update checks of services and facilities present in each village. Within a 1200m walk of Coalpit Heath 15 comparison retail shops were recorded in 2016. Primary School & Consultation comments on the 2015 Topic Paper and January 2017 Secondary Schools– Profile stressed the need to consider route quality and usability to key Walking, cycling route services and facilities, in addition to the distance, particularly for quality and usability education facilities. Blackhorse Primary, Lyde Green Primary, Wellesley Primary, Abbotswood Primary and Primary lie within the 2 mile primary school catchment. However, they are not considered accessible as no dedicated walking and cycling routes exist. The schools are therefore not included as a service and facility accessible by walking or cycling. Additionally, Downend Secondary School, Brimsham Green, Yate International Academy lie within the 3 mile secondary school catchment. However, they are not considered accessible as no dedicated walking and cycling routes exist from Coalpit heath to the schools. The schools are therefore not included as a service and facility accessible by walking or cycling. Post Office Coalpit Heath’s Post Office closed. There is now a post office located within Coalpit Heath’s Nisa Store.

Dedicated Community Comments received during the January 2017 Sustainable Access Centre Profile consultation suggested that St Saviours Church be included as a dedicated community centre. This would be a shared facility as opposed to a dedicated community centre, and the long term use of this space for the entire community cannot be guaranteed. The methodology does not include places of worship as dedicated community facilities as they may not be accessible or available to all members of the community at all times. As such, St Saviours Church has not been included as a dedicated community centre. Mobile Libraries As a result of consultation comments on the 2015 Topic Paper, relating to the lack of frequency, limited availability in many areas mobile libraries have been removed from the list of key services and facilities. Supermarket/Local The largest convenience stores, often run by national chains, have a Convenience Store – sales area around 250-280m2, the goods on sale goes beyond the Sainsbury’s Local sale of basic day to day goods, available in for example a small Badminton Road village store or petrol station shop. Stores such as Sainsbury’s Local, Tesco Express and Co-operative often provide for some weekly goods, including fresh fruit and vegetables, frozen goods, meats, pre- prepared meals, bakery items and non-food household items (cleaning products etc) and could provide for some peoples weekly shop, even though the variety of goods on offer is more limited than the larger supermarkets. Therefore food shops, listed as convenience

with a floorspace of approximately 280m2 and upwards will be considered as a small supermarket for access to food buying. The Sainsbury’s Local on Badminton Road has been included as a supermarket in the count of services and facilities within suitable walking and cycling distance of Coalpit Heath. Employment – Cycling Comments on the 2017 Sustainable Access Profiles and Access methodology considered that the distance for cycling access should be extended. The council considered that longer distance cycling was appropriate for commuting, provided safe and suitable cycle routes existed, and did not rely on utilising A or B roads with limited or no cycling infrastructure, particularly in industrial areas or in rural countryside where HGV and other traffic travels at the national speed limit. Analysis of suitable cycle routes, including cycle lanes along Badminton Road, and cycle lanes off road along the A4174, allows access to a wider range of employment opportunities within a 5.6km cycle of the settlement. This has led to a number of major employers and safeguarded being included in the count of facilities within an extended cycling distance of between 2km and 5.6km.
